The Soviet Union created a unique form of urban modernity, developing institutions of social provisioning for hundreds of millions of people in small and medium-sized industrial cities spread across ...a vast territory. After the collapse of socialism these institutions were profoundly shaken--casualties, in the eyes of many observers, of market-oriented reforms associated with neoliberalism and the Washington Consensus. In Post-Soviet Social, Stephen Collier examines reform in Russia beyond the Washington Consensus. He turns attention from the noisy battles over stabilization and privatization during the 1990s to subsequent reforms that grapple with the mundane details of pipes, wires, bureaucratic routines, and budgetary formulas that made up the Soviet social state.
Having won a two-third majority in Parliament at the 2010 elections, the Hungarian political party Fidesz removed many of the institutional obstacles of exerting power. Just like the party, the state ...itself was placed under the control of a single individual, who since then has applied the techniques used within his party to enforce submission and obedience onto society as a whole. In a new approach the author characterizes the system as the ‘organized over-world’, the ‘state employing mafia methods’ and the ’adopted political family', applying these categories not as metaphors but elements of a coherent conceptual framework.The actions of the post-communist mafia state model are closely aligned with the interests of power and wealth concentrated in the hands of a small group of insiders. While the traditional mafia channeled wealth and economic players into its spheres of influence by means of direct coercion, the mafia state does the same by means of parliamentary legislation, legal prosecution, tax authority, police forces and secret service. The innovative conceptual framework of the book is important and timely not only for Hungary, but also for other post-communist countries subjected to autocratic rules.
The collection of well researched chapters assesses the uses and misuses of history 25 years after the collapse of Soviet hegemony in Eastern Europe. As opposed to the emphasis on the recovery of ...memory or revival of national histories that seemed to be the prevelant historiographical approaches of the 1990s, the last decade has seen a particular set of narratives equating Nazism and communism and so providing opportunities to exonerate wartime collaboration, cast the nation as victim even when its government was allied with Germany, and acknowledge the Jewish Holocaust while obfuscating its meaning and significance. In their comparative analysis the authors are also interested in new practices of performing ‘Europeanness’. Therefore their presentations of Slovak, Hungarian, Romanian, Bulgarian, Serbian, Bosnian, Croatian and Slovenian post-communist memory politics move beyond the common national myths in order to provide a new insight into transnational interactions and exchanges in Europe in general. The juxtaposition of these politics, the processes in other parts of Europe, the modes of remembering shaped by displacement and the transnational memory practices enable a close encounter with the divergences and assess the potential of the formation of common, European memory practices.
Ethnonationalist Conflict in Postcommunist Statesinvestigates why some Eastern European states transitioned to new forms of governance with minimal violence while others broke into civil war. In ...Bulgaria, the Turkish minority was subjected to coerced assimilation and forced expulsion, but the nation ultimately negotiated peace through institutional channels. In Macedonia, periodic outbreaks of insurgent violence escalated to armed conflict. Kosovo's internal warfare culminated in NATO's controversial bombing campaign. In the twenty-first century, these conflicts were subdued, but violence continued to flare occasionally and impede durable conflict resolution. In this comparative study, Maria Koinova applies historical institutionalism to conflict analysis, tracing ethnonationalist violence in postcommunist states to a volatile, formative period between 1987 and 1992. In this era of instability, the incidents that brought majorities and minorities into dispute had a profound impact and a cumulative effect, as did the interventions of international agents and kin states. Whether the conflicts initially evolved in peaceful or violent ways, the dynamics of their disputes became self-perpetuating and informally institutionalized. Thus, external policies or interventions could affect only minimal change, and the impact of international agents subsided over time. Regardless of the constitutions, laws, and injunctions, majorities, minorities, international agents, and kin states continue to act in accord with the logic of informally institutionalized conflict dynamics. Koinova analyzes the development of those dynamics in Bulgaria, Macedonia, and Kosovo, drawing on theories of democratization, international intervention, and path-dependence as well as interviews and extensive fieldwork. The result is a compelling account of the underlying causal mechanisms of conflict perpetuation and change that will shed light on broader patterns of ethnic violence.

Eastern Europe has become an ideological battleground since the collapse of the Soviet Union, with liberals and authoritarians struggling to seize the ground lost by Marxism. In Fantasies of ...Salvation, Vladimir Tismaneanu traces the intellectual history of this struggle and warns that authoritarian nationalists pose a serious threat to democratic forces. A leading observer of the often baffling world of post-Communist Europe, Tismaneanu shows that extreme nationalistic and authoritarian thought has been influential in Eastern Europe for much of this century, while liberalism has only shallow historical roots. Despite democratic successes in places such as the Czech Republic and Poland, he argues, it would be a mistake for the West to assume that liberalism will always triumph. He backs this argument by showing how nationalist intellectuals have encouraged ethnic hatred in such countries as Russia, Romania, and the former Yugoslavia by reviving patriotic myths of heroes, scapegoats, and historical injustices. And he shows how enthusiastically these myths have been welcomed by people desperate for some form of "salvation" from political and economic uncertainty. On a theoretical level, Tismaneanu challenges the common ideas that the ideological struggle is between "right" and "left" or between "nationalists" and "internationalists." In a careful analysis of the conflict's ideological roots, he argues that it is more useful and historically accurate to view the struggle as between those who embrace the individualist traditions of the Enlightenment and those who reject them.
The postcommunist transitions produced two very different types of states. The "contractual" state is associated with the countries of Eastern Europe, which moved toward democratic regimes, ...consensual relations with society, and clear boundaries between political power and economic wealth. The "predatory" state is associated with the successors to the USSR, which instead developed authoritarian regimes, coercive relations with society, and poorly defined boundaries between the political and economic realms. InCapital, Coercion, and Postcommunist States, Gerald M. Easter shows how the cumulative result of the many battles between state coercion and societal capital over taxation gave rise to these distinctive transition outcomes.
Easter's fiscal sociology of the postcommunist state highlights the interconnected paths that led from the fiscal crisis of the old regime through the revenue bargains of transitional tax regimes to the eventual reconfiguration of state-society relations. His focused comparison of Poland and Russia exemplifies postcommunism's divergent institutional forms. The Polish case shows how conflicts over taxation influenced the emergence of a rule-of-law contractual state, social-market capitalism, and civil society. The Russian case reveals how revenue imperatives reinforced the emergence of a rule-by-law predatory state, concessions-style capitalism, and dependent society.
