Though central to the social, political, and cultural life of the nineteenth-century city, the urban volunteer fire department has nevertheless been largely ignored by historians. Redressing this ...neglect, Amy Greenberg reveals the meaning of this central institution by comparing the fire departments of Baltimore, St. Louis, and San Francisco from the late eighteenth to the mid-nineteenth century. Volunteer fire companies protected highly flammable cities from fire and provided many men with friendship, brotherhood, and a way to prove their civic virtue. While other scholars have claimed that fire companies were primarily working class, Greenberg shows that they were actually mixed social groups: merchants and working men, immigrants and native-born--all found a common identity as firemen.Cause for Alarmpresents a new vision of urban culture, one defined not by class but by gender. Volunteer firefighting united men in a shared masculine celebration of strength and bravery, skill and appearance. In an otherwise alienating environment, fire companies provided men from all walks of life with status, community, and an outlet for competition, which sometimes even led to elaborate brawls.
While this culture was fully respected in the early nineteenth century, changing social norms eventually demonized the firemen's vision of masculinity. Greenberg assesses the legitimacy of accusations of violence and political corruption against the firemen in each city, and places the municipalization of firefighting in the context of urban social change, new ideals of citizenship, the rapid spread of fire insurance, and new firefighting technologies.

In recent years, international organizations have actively promoted community-based fire management to respect and utilize the wisdom of indigenous knowledge for effective fire management. This ...approach involves active participation of local actors in managing fires on both private and public lands. Japan, known as a country of multiple natural disasters, has consistently adopted this strategy to manage fire and other hazards primarily caused by natural disasters. This study aims to present the brief history and evolution of the role of volunteer fire departments Shōbōdan since the 17th century, and explore their expanded functions and the challenges they face in contemporary Japanese society. Through a comprehensive literature review using Japanese databases to collect mainly Japanese references published between 2000 and 2024 about Shōbōdan, and ethnographical fieldwork, findings highlights the central role of volunteer fire departments, and their extended burdens not only in managing fire events but also in addressing various types of disaster-related damages. Additionally, the study reveals the serious problems the volunteer fire departments have been facing, primarily due to the aging population, and seeks the possible solutions and changes for the future to sustain their activities.

In an empire whose cities were built of wood, firefighters had a visible presence throughout ...Russia's urban centres and became politically active across the country. Democracy Burning? studies the political, cultural, and social values of volunteer firefighters and reveals the ways in which their public organizations cooperated with the authoritarian state. Nigel Raab considers the important roles that nationalism, regionalism, militarism, photography, and civil society played in fire departments and challenges prevailing notions that volunteer organizations opposed the state. His analysis not only provides insights into questions about a nascent civic consciousness in the years leading to revolution but also reveals new and important information about other aspects of urban life. A skilled work of history and urban studies, Democracy Burning? forces us to rethink the way we consider large public organizations and their relation to authoritarian governments.
Volunteer fire departments have been founded to ensure public safety in case of fire and to provide support for professional firefighters. Most of the current stations date back to the beginning of ...the 19th century. Today, volunteer fire departments face numerous challenges, such as reduced number of following young volunteers or decreasing public budgets. We quantify these effects and identify different alternatives, such as relocating or closing of stations to minimize the impact on rescue service supply. Based on comprehensive case studies in Bochum, Germany it is apparent that these recommendations provide an excellent toolset for a prospective planning approach.

How do undemocratic civic organizations become compatible with democratic civil society? How do local organizations merge older patriarchal, hierarchical values and practices with newer more ...egalitarian, democratic ones? This article tells the story of how volunteer fire departments have done this in Japan. Their transformation from centralized war instruments of an authoritarian regime to local community safety organizations of a full-fledged democracy did not happen overnight. A slow process of demographic and value changes helped the organizations adjust to more democratic social values and practices. The way in which these organizations have made the transition offers important lessons for emerging democracies around the world.

Does the rise in new types of nonprofit groups herald a decline of traditional volunteering in Japan? During 2000, the most recent year for which national mortality data are available, 3,907 persons died in the United States from fire-related injuries; residential fires accounted for 2,955 (76%) of ...these deaths. The National Fire Protection Association (NFPA) reported that approximately 396,500 residential fires occurred in 2001. Injuries from residential fires are preventable by improving awareness of the common causes of fires and by using simple interventions (e.g., properly maintained smoke alarms and fire escape plans). Surveillance of fire-related injuries can aid prevention by increasing the understanding of these injuries and by identifying at-risk populations to target for interventions and education. To characterize nonfatal residential fire-related injuries treated in U.S. hospital emergency departments (EDs) during 2001, CDC analyzed data from the National Electronic Injury Surveillance System-All Injury Program (NEISS-AIP). This report summarizes the results of that analysis, which indicate that, in 2001, an estimated 25,717 nonfatal residential fire-related injuries were treated in U.S. hospital EDs. Fire prevention and safety interventions and education should target at-risk populations for fire-related injuries.
