Higher nursing workload increases the odds of patient deaths, as the work environment has a significant effect on patient outcomes. The aim of the study was to explore the relation between patient ...outcomes and nurses' working conditions in hospitals.
Administrative data on discharges of surgical patients for the year 2019 in eight general hospitals and two university medical centres in Slovenia were collected to determine in-hospital mortality within 30 days of admission. The RN4CAST survey questionnaire was used to gather data from nurses in these hospitals, with 1,010 nurses participating. Data was collected at the beginning of 2020. The number of nurses per shift and the nurse-to-patient ratio per shift were calculated. Univariate, bivariate and multivariate statistical methods were used to analyse the data.
The 30-day in-hospital mortality for surgical patients was 1.00% in the hospitals sampled and ranged from 0.27% to 1.62%. The odds ratio for staffing suggests that each increase of one patient per RN is associated with a 6% increase in the likelihood of a patient dying within 30 days of admission. The mean patient-to-RN ratio was 15.56 (SD=2.50) and varied from 10.29 to 19.39. Four of the 13 tasks checked were not performed on patients during the last shift.
The results are not encouraging, with an extremely critical shortage of RNs and thus a high RN workload. The number of patients per RN is the highest in Europe and also higher than in some non-European countries, and represents an extreme risk to the quality of nursing and healthcare as a whole. The recommendation for acute non-emergency internal medicine and surgery departments is four patients per RN per shift.
Kot ukrep Aktivne politike zaposlovanja se je v Sloveniji v letu 2014 začela izvajati shema Jamstvo za mlade, ki jo je Evropska komisija oblikovala za spodbujanje zaposlovanja mladih v državah ...članicah Evropske unije. S sprejetjem sheme Jamstvo za mlade Slovenija jamči, da bo vsaki mladi osebi v starosti od 15 do 29 let v štirih mesecih po prijavi med brezposelne osebe pri Zavodu Republike Slovenije za zaposlovanje ponujena zaposlitev (tudi s pripravništvom), usposabljanje na delovnem mestu, vključitev v formalno izobraževanje ali drugo usposabljanje, povezano s potrebami delodajalcev. Shema je v obdobju 2014–2015 združevala 36 ukrepov, katerih cilj je bil izboljšati zaposljivost mladih ter jih aktivirati na trgu dela. V prispevku se posvečam analizi uspešnosti sheme v prvem izvedbenem načrtu v obdobju 2014–2015. Na podlagi rezultatov ugotavljam, da shema ni izpolnila ciljev in pričakovanj ter tako ni bistveno pripomogla k izboljšanju stanja brezposelnosti mladih v Sloveniji.
Porast fleksibilnih oblik zaposlitvenih razmerij je zaznati tudi v slovenskem novinarstvu. Te oblike so pogosto tudi prekarne, kar (lahko) ima negativne posledice za kakovost novinarskih vsebin in ...ogroža vlogo novičarskih medijev kot nadzornikov oblasti. Avtorji prispevka utemeljujemo tezo, da so za pravno neurejen prekarni položaj novinarjev, ki omogoča pritiske na novinarje in pomeni grožnjo svobodi izražanja, odgovorne državne oblasti. Analiza primerov iz sodne prakse Evrops-kega sodišča za človekove pravice in Ustavnega sodišča Republike Slovenije je potrdila, da morajo državne oblasti aktivno zagotavljati pogoje za delo svobodnih medijev. Če država v zakonodaji do-pusti prekarno delo novinarjev, krši svoje pozitivne obveznosti v zvezi z varstvom svobode izražanja, saj politiki in kapitalu omogoči, da novinarje postavlja v odvisen položaj. Analiza ključnih doku-mentov je pokazala, da so v Sloveniji po letu 2002 zlasti novinarske organizacije redno pozivale k ureditvi razmer. Državne oblasti so bile s problematiko prekarnega dela ter s predlogi sprememb in dopolnitev zakonodaje seznanjene oziroma pozvane k ukrepanju, vendar problema prekarnosti sistemsko še niso uredile.
