Since the 1980s a number of countries have established truth commissions to come to terms with the legacy of past human rights violations, yet little is known about the achievements and shortcomings ...of this popular transitional justice tool. Drawing on research on Chile's National Truth and Reconciliation Commission and Peru's Truth and Reconciliation Commission, and exploring the scholarship on thirteen other transitional contexts, Onur Bakiner evaluates the success of truth commissions in promoting policy reform, human rights accountability, and the public recognition of human rights violations. He argues that although political elites often see a truth commission as a convenient way to address past atrocities, the findings, historical narratives, and recommendations of such commissions often surprise, upset, and discredit influential political actors. Even when commissions produce only modest change as a result of political constraints, Bakiner contends, they open up new avenues for human rights activism by triggering the creation of new victims' organizations, facilitating public debates over social memory, and inducing civil society actors to monitor the country's human rights policy.
Bakiner demonstrates how truth commissions have recovered basic facts about human rights violations, forced societies to rethink the violence and exclusion of nation building, and produced a new dynamic whereby the state seeks to legitimize its central position between history and politics by accepting a high degree of societal penetration into the production and diffusion of official national history. By doing so, truth commissions have challenged and transformed public discourses on memory, truth, justice, reconciliation, recognition, nationalism, and political legitimacy in the contemporary world.

Political metaphors are distinctive and important because they are used to achieve political goals: to persuade, to shape ...expectations, to realize specific objectives and actions. The analyses in the book go beyond the mere identification of conceptual metaphors in discourse to show how political metaphors function in the real world. It starts from the finding that the same conceptual domains are used to characterize politics, political entities and political issues. Yet, the specific metaphors used to describe these conceptual domains often change. Centering her study on Austin, Texas, Rice finds a city that has simultaneously celebrated and despised development.Rice outlines three distinct ways that the rhetoric of publics counteracts development: through injury claims, memory claims, and equivalence claims. In injury claims, rhetors frame themselves as victims in a dispute. Memory claims allow rhetors to anchor themselves to an older, deliberative space, rather than to a newly evolving one. Equivalence claims see the benefits on both sides of an issue, and here rhetors effectively become nonactors.Rice provides case studies of development disputes that place the reader in the middle of real-life controversies and evidence her theories of claims-based public rhetorics. She finds that these methods comprise the most common (though not exclusive) vernacular surrounding development and shows how each is often counterproductive to its own goals. Rice further demonstrates that these claims create a particular role or public subjectivity grounded in one's own feelings, which serves to distance publics from each other and the issues at hand.Rice argues that rhetoricians have a duty to transform current patterns of public development discourse so that all individuals may engage in matters of crisis. She articulates its sustainability as both a goal and future disciplinary challenge of rhetorical studies and offers tools and methodologies toward that end.
