Abstract Nick Onuf’s constructivism is one of the most important contributions to the field of international relations in what regards the interchange between social and political theories, and ...philosophy. In this text, I engage with Onuf’s body of work taken as a whole. The guiding thread of the problematization I propose is woven through the attention to how Onuf’s craft and creative undertaking sets certain beginnings in the construction of his framework, and how setting them has important implications for (the conception of) ‘politics’. I would argue that Onuf’s conception of politics is sustained on two central beginnings: the conception of humans as ‘rational agents’ and the framing of what has come to be called ‘modernity’. This way, I emphasize what seems to me the most enduring contribution his body of work can provide not only to the field of international relations, but also to contemporary social and political theories more generally. The first section outlines the relation Onuf establishes between rules and rule, while the following two sections deal, in turn, with his conceptions of ‘agency’ and the ‘modern world’. My goal in these first three sections is to reconfigure Onuf’s constructivism. The fourth and final section moves ahead, giving a step further – perhaps too far, perhaps too radical –, paving a critical engagement with his work through peripheral (re)begininngs.
Certain interpretations of Brazil may be read as texts providing theorizations of global capitalism. Study of a set of these texts focusing on Florestan Fernandes’s A revolução burguesa no Brasil ...exposes the connections between the internal and the external and the articulations of past, present, and future in the production of inequality within and among countries. Renewed attention to them is likely to be fruitful for debates on global capitalism that are not of exclusive interest to the Brazilian case and to challenge a certain global division of intellectual labor.
Certas interpretações do Brasil podem ser lidas como textos que fornecem teorizações do capitalismo global. O estudo de um conjunto de textos com foco no A revolução burguesa no Brasil, de Florestan Fernandes, expõe as conexões entre o interno e o externo e as articulações de passado, presente e futuro na produção da desigualdade dentro e entre os países. Uma atenção renovada para eles provavelmente é proveitosa para debates sobre o capitalismo global que não são de interesse exclusivo do caso brasileiro e para desafiar certa divisão global do trabalho intelectual.
Abstract Jacques Derrida delivered the basis of The Specters of Marx: The State of the Debt, the Work of Mourning, & the New International as a plenary address at the conference ‘Whither Marxism?’ ...hosted by the University of California, Riverside, in 1993. The longer book version was published in French the same year and appeared in English and Portuguese the following year. In the decade after the publication of Specters, Derrida’s analyses provoked a large critical literature and invited both consternation and celebration by figures such as Antonio Negri, Wendy Brown and Frederic Jameson. This forum seeks to stimulate new reflections on Derrida, deconstruction and Specters of Marx by considering how the futures past announced by the book have fared after an eventful quarter century. In this third group of contributions, Jessica Auchter, Bruna Holstein Meireles and Victor Coutinho Lage draw broadly on Derrida’s writings to explore the spectrality of the international or inter-state-eal: of politics itself being based on hospitality toward the ghost as foreign guest, of the possibility of enacting a politics of spectrality that might aspire to a new kind of universality, and of how a ‘without international’ might escape the series of prisons that constitutes the international.
Resumo Jacques Derrida entregou a base de os Espectros de Marx: O Estado da Dívida, a Obra do Luto e a Nova Internacional como discurso plenário na conferência ‘Para onde o marxismo?,’ na Universidade da Califórnia, em Riverside, em 1993. A versão mais longa do livro foi publicada em francês no mesmo ano e em inglês e português no ano seguinte. Uma década após a publicação dos Espectros, as análises de Derrida provocaram uma grande literatura crítica e convidaram tanto a consternação quanto a celebração de figuras como Antonio Negri, Wendy Brown e Frederic Jameson. Este fórum procura estimular novas reflexões sobre Derrida, desconstrução e Espectros de Marx, considerando como futuro do passado anunciado pelo livro se saiu depois de um movimentado quarto de século. Nesse terceiro grupo de contribuições, Jessica Auchter, Bruna Holstein Meireles e Victor Coutinho Lage recorrem amplamente aos escritos de Derrida para explorar a espectralidade do internacional ou inter-estado-ual: da própria política baseada na hospitalidade em direção ao fantasma como hóspede estrangeiro, da possibilidade de encenar uma política de espectralidade que pudesse aspirar a um novo tipo de universalidade, e de como um ‘sem internacional’ poderia escapar à série de prisões que constitui o internacional.
