    As we educate teachers in a rapidly changing society and world, the paper deals with the global social aim of the slovene teacher's univerity education, namely: teachers must be able to analyse and ... develop school as a part of society and even society as part of the world. Therefore the conceptualisation of a new educational quality, which is needed in the processes of university education of slovene teachers at the turn of the millennium, should be a wider base for a theory and practice, where the social, pholosophical and historical aspects of education are seen together with the didactic view. Quality seems to be an important theoretical and methodical construct of the new social aims in the higher education evaluation process, in Slovenia, too. The paper shows the need for a dynamic, multidymensional approach in the defining process and presents a comparison of the models used in higher education quality assessment in Slovenia and European Community, as well as arguments and proposals for projecting and introducting quality assurance in national higher education
