Despite growing interest and investment in ecosystem services across global science and policy arenas, it remains unclear how ecosystem services - and particularly changes in those services - should ...be measured. The social and ecological factors, and their interactions, that create and alter ecosystem services are inherently complex. Measuring and managing ecosystem services requires a sophisticated systems-based approach that accounts for how these services are generated by interconnected social-ecological systems (SES), how different services interact with each other, and how changes in the total bundle of services influence human well-being (HWB). Furthermore, there is a need to understand how changes in HWB feedback and affect the generation of ecosystem services. Here, we outline an SES-based approach for measuring ecosystem services and explore its value for setting policy targets, developing indicators, and establishing monitoring and assessment programs.
It is widely acknowledged that the large-scale and long-term transitions needed to mitigate climate change and to implement policies for sustainable development within planetary boundaries require ...significant shifts in values and behaviours. Consequently, there is increasing interest in the processes through which major societal transitions for sustainability can occur through peaceful cooperation and widespread embrace of pro-environmental values, and the values associated with the broad concept of sustainability such as care for the interests of future generations and concern for the poor. This encompasses the search for compelling narratives to frame the process and goals of change and the need for the fostering of virtues and ethical frameworks of identity and practice that can underpin advocacy and change for sustainability. This requires drawing on richer sources of values and ethics. We suggest that important resources can be found in religious, as well as secular traditions of social values and ethical analysis. While major religions have begun to reflect environmental concerns and sustainability goals in their theology and praxis, with immense potential and actual influence over value and behaviours, little research has explored the impacts and implications of this development; nor indeed, the intellectual stimulus and social capabilities they can offer to
secular
thinkers and practitioners in sustainable development. In particular, we argue that there is a need to consider the affinities between secular sustainability frameworks for ethics and policy and the concepts of
Catholic Social Teaching
(CST) on the
Common Good,
recently updated by Pope Francis to integrate ecological concern and a call for universal ‘ecological conversion’ and cooperation. We outline the key features of CST and the Pope’s new ‘
Integral Ecology
’ framework and identify affinities, in particular, with Elinor Ostrom’s system of design principles for sustainable management of commons. We conclude with suggestions for research to investigate the interrelationships of the Integral Ecology reframing of CST with initiatives for transformational change in values and practices for sustainability.
Ecosystem services has risen to become one of the preeminent global policy discourses framing the way we conceive and articulate environment–society relations, integral to the form and function of a ...number of far-reaching international policies such as the Aichi 2020 Biodiversity Targets and the recently adopted Sustainable Development Goals. Value; its pursuit, definition, quantification, monetization, multiplicity and uncertainty, both in terms of meaning and attribution, is fundamental to the economic foundations of ecosystem services and a core feature driving its inclusion across multiple policy domains such as environmental management and conservation. Distilling current knowledge and developments in this arena are thus highly prescient. In this article, we cast a critical eye over the evidence base and aim to provide a comprehensive synthesis of what values are, why they are important and the methodological approaches employed to elicit them (including their pros and cons and the arguments for and against). We also illustrate the current ecosystem service value landscape, highlight some of the fundamental challenges in discerning and applying values, and outline future research activities. In so doing, we further advance ecosystem valuation discourse, contribute to wider debates linking ecosystem services and sustainability and strengthen connections between ecosystem services and environmental policy.
Blue Carbon Ecosystems (BCEs) help mitigate and adapt to climate change but their integration into policy, such as Nationally Determined Contributions (NDCs), remains underdeveloped. Most BCE ...conservation requires community engagement, hence community-scale projects must be nested within the implementation of NDCs without compromising livelihoods or social justice. Thirty-three experts, drawn from academia, project development and policy, each developed ten key questions for consideration on how to achieve this. Critical considerations for success include the need for genuine participation by communities, inclusive project governance, integration of local work into national policies and practices, sustaining livelihoods and income (for example through the voluntary carbon market and/or national Payment for Ecosystem Services and other types of financial compensation schemes) and simplification of carbon accounting and verification methodologies to lower barriers to entry.