Focusing on the Workers' Party administrations (2003-2016), we claim that, among other crucial ideas and interpretations, the framing process of the Brazilian nuclear program by the ruling elites can ...be understood through the notion of a mendes-pimentelense nexus. To support that claim, Section II discusses the developmentalist thinking in Brazil. Section III, presents a historical overview of the role of the armed forces in issues of national development, defense, and nuclear technology. Section IV proposes the notion of a defense-development nexus as an analytical approach to the issue. Finally, some concluding remarks are pointed out. Resumo: O construtivismo de Nick Onuf é urna das contribuiçôes mais importantes para o campo das relaçôes internacionāls no que diz respeito ao intercambio entre as teorías social e política e a ...filosofía. Neste texto, engajo-me com o conjunto da obra de Onuf O fio condutor da problematizaçâo que proponho é tecido por meio da atençâo ao modo como o oficio e o esforço criativo de Onuf estabelecem certos começos na construçâo de sua abordagem, e como essa definiçâo tem implicaçôes importantes para (a concepçâo de) política. Argumento que a concepçâo de política de Onuf é sustentada por dois começos centrais: a concepçâo dos seres humanos como agentes racionais e o enquadramento do que veio a ser chamado de modernidade. Dessa forma, enfatizo o que me parece ser a contribuiçâo mais duradoura que seu trabalho pode oferecer nao so para o campo das relaçôes internacionāls, mas também para as teorías social e política contemporáneas de modo mais gerai. A primeira seçâo delineia a relaçâo que Onuf estabelece entre rules e rule, enquanto as duas seçôes seguintes tratam, respectivamente, de suas concepçôes de agencia e do mundo moderno. Meu objetivo nessas trés primeiras seçôes é reconfigurar o construtivismo de Onuf A quarta e ultima seçâo avança, dando um passo adiante - talvez longe demais, talvez radical demais -, traçando um engajamento crítico com sua obra por meio de (re)começos periféricos.

João Pontes Nogueira possui graduação em Economia pela Universidade Federal do Rio de Janeiro (1984), mestrado em Relações Internacionais pela Pontifícia Universidade Católica do Rio de Janeiro ...(PUC-Rio, 1994) e doutorado em Relações Internacionais pela University of Denver (1998). Desenvolveu sua pesquisa de Pós-Doutorado na Universidade de Victoria (UVIC), Canadá, onde atou com professor visitante. É professor adjunto do Instituto de Relações Internacionais (IRI) da PUC-Rio desde 2000. Foi secretário executivo e diretor da Associação Brasileira de Relações Internacionais (ABRI, 2005-2009), da qual foi um dos fundadores. Atua, principalmente, nos seguintes temas: teoria das relações internacionais, sociologia política internacional, desigualdade na política mundial, humanitarismo, e o lugar das cidades na política mundial. Foi diretor do IRI/PUC-Rio entre 2008 e 2012 e supervisor-geral do Centro de Estudos dos Países BRICS (BRICS Policy Center) durante o mesmo período. Foi editor-chefe, com Jef Huysmans, da revista International Political Sociology (IPS), da International Studies Association (ISA), de 2012 a 2016, e é membro do conselho editorial de diversas revistas nacionais e internacionais.
In this article, we analyse one aspect of Brazilian nuclear policy during the tenure of the Workers Party (2003-2016): the development of a nuclear-propelled submarine. We propose that the project of ...building a nuclear-propelled submarine has become possible partly because of the mobilisation of a set of arguments for the construction of the South Atlantic as a strategic area, framed in terms of security and development. On the other hand, we contend that the need for a nuclear-propelled submarine is framed through the mobilisation of a specific notion of deterrence. In other words, we claim that the notions of 'strategic area', 'general deterrence', 'conventional deterrence', and 'deterrence by denial' can help us analyse the fundamental aspects involved in the framing of the South Atlantic as a security concern, justifying the nuclear-propelled submarine project.
