  • Interdisciplinary solutions for the new railway freight system
    Božičnik, Stanislav, 1951-
The paper analyses the main characteristics of the existing rail freight market and gives the basic idea of the principles of the new possible paradigm of the rail freight system which would enable ... the railways to enter also into the more perspective freight transport market niches. The common argument is stressed that the state monopolies in the railway sector have blocked competition and are a major cause for the decline of railway freight sector. The ongoing process in the EU (The so-called Second Railway Package) of opening the market access to new actors is supposed to create the necessary competition to improve the railway service and to give it a new competitive edge. The expected three step developing process of the internationalisation of the European rail freight market is presented. The railway freight providers are expected to become partners of the integrated logistics services offered by the logistics providers. The core concept of the suggested new rail freight transport paradigm is the classical rail freight train model on the trunk lines and the new modern "truck trains", self - propelled fast moving, bi-directional train formations, accompanied with the innovative loading unloading solutions, predominantly on feeder lines, for the segment of the higher value or perishable goods. The scale of the market opportunity suggests that rail can re-assert itself as a player on the markets where it has not been a credible partner so far, provided the interdisciplinary system approach towards the suggested technical, organizational and operational solutions is applied.
