Purpose: This paper identifies best practices for developing the productivity of the state apparatus in serving the public.
Theoretical framework: Studies regarding identifying state apparatus best ...practices in work innovation must be continuously communicated to relevant parties.
Design/methodology/approach: Literature Review Research, we have reviewed several pieces of scientific evidence by electronically searching books and journal articles that actively discuss the issue of developing innovative state apparatus in providing public services in the technological era. We then examined the collected data under a phenomenological approach, which involves coding, evaluating, interpreting, and drawing conclusions that answer the research problem.
Findings: We can conclude that efforts to identify best practices for developing the human resources of the state apparatus are part of efforts to improve the quality of the work of the state apparatus, which are supported by several competencies in the form of skills and work knowledge needed.
Research, Practical & Social implications: The state apparatus can advance public services and expedite them. For the state apparatus to be successful, they need to be supported by innovative, creative, and transformative skills and work enthusiasm toward the productivity of public services in the 4.0 revolution era.
Originality/value: The importance of innovation in developing public service productivity by state apparatus in technology. The state civil apparatus need to provide public services to manage self-development so that they can work to achieve excellent service to the community.

The thermal properties of soils are of great importance in many thermo-active ground structures such as energy piles and borehole heat exchangers. In this paper the effect of the porosity and degree of saturation on the thermal conductivity of a sandy soil that has not been previously thermally tested is investigated using steady state experimental tests. The steady state apparatus used in these tests was designed to provide high performance in controlling all boundary conditions. Twenty thermal conductivity experimental tests have been carried out at different porosity and saturation values. The performance of selected prediction methods have been validated against the experimental results. The validation shows that none of the selected models can be used effectively in predicting the thermal conductivity of Tripoli sand at all porosity and saturation values. However, some can provide good agreement at dry or nearly dry condition while others perform well at high saturations. The performance of most of the selected models also increases as the soil approaches a two phase state where conduction plays the dominant role in controlling heat transfer. An empirical equation of thermal conductivity expressed as a function of water content and porosity has been developed based on the experimental results obtained.

Hip-hop is thus localized and sanitized as a cultural medium of propaganda. The limitations of such co-optative tactics are also discussed, particularly the tradeoff between ideological control and authentic expressivity, and the risk of de-sublimating auratic cultural symbols for political persuasion.

This article explores a form of symbolic interaction between the formal security apparatus of the State and sex workers in Bali. The study uses qualitative research methods with data collection ...methods for interviews and observations. Through this type of research traced the efforts of sex workers to communicate in order to negotiate their interests with the power represented by the local government security apparatus (apparatus). Sanders' (2001) and O'Neill's (2001) study shows sex workers are resistant to control. But in this capacity, sex workers have a communication style to negotiate activities with local state officials. Theory used symbolic interactionism from Blumer. In the field data obtained there are two types of meaning in symbolic interactions. Sex worker as a party spreading disease and violation of morality. Even this is used as building the meaning of the moral image of regional leaders. In this symbolic interaction meaning, sex workers with bureaucratic state apparatus are very dependent on social structures in society which depend on social status, involvement in sex trade organizations, and laws or policies related to the regulation of CSWs. Bali as a world tourism destination prioritizes the basic value of the development of cultural tourism and has never once declared it as sex tourism. It's just ironic that Bali is often used as a transit point for the existence of the trafficking industry before they depart overseas. Bali is used as the main transit of commercial sex workers in the women's trafficking network. Although in the interactionism the symbolic meaning of the repression of the state apparatus is still considered to manifest a patriarchal value system that provides more legal sanctions to service providers in this case sex workers, especially women, than their users, namely men.

This study used a qualitative research (naturalistic) with a research strategy of observation. The purpose of this study is to review and analyze the planning of human resources quality improvement in the perspective of good governance in the Regional Employment Board of Malang; to determine the supporting factors and improve the quality of resources in the planning of human resources quality improvement in the perspective of good governance in the Regional Employment Board of Malang. The development of employees’ capacity carried out by the Regional Employment Board of Malang is intended to strengthen the organization and as an effort to establish a system of good governance. Given the number of local officials who must be served and managed by the employees of Regional Employment Board, this requires an effort of capacity building through the planning of human resources quality improvement in a systematic way and in accordance with the principles of good governance characteristics.
The coefficient of thermal conductivity of particulates and powders is of great importance in process engineering. The prediction of thermal properties of powders using empirical equations is still ...difficult due to the wide range of specific attributes. This article describes a new measurement methodology for a laboratory device that can be used to determine the thermal conductivity of bulk solids. The presented results show that the created device is highly applicable in industrial practice. It is possible to examine the coefficient of thermal conductivity depending on the sample temperature, the granulometry results and the morphological composition, the moisture content, the degree of consolidation, and other variables that may enter into the entire process and affect it significantly.
Knowledge of thermal properties is a key part of process‐based systems for the cooling or heating of particulates. Accurate measurement and characterization of the thermal conductivity of bulk materials can pose a number of problems. An experimental device was assembled for measuring the thermal conductivity coefficient k of bulk solids used in processes requiring knowledge of this physical quantity.
This response summarizes and compares three scholars’ approaches (Marcelo Bohrt, Robert Albro and Pamela Calla) to the Morales administration’s efforts to decolonize the government of Bolivia. ...Seeking the common ground among them, I find that all three recognize the importance of symbolic and discursive changes, which have allowed some previously-excluded individuals to access positions of authority within the state apparatus. On the other hand, these changes have been uneven, exposing rifts between indigenous communities, exacerbating existing inequities, and establishing new or renewed hierarchies of subordination.
