    Local politics must not be seen as politics in an analytical sense of the term. It is to be considered as a social totality with cultural, economic, and political aspects. Of paramount importance ... proves to be local identity, based, inter alia, upon an independen administrative unity, a commune. The article investigates the modernization processes in two Croatian communes in Burgenland, the most eastern province of Austria. Until 1921 a part of Hungary and retarded in their development, the accelerating modernization there assumes the characteristics of a shift in ethnic identity and of the assimilation to their German speaking environment. This shift in self-identification occurs by no means "spotaneously". It is furthered by local and regional political forces organized in the Socialdemocratic party, which sees the shift in language and identity as a necessary condition for a success in the modernizing efforts.