Public Natural Resource Management (NRM) agencies operate in complex social-ecological domains. These complexities proliferate unpredictably therefore investigating and supporting the ability of ...public agencies to respond effectively is increasingly important. However, understanding how public NRM agencies innovate and restructure to negotiate the range of particular complexities they face is an under researched field. One particular conceptualisation of the social-ecological complexities facing NRM agencies that is of growing influence is the Water–Energy–Food (WEF) nexus. Yet, as a tool to frame and understand those complexities it has limitations. Specifically, it overlooks how NRMs respond institutionally to these social-ecological complexities in the context of economic and organisational challenges—thus creating a gap in the literature. Current debates in public administration can be brought to bear here. Using an organisational cultures approach, this paper reports on a case study with a national NRM agency to investigate how they are attempting to transform institutionally to respond to complexity in challenging times. The research involved 12 elite interviews with senior leaders from Natural Resources Wales, (NRW) and investigated how cultural narratives are being explicitly and implicitly constructed and mobilised to this end. The research identified four distinct and sequential cultural narratives: collaboration, communication, trust, and empowerment where each narrative supported the delivery of different dimensions of NRW’s social-ecological complexity mandate. Counter to the current managerialist approaches in public administration, these results suggest that the empowerment of expert bureaucrats is important in responding effectively to complexity.
Public environmental organisations face a Herculean task: to be responsive to public and executive expectations for decentralisation, integration, increasing accountabilities and efficiency savings ...plus, contemporaneously, managing increasingly complex nature–society systems as exemplified by the water–energy–food nexus. The public-agency innovation literatures and contingency theory offer partial explanations for this challenge. However, this article, which sits at the intersection of public administration and organisational theory, proposes a new analytical framework for framing public-agency responses to nexus complexity. It first outlines the framework and then tests it on the case of Natural Resources Wales, the Welsh national natural environment agency. This case identifies six distinct innovations that have adopted to meet complex nexus pressures. This leads us to characterise the case as an example of a multi-scalar, hybrid, adhocratic organisation designed to meet nexus challenges. These findings have wider impact for the international community of public agencies with socio-environmental remits facing similar nexus pressures and challenges in the 21st century.
This paper concludes a special feature of
Sustainability Science
that explores a broad range of social value theoretical traditions, such as religious studies, social psychology, indigenous ...knowledge, economics, sociology, and philosophy. We introduce a novel transdisciplinary conceptual framework that revolves around concepts of ‘lenses’ and ‘tensions’ to help navigate value diversity. First, we consider the notion of lenses: perspectives on value and valuation along diverse dimensions that describe what values focus on, how their sociality is envisioned, and what epistemic and procedural assumptions are made. We characterise fourteen of such dimensions. This provides a foundation for exploration of seven areas of tension, between: (1) the values of individuals vs collectives; (2) values as discrete and held vs embedded and constructed; (3) value as static or changeable; (4) valuation as descriptive vs normative and transformative; (5) social vs relational values; (6) different rationalities and their relation to value integration; (7) degrees of acknowledgment of the role of power in navigating value conflicts. In doing so, we embrace the ‘mess’ of diversity, yet also provide a framework to organise this mess and support and encourage active transdisciplinary collaboration. We identify key research areas where such collaborations can be harnessed for sustainability transformation. Here it is crucial to understand how certain social value lenses are privileged over others and build capacity in decision-making for understanding and drawing on multiple value, epistemic and procedural lenses.
The sustainability challenges facing societies call for policies and governance systems that are attuned to the diversity of goods that support and enrich human life via ecological, technical and ...other kinds of systems, and to the plurality of values that people hold across diverse cultures and belief systems. A pluralistic evaluation framework (PEF) is here presented as a tool for considering diverse kinds of goodness as perceived by diverse stakeholders in the design and evaluation of policies or projects. It arises from considering a suite of aspects of meaning (biotic, economic, aesthetic, etc.) at each of three stages, namely: identifying relevant stakeholders, mapping real-world systems and assessing modes of valuing. This framework, drawing on the philosophical work of Herman Dooyeweerd and Dirk Vollenhoven, offers a joined-up, participatory approach to policymaking. We report pilot trials of the PEF with groups of policymakers at a series of workshops, demonstrating that it provides additional perspectives and unification of core issues and can be used in a wide range of areas of policymaking and project assessment. We also illustrate its potential application to a controversial environmental project and outline how a pluralistic evaluation framework can be used in tandem with existing frameworks.
