Keeping the cadastre up to date is as important as establishing it for securely conducting people-to-land relations. As a concept, cadastral renewal refers to digitising the cadastral plan and ...correcting errors because of cadastre in the legal land registry information, updating them in a format and structure to create infrastructure for spatial information systems, making them available for use. Before 1987, cadastral work was conducted following various production methods and laws of the period. As a result of rapid urbanisation, the transformation of rural areas into urban areas, and the increase in the value of parcels, the delay in land-related investment projects because cadastral data and technical documents do not meet the expectations of accuracy and completeness, has been discussed for a long time in the country. Cadastral renewal projects carried out in places of urgent need because of technical and legal problems have become state policies with the Land Registry and Cadastre Modernization Project (TKMP), initiated in 2007 using the resources provided by the World Bank. In this project, it was determined that 22.3 million of the existing 58.3 million cadastral parcels in Türkiye should be renewed. As of 2021, approximately 14 million parcels have been renewed by the participation of the private sector while the renewal of the rest has been ongoing. This study examined the adequacy of the existing land registry and cadastre data within the scope of rural cadastral renewal. In this framework, the cadastral technical file, land book, and land registry information in the Land Registry and Cadastre Information System (TAKBIS) were compared within the classification framework, and their differences were determined. In addition, the parcel areas calculated by initial cadastral surveys years ago to establish the cadastre were compared with the legal areas and new areas of the parcels calculated after the renewal. It was found that 90.37% of the parcel areas calculated based on the initial surveys were consistent with those calculated after the renewal, whereas 67.47% were consistent with the legal areas within the tolerance values. According to these results, supported by other findings, cost-effective and rapid cadastre renewal has been proposed.
•Since the cadastre is a dynamic public service, cadastral renewal is as important as the cadastral establishment.•Renewal of 14 million of 23 million rural parcels whose cadastre was decided to be renewed has been completed.•It was found that 90.37% of the parcel areas calculated from the initial surveys were consistent with the renewal results.•The ground – cadastral plan incompatibility and the inconsistencies in the land book information were resolved together.

Land underpins most social, economic and an environmental activity, because of this, there was an urgent need in Turkey for the completion of a cadastre to be used by government decision-makers, landowners and real estate practitioners. For many years technical, financial, and social problems affected the execution of many land-related projects in Turkey. In 2005, a land cadastre project was designed, called Cadastre Completion Project and implemented over the following three years. This paper presents a review of the Turkish cadastral system in terms of its administration, technical, and organizational structure followed by a critical analysis of the design and development of the Cadastre Completion Project. Findings in this paper draw upon project appraisal documents and data obtained from the cadastre institutions specifically looking at the relationship between the quality and completion of Turkey’s cadastre. Value for Money assessment of the Project is based on a financing model that included costs for surveying the land parcels, the quantity of work, cost recovery, the participation of the private sector, and land disputes. This review demonstrated that the technical execution of the cadastre, undertaken by the private sector speeded up the project and, contrary to general beliefs, it reduced costs. Further, that the cadastre investment could be recovered within approximately 20 years as a result of revolving fund enterprise revenues, noting this excludes taxes and duties paid to the state. Furthermore, the revolving fund could also be a serious resource for corporate finance. Thus, the Cadastre Completion Project highlights the importance of international finance institutions, that do play a significant role in realizing such a large-size cadastre project as described in this paper.
In this article, the legal, technical, and managerial aspects of agricultural land management in Türkiye have been evaluated. It has been determined that the main deficiencies in rural land ...management are factors which related to land ownership, land use, land development, land value, spatial data infrastructure and agricultural land use planning all of which are essential issues in land management. In this context, a suggested functional model for rural land management, tailored to the country's conditions, has been developed, and the implementation of suggested model has to be carried out through result-oriented public institution within a designated authority.

This shift is bolstered by measures and legislations that encourage open markets, simplify information sharing, and promote the compatibility of data, exemplified by initiatives like INSPIRE, the Bologna Process, and Small Act Business. This article undertakes an examination of the implications of European Union legislation on the field of cadastral surveying, encompassing a comprehensive analysis of various facets, including the levels of education required, the procedures for licensing and authorization, the duration of validity, affiliations, operational modalities, activities, quality control mechanisms, responsibilities, professional insurance, and the continuous professional development requirements for licensed cadastral surveyors engaged in post-cadastre services across Europe and Türkiye. The article includes a comparative analysis of cadastral surveying practices in European countries and Türkiye, and provides recommendations for completing legislative efforts aimed at achieving greater uniformity in European practices and addressing identified deficiencies within Turkish practices.
Property ownership rights cannot be officially used for 70% of the world. Global calls for action have been made to create and protect property rights, particularly for the last three decades. Under ...the leadership of the United Nations, the issue of land management was examined from the economic, social, and environmental perspectives considering knowledge transfer, capacity building, and international cooperation, and efforts have been made to integrate global approaches with national conditions. Sustainable Development Goals and their implementation guides in terms of land management, i.e. Integrated Geospatial Information Framework and Framework for Effective Land Administration, are significant actors on the global agenda. This article reveals the concepts that emerged as a result of the global agenda, the development of land management and calls for action, higher education opportunities, and the main issues of the agenda. The study examines the global agenda considering the conditions of Türkiye and concludes that the successful Turkish Land Administration, which has many years of experience, should be modernized considering the new developments, and the clutter in geospatial data production should be eliminated and the efforts should be combined under a single corporate structure.

The main purpose of this research is to examine the attitudes of science teacher candidates towards educational internet self-efficacy and computer-aided education in terms of different variables and ...to find out whether there is a relationship between them. The research was carried out on 461 teacher candidates who were educated at Fırat and İnönü University Faculty of Education Science Education. In this research, which is followed by a relational screening model, "Educational Internet Usage Self-Proficiency Engraving Scale", "Attitude Scale Related to Computer Assisted Education" and "Personal Information Form" developed by the researcher were used as data collection tools. According to the results of the research, the female teacher candidates have higher attitudes towards technology compared to men; educational internet self-efficacy and attitudes towards computer-aided education. Besides, there was a significant difference between the attitudes of science teacher candidates towards educational internet usage self-efficacy beliefs and attitudes towards computer-assisted education according to the state of internet, the duration of internet usage, and social network membership. As a result of the correlation analysis to determine whether there is a meaningful relationship between attitude scores for computeraided education and educational internet use self-efficacy beliefs, mid-level and positive relationship were determined.
The forests are among the natural resources that have important economic, environmental, and cultural functions. However, global problems, which have been increasing each passing day, such as ...industrialization, increasing urban population, global climate change, and destruction of biodiversity also threaten forests. The first condition for the protection of forests and carrying out forestry activities is the demarcation of forest boundaries and the registration of the forests. The forest cadastre has remained a major issue on Turkey’s agenda for years. In this article, the process beginning with the demarcation of the forest boundaries until their registration in the land registry system was reviewed and assessed considering the institutional and legal frameworks and amendments, technology use, the collaboration between institutions, and the participation of the private sector. As a result of this collaboration, the General Directorate of Land Registry and Cadastre and the General Directorate of Forestry together with the participation of the private sector completed the forest cadastre of 6,246,845 hectares in eight years between 2010 and 2017. Moreover, the registration of 82.52% of these lands was completed. Besides, solutions were proposed for other countries experiencing the same problem within the framework of the United Nations Sustainable Development Goals.