Transnational multilingual information platform Danube Compass, part of the DRIM project (Danube Region Information Platform for Economic Integration of Migrants) financed by the European Union's ...Danube Transnational Programme, was created with the aim to improve access to information for migrants in eight countries along the Danube river. What we have learned in the process is what this handbook is all about. Its aim is to support the creation of similar platforms in other regions and is intended for organizations and institutions involved in the integration of newly arrived migrants. It should be helpful for anyone who is thinking of gathering focused information about arriving, working and living in another country. Mentorstvo je oblika prenosa znanja in izkušenj, ki v delovnem okolju pridobiva vedno večjo veljavo. Omogoča osvaja- nje novih znanj, iskalcem zaposlitve daje nova delovna mesta ter zmanjšuje ...neravnotežje med ponudbo in povpraševa- njem na trgu dela. Vključuje več raznolikih aktivnosti, povezuje mlade in starejše sodelavce, izkušene in novozaposlene v podjetju. Predvsem v kriznih časih lahko pripomore k hitrejšemu prehodu mladih iz izobraževanja/usposabljanja v zaposlenost ter s tem k nižji stopnji brezposelnosti mladih. Ob vzajemno odgovornem razvijanju mentorskih shem na podlagi izkušenj uspešnih držav, ki so mentorstvo že uvedle, lahko tudi v Sloveniji razvijemo svoj sistem prenosa znanja in izkušenj, s tem pripomoremo k ohranjanju in nadgradnji obstoječega znanja in izkušenj v delovnem okolju ter dose- žemo večjo vključenost v trg dela.
The papers contained in this booklet were presented at the transnational conference “Employment/Working Conditions, Occupational Safety and Health of Posted Workers” in Ljubljana, Slovenia (15 ...February 2017). The conference brought together experts (researchers and practitioners) from several European countries to discuss the existing and new challenges related to OSH (occupational safety and health), labour, and working conditions of posted workers. The conference served as the launch event of the POOSH project, financed by the European Comission (Programme EaSI PROGRESS) and led by Dr. Kristina Toplak from the Slovenian Migration Institute at ZRC SAZU. The booklet is covering the topic of the OSH of posted workers from several angles. The first part is framed around contributions given by researchers working in the field of labor mobility, with the focus on the occupational safety and health of posted workers. The second part contains contributions from practitioners working in NGOs, trade unions or Ministries of Labour who presented their work as well as discussed national and transnational legislations related to the OSH of posted workers.
V zadnjih desetletjih se je izobraženost prebivalcev evropskih držav, še posebej mladih, pomembno povečevala, ob tem pa se je zmanjševala verodostojnost jamstva, da višja stopnja formalne izobrazbe ...prinaša ustreznejšo in bolje plačano zaposli tev. Hkrati se spreminjajo prakse zaposlovanja, med drugim tudi zato, ker delodajalci vse pogosteje zahtevajo neformalno pridobljena znanja in veščine, ki so kratkoročno profitabilna, šolska spričevala in diplome pa pripoznavajo za vstopnico v izbirni proces. Za zaposlitev so vse bolj relevantna neformalno pridobljena znanja in veščine, kot so: socialne in komunika cijske spretnosti, informacijska pismenosti, obvladovanja tujih jezikov idr. Od iskalcev zaposlitve se zahteva tudi sposobnost nadgrajevanja formalnih zanj in preusmerjanja od ozkih specifičnih k širšim in splošnejšim kvalifikacijam. Učenje ob delu in učenje na dolgi rok oziroma vseživljenjsko učenje postajata del zaposlitve. Te nove zahteve na trgu dela še posebej priza devajo populacijo mladih iskalcev prve zaposlitve. Kot kažejo raziskave, so mladi socialna skupina, ki je najpogosteje vklju čena v negotove oblike zaposlitve, kot so začasna in občasna dela, dela za določen čas, ki pogosto ne omogočajo izgradnje osebnih profesionalnih karier.
Prispevek obravnava dva problema, povezana s temi ugotovitvami: kako bi bilo mogoče ublažiti posledice dejavnikov, ki na trgu dela odrivajo mlade na družbeno margino, s poudarkom na individualnih vložkih v (dodatno) izobraževanje in vzpostavljaje socialnih omrežij; in ali bi mladi z najvišjimi stopnjami izobrazbe, kot tista skupina, pri kateri se z neustrezno zaposlitvijo izgubi največ znanja, z vlaganjem v človeški in socialni kapital lahko izboljšali svoje kompetence za uspešen prehod iz izobraževanja v zaposlitev.
