Digitalna javna uprava kao koncept djelovanja javne uprave i dio središnjeg servisa građana, treba dovesti do bržeg, učinkovitijeg i odgovornijeg pristupa uslugama. U Republici Hrvatskoj ...digitalizacija javne uprave provodi se već niz godina, odnosno od 2014. kada je s radom započeo sustav e-Građani kojim je do danas digitalizirano više od 100 usluga. Ključni preduvjet digitalizacije javne uprave jest odgovarajući zakonodavni okvir na nacionalnoj te na razini Europske unije. Premda Zakon o općem upravnom postupku iz 2010. sadrži niz odredbi koje omogućavaju uspostavu tzv. elektroničke javne uprave, njegove prve izmjene i dopune iz 2021. otvorile su put ka daljnjoj digitalizaciji javne uprave. Poseban osvrt autori pridaju digitalizaciji unutar sustava socijalne skrbi, s obzirom na to da se njime naglašava važnost zaštite najranjivijih društvenih skupina. Kako bi uz normativnu analizu ukazali i na stvarnu funkcionalnost digitalizirane javne uprave, autori analiziraju dvije grupe statističkih podataka. Tako predstavljaju statističke podatke o broju korisnika sustava e-Građani, kao i broj korisnika digitaliziranog sustava socijalne skrbi. Poseban je naglasak na provedenoj analizi službenih mrežnih stranica centara za socijalnu skrb u Republici Hrvatskoj te na dostupnosti izjava o digitalnoj pristupačnosti, odnosno pristupačnosti službenih mrežnih stranica. Ti pokazatelji ukazuju na daljnje izazove digitalizacije javne uprave te važnosti razvijanja inkluzivnog pristupa.
Digital public administration as a concept of public administration and part of the central service for citizens should lead to faster, more efficient, and more responsible access to services. In the Republic of Croatia, the digitization of public administration has been carried out for several years, i.e., since 2014, when the e-Citizens system began to operate, with which more than 100 services have been digitized to date. A key prerequisite for the digitization of public administration is an appropriate legislative framework at the national and European Union level. Although the General Administrative Procedure Act from 2010 contains many provisions that enable the establishment of the so-called electronic public administration, its first amendments from 2021 opened a further path toward further digitization of public administration. The authors pay special attention to the digitization of the social care system, given that it emphasizes the importance of protecting the most vulnerable social groups. To point out the real functionality of digitized public administration in addition to the normative analysis, the authors analyze two groups of statistical data. Thus, they present statistical data on the number of users of the e-Citizens system, as well as the number of users of the digitized social welfare system. Special emphasis is placed on the analysis of the official websites of social welfare centers in the Republic of Croatia and the availability of digital accessibility statement, i.e., the accessibility of official websites. These indicators point to further challenges of digitization of public administration and the importance of developing an inclusive approach.

Ovaj kratki i nepretenciozno napisani tekst ima kao temeljnu nakanu upozoriti na nastanak novih trendova unutar recentne hrvatske upravne znanosti. Riječ je o činjenici da se sve više kolegica na Katedri upravne znanosti pri Pravnom fakultetu Sveučilišta u Zagrebu pojavilo kao znanstveno-nastavno osoblje u nekada gotovo isključivo „muškoj“ disciplini.
Pritom treba pozdraviti njihovo autoritativno i profesionalno bavljenje svim aspektima discipline, kako sadržajno-tradicijskih, tako i otvaranjem novih tematskih područja. Posebice je velika zasluga nastavnica upravne znanosti u procesu europeizacije hrvatske javne uprave i nastojanje na ukazivanju nedostataka aktualnog stanja s preporukama za njihovo otklanjanje.
Hrvatska upravna znanost na ovaj način hvata priključak na suvremena zbivanja unutar discipline u europskom kontekstu. Širinom i obuhvatom tema, starih i novih, hrvatska upravna znanost svjedoči svoju vitalnost te pokazuje da se može ravnopravno nositi s korpusom pozitivnopravnih disciplina, a možda i više od ove konstatacije.
Predmet ovoga rada jest zaštita osobnih podataka kao temeljnog ljudskog prava u svjetlu Europske konvencije za zaštitu ljudskih prava i temeljnih sloboda. Daju se prikaz i analiza odredbi Konvencije ...za zaštitu pojedinaca pri automatskoj obradi osobnih podataka Vijeća Europe, kao temeljnog pravnog akta koji uređuje zaštitu osobnih podataka i pravo na privatnost pojedinca, a koji u odnosu na Europsku konvenciju za zaštitu ljudskih prava i temeljnih sloboda predstavlja lex specialis, koji se posebno bavi jednom kategorijom ljudskih prava, koja, zbog ubrzanog tehnološkog razvoja, postaje sve značajnija i važnija. Nakon analize načela koje sadrži Konvencija za zaštitu pojedinaca pri automatskoj obradi osobnih podataka, i koja kao takva predstavljaju osnovu za uspostavu pravnog okvira Europske unije za zaštitu osobnih podataka, analizira se Direktiva Europskog parlamenta i Europskog vijeća o zaštiti pojedinaca u vezi s obradom osobnih podataka i slobodnom protoku takvih podataka, kao i odgovarajući propisi u državama članicama: Hrvatskoj, Velikoj Britaniji, Francuskoj, Njemačkoj i Nizozemskoj. Na kraju se iznose empirijski pokazatelji vezani uz korištenje osobnih podataka, te se u zaključku interpretiraju rezultati istraživanja kroz analizu važnosti koju ima zaštita osobnih podataka kao poseban oblik zaštite ljudskih prava u svjetlu Europske konvencije za zaštitu ljudskih prava i temeljnih sloboda.
Focus of this article is in protection of personal data as a elementary human right in scope of Convention for the Protection of Human Rights and Fundamental Freedoms. In article is also analysed regulations in Convention for the Protection individuals with regard to Automatic Processing of Personal Data Council of Europe, as a main legal act which regulate protection of personal data and right on individual on privacy. This Convention can be treated as lex specialis because create regulatory framework for one category of human rights: rights on privacy and protection of personal data. That category became more and more important because of highly technological development. In article is also presented regulatory framework related on personal data protection in five European countries: Croatia, Great Britain, France, Germany and Nederland. At the end of the article are presented empirical indicators which correlate with using of personal data. In concluding remarks has been described important role of personal data protection as a special type of protection of human rights in light of Convention for the Protection of Human Rights and Fundamental Freedoms.
