Digital transformation changes how private and public organisations conduct their business, stressing the importance of collaboration with various stakeholders. The public sector, especially local ...government, is forced by citizens’ demands to change how it operates. This research examines the characteristics of existing literature on collaborative governance and digital transformation and explores the unevenness of digital transformation due to the broad autonomy granted to local governments. Qualitative methods were used, conducting in-depth interviews, advanced observations, and detailed data collection from government agencies, NGOs, and citizens of West Java, Indonesia. The enquiries reveal that governments faces silos and fragmented approaches. The results contribute to the literature, serve as a reference for improving the role of local government in collaborative digital transformation, and provide greater legitimacy in the public policy process. In the context of local government, the success of digital transformation initiatives in West Java can be attributed to effective collaboration and facilitative leadership from implementing the Penta-helix strategy and establishing Jabar Digital Service (JDS) as a dedicated unit for managing digital transformation.
Introduction/Main Objectives: Model The leadership style of regional heads during the COVID-19 pandemic requires a compelling lead character because to deal with the problems felt by each region, and ...it must be different so that public responses and criticisms must be carried out quickly and accurately has a priority scale for work effectiveness. Novelty: This study analyzes the leadership style of the regional head in Indonesia, namely the Governor, by taking a case study in the Riau Islands Province (Kepri) during the COVID pandemics. Research Method: The research method used is qualitative with relevant secondary data. Finding/Results: The results of data analysis with software NVivo 12, so that obtained are easy to explain descriptively by analyzing the theory and concept triangulation approach. Conclusion: The results show that the determination of Secondary Data Coding is more on the leadership of Ansar Ahmad in the COVID-19 pandemic as Governor Kepri. In addition, researchers also found that Ansar Ahmad’s leadership style as Governor Kepri greatly influenced the characteristics of leadership style and influential leadership style, which tested with the Jaccard Cluster approach on the strong relationship between communication, awareness, and integrity in carrying out the vision and mission as regional head during a COVID-19 in Kepri Province.

The world is witnessing exponential growth and rapid change brought about by the advent of the digitalisation era. This change offers an opportunity to revisit the strategic approach on using ...Information and Communication Technologies (ICTs) to improve the delivery of public value. Considering that governments around the world are now facing declining levels of public trust. Using so-called digital transformation, governments adapt the wide use of ICTs to better support government functions, services, and citizens, encouraging their participation in policy-making processes. Successful government digital transformation often depends on the ability of multiple government or non-government organisations to collaborate towards shared objectives. However, most governments are far from fully exploiting the benefits of ICTs, and often forget that in some social groups, access to ICTs is limited at the point of digital inequality. This article provides an overview of how the Indonesian local government implements its digital-based policy, which is centered on an electronic-based government system in Indonesia (SPBE), linking cross-sectoral central government agencies. In recent years, government organisations have spent a large part of their budgets on information and communication systems and rely on these systems for their functioning. However, the complexity of the digital transformation still requires considerable effort, especially when it comes to a lack of ICT infrastructure, human resources, and bureaucratic culture. By using qualitative methods, knowledge is formed through the perspective and way of interpretation that comes from the participants included in the research, not limited to the research implementer. The data will be collected through literature study, in-depth interviews, and observations. The aim of the research is to describe how collaborative governance contributes to the policy process of using ICTs to deliver inclusive policies by local governments.
Setiap perusahaan selain meningkatkan keuntungan finansial melalui kegiatan operasionalnya juga memiliki kewajiban untuk melaksanakan program sosial bagi lingkungan dan masyarakat sekitar. Konsep ini ...dikenal dengan program Corporate Social Responsibility (CSR) perusahaan. Pemanfaatan program CSR untuk pelaksanaan tugas pembangunan pemerintah dapat dijabarkan melalui konsep Collaborative Governance atau konsep kemitraan dalam pemerintahan. Tulisan ini akan menganalisis pemanfaatan program CSR yang dilakukan oleh pemerintah Kota Jambi melalui konsep Collaborative Governance dalam rangka percepatan pengembangan dengan memperhatikan program prioritas pemerintah. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Kemudian data dianalisis dengan menelaah temuan, menyajikan data, dan menarik kesimpulan. Hasil penelitian menunjukkan bahwa Pemerintah Kota Jambi telah menerapkan konsep tata kelola kolaboratif dalam melaksanakan dan memanfaatkan dana CSR untuk program pembangunan melalui forum CSR.

In line with this, the government needs to build integrated information and communication ...technology (e-government) services aimed at supporting the realization of the concept. Therefore, the government has legalized a regulation relating to information technology. One of the programs implemented by Ministry of Communication and Information, Ministry of Home Affairs, Ministry of Public Works & Housing (PUPR), National Development Planning Agency (Bappenas) and the Presidential Staff Office is the Movement Towards 100 Smart Cities which is a joint program of the ministry. The program aims to guide districts / cities in formulating Smart City Master Plans in order to further maximize the use of technology, both in improving community services and accelerating the potential that exists in each region. This study aims to determine the implementation of the Smart City program in the City of Jambi, the innovations that have been implemented, as well as the obstacles and challenges faced in the implementation of the program in the industry 4.0. This study uses a qualitative approach carried out in the city of Jambi. From the results, the implementation of the smart city program began with the Preparation of the Smart City Master Plan of Jambi City in 2014, then the implementation of the development of smart cities that began in 2017 and is still ongoing (2020). To support the implementation of the City of Jambi City smart city program which already has 50 technological innovation applications to support the performance of the Jambi City Government and facilitate the service process to the community. In its application there are various obstacles and challenges such as limited financial resources and limited human resources in the field of information technology, because not all OPD have experts in the IT field
