O presente artigo tem por objetivo investigar quais fatores poderiam influenciar o funcionamento e o desempenho dos Centros de Inteligência dos Tribunais de Justiça dos Estados na missão institucional de melhorar a efetividade da solução macro dos conflitos pelo Judiciário. A metodologia utilizada é, inicialmente, a pesquisa bibliográfica, com a análise de construtos da nova governança pública e investigação jurídico-normativa acerca da criação dos Centros de Inteligência do Poder Judiciário. A seguir, utiliza-se estudo de caso, mediante análise documental e pesquisa qualitativa, com a realização de entrevistas semiestruturadas com integrantes do Centro de Inteligência do Tribunal de Justiça do Estado do Paraná no ano de 2022. Como resultados, a pesquisa apresenta, a partir da percepção dos entrevistados, fatores que podem estar aptos a influenciar na consecução dos objetivos dos Centros de Inteligência, tais como a sua composição, a necessidade de tempo de qualidade para dedicação ao Centro, a forma de provocação das demandas ao Centro, a atuação em rede, os mecanismos para a divulgação da sua existência e a participação dos atores externos. Conclui-se que há indicativos de que o bom desempenho dos Centros de Inteligência pode contribuir para o tratamento adequado das demandas repetitivas e de massa no Poder Judiciário brasileiro. This article aims to investigate which factors could influence the operation and performance of the Intelligence Centers of the State Courts of Justice in the institutional mission of improving the effectiveness of the macro solution of conflicts by the Judiciary. The methodology used is, initially, the bibliographical research, with the analysis of constructs of the new public governance and legal-normative analysis about the creation of the Intelligence Centers of the Judiciary. Next, a case study is used, through document analysis and qualitative research, with semi-structured interviews with members of the Intelligence Center of the Court of Justice of the State of Paraná in the year 2022. As a result, the research presents, the from the perception of the interviewees, factors that can influence the ability to achieve the objectives of the Intelligence Centers, such as their composition, the need for quality time to dedicate to the Center, the way of provoking demands to the Center, networking, the mechanisms for disclosing its existence and the participation of external actors. It is concluded that there are indications that the good performance of the Intelligence Centers can contribute to the adequate treatment of repetitive and mass demands in the Brazilian Judiciary.
