This article focuses on the interaction between local factors and the process of Europeanization as a factor of both residents political orientations and public policy in the Kosice and Presov border ...regions of Slovakia and the Zakarpattia region of Ukraine. The study used data collected via the Delphi method along with statistical empirics, contemporary notions of Europeanization, and border and local studies to find answers to the main research questions. Local factors resulting from the historical path of development have a significant influence on residents political culture and public policy, as demonstrated by nepotism, a general hostility toward elites, and a difference in activism between urban and rural areas. However, there is already evidence that the political culture in the Slovak-Ukrainian borderland and the relevant policy process have been significantly impacted by Europeanization. Both public participation in local and regional development and the influence of non-governmental organizations serve as examples of this trend. Changes in the political culture of borderland residents under the influence of other factors are not, however, the focus of this article, and will be an issue for future research.
The aim of this research is to define the forms of implementation of the international standards of the public administration and local democracy in Ukraine after the Revolution of Dignity and to ...estimate the assessment of their implementation by the citizens. The scope of the research is defined by the support of the principle agreement that one of the main factors of the implementation of reforms, particularly in the field of public administration, was the factor of the international environment, firstly, of the European regional structures.The delay in adopting the necessary legislative decisions in the field of public administration, in particular decentralisation and implementation of administrative-territorial reform, and their financial, advisory and communication support, resulted in unsatisfactory evaluation of this process by citizens, reducing the level of their support for these reforms, despite the fact that in the first Post-Maydan years they were the most popular among Ukrainians.
Straipsnyje daugiausia dėmesio skiriama vietinių veiksnių ir europėjimo procesui kaip gyventojų politinės orientacijos ir viešosios politikos veiksniams, jų sąveikai Slovakijos pasienio Košicės ir ...Prešovo regionuose, taip pat Ukrainos Užkarpatės regione. Tyrime naudoti statistiniai duomenys, taip pat Delphi metodu surinkti duomenys. Siekiant atrasti atsakymus į pagrindinius tyrimo klausimus pasitelktos šiuolaikinės europeizavimo sampratos, pasienio regionuose atliktų lokalių tyrimų rezultatai. Vietiniai veiksniai, susiję su istorinio vystymosi ypatumais, stipriai veikia gyventojų politinę kultūrą ir viešąją politiką ir tą rodo nepotizmas, bendras priešiškumas elitui, pilietinio aktyvumo skirtumai tarp miesto ir kaimo. Tačiau jau esama įrodymų, kad politinę kultūrą Slovakijos ir Ukrainos pasienio regionuose ir atitinkamą politikos procesą reikšmingai paveikė europeizavimo procesai. Viena vertus, šios tendencijos pavyzdžiais laikytini: visuomenės dalyvavimas vietos ir regionų plėtroje, nevyriausybinių organizacijų aktyvumas ir plėtra, ir t. t. Kita vertus, pasienio gyventojų politinės kultūros pokyčiai, veikiami kitų veiksnių, nėra šio straipsnio dėmesio centre ir bus kito mokslinio tyrimo tema.
The article deals with the areas of Ukrainian-Slovak relations, in which changes took place under the influence of the EU-Ukraine Association Agreement provisions and the tendencies in the ...development of the bilateral relations in new institutional and geopolitical conditions. The conclusion is made that institutional environment between Kyiv and Brussels, which began to form in 2014 with the beginning of the signing of the Аssocaition Agreeement has the significant inuence on the development of bilateral diplomatic, economic, trade relations, migration trends of Ukrainian citizens to Slovakia. More attention has to be paid to the practical convergence of socio-economic development of border territories and the stimulation of the cross-border practices of local communities, the support of business and public bilateral initiatives and projects.
Since 2009, the main mechanism of Eurointegration in Ukraine, in addition to the bilateral diplomatic efforts and internally driven pro-European reforms, has been the Eastern Partnership (EaP), a ...multilateral project has that brought Kyiv both new opportunities and additional challenges and uncertainty. Although the positives outcomes have generally been welcomed, these have not detracted from the commonly held view among experts that despite good outcomes in stimulating economic reform, support for the new government and citizen institutions, and a tangible contribution to stability on the EU borders, the current strategy alone will not secure the stable development of the democracy and market economy in Eastern Europe generally, and Ukraine in particular. The commitment of these countries to general European principles has to be supported by the prospect of EU membership and that means revisiting the current format and especially the philosophy behind the Eastern Partnership. One possible scenario could be the formation of EaP+3 within the European Partnership, which would bring together Ukraine, Georgia and Moldova – the countries with Association Agreements with the EU – and a commitment to EU membership.
The article describes of changes in migration tendencies of Ukrainians to the EU and Central European societies, particularly after the Revolution of Dignity and the beginning of Russian-Ukrainian ...armed conflict. It highlights the fact that, despite the emergence of the phenomenon of internally displaced persons, the main way in which Ukrainians reach Europe remains labour migration. Among factors that have influenced the movement of citizens have been the migration policy of Ukraine, the EU and Central European countries, which has become more positive rather than a critical attitude to refugees from the Middle East.
