Methods of Net present value (NPV) and Capitalised costs have been used to compare economical efficiency of each solution. Two possible solutions has been used to cover the extraordinary maintenance costs in the life time of each construction solution. One to cover them by the Grant and Environmental protection taxes and another to include the extraordinary maintenance costs in the Price of public utility service, which is charged to the final users.
