  • Urban consolidation centres : what can we learn from their implementation so far?

    Today's urban areas are facing increasing freight transport flows in addition to increased mobility needs of people. The amount of cargo going into or out of cities is problematic in most urban ... centresin the EU and broader. Urban consolidation centres have started to be built and used as a measure to consolidate freight flows and reduce freight vehicles in city centres. Most UCCs rely on subsidies and have significant shortcomings that prevent long-term sustenance. The paper utilizes a two-step procedure to develop a framework for UCC assessment: a keyword bibliometrics analysis of UCC scientific literature to define the essential aspects of UCC research and implementation and then a focused literature review to develop the critical focus areas further. The developed framework is then used to evaluate six examples of UCC implementation. The key finding is that UCCs rarely succeed long-term without at least some subsidies from local governments. The other two critical factors are a dialogue with all stakeholders and their inclusion in the UCC decisionmaking and supporting UCCs activities by implementing access restrictions in the urban area that consequently promotes UCC use.
