This book provides a major new examination of the current dilemmas of liberal anti-racist policies in European societies, linking two discourses that are normally quite separate in social science: ...immigration and ethnic relations research on the one hand, and the political economy of the welfare state on the other. The authors rephrase Gunnar Myrdal's questions in An American Dilemma with reference to Europe's current dual crisis - that of the established welfare state facing a declining capacity to maintain equity, and that of the nation state unable to accommodate incremental ethnic diversity. They compare developments across the European Union with the contemporary US experience of poverty, race, and class. They highlight the major moral-political dilemma emerging across the EU out of the discord between declared ideals of citizenship and actual exclusion from civil, political, and social rights. Pursuing this overall European predicament, the authors provide a critical scrutiny of the EU's growing policy involvement in the fields of international migration, integration, discrimination, and racism. They relate current policy issues to overall processes of economic integration and efforts to develop a European 'social dimension'. Drawing on case-study analysis of migration, the changing welfare state, and labour markets in the UK, Germany, Italy, and Sweden, the book charts the immense variety of Europe's social and political landscape. Trends of divergence and convergence between single countries are related to the European Union's emerging policies for diversity and social inclusion. It is, among other things, the plurality of national histories and contemporary trajectories that makes the European Union's predicament of migration, welfare, and citizenship different from the American experience. These reasons also account in part for why it is exceedingly difficult to advance concerted and consistent approaches to one of the most pressing policy issues of our time. Very few of the existing sociological texts which compare different European societies on specific topics are accessible to a broad range of scholars and students. The European Societies series will help to fill this gap in the literature, and attempt to answer questions such as: Is there really such a thing as a 'European model' of society? Do the economic and political integration processes of the European Union also imply convergence in more general aspects of social life, such a family or religious behaviour? What do the societies of Western Europe have in common with those further to the East? This series will cover the main social institutions, although not every author will cover the full range of European countries. As well as surveying existing knowledge in a manner useful to students, each book will also seek to contribute to our growing knowledge of what remains in many respects a sociologically unknown continent. It is structured as a series of four conversations in which authors respond to each other. This exchange of arguments provides unique depth to current debates about the future of citizenship.
This article expounds the main findings in the research "Ue Mediation of the School Press in the Citizen Formation and the Ethics", which was conducted by Prensa Escuela School Press, a program ...carried out as a covenant between the colleges Pontificia Bolivariana, Universidad San Buenaventura and the newspaper El Colombiano from Medellín. Using a qualitative methodology with document review, the writings produced for the annual publications of El Taller (2012-2016) were systematized. Uen a hermeneutic analysis allowed seeing how the narration, with journalistic genres, has been a significant strategy for the formation of the youth in citizen's issues. Tomando esta última definición, para Prensa Escuela el ejercicio de la ciudadanía no se limita a cumplir, por ejemplo, con unos estatutos jurídicos como hacer parte de un territorio o tener una mayoría de edad, sino como una forma de relación entre las personas donde prime la convivencia con el otro en pro del bien común, es decir, entiende este concepto como una práctica donde es clave la empatía, la solidaridad y el uso del diálogo para resolver dificultades.

All human relationships are not created equal; attachments between close associates ('friends'), compatriots ('citizens'), and humans ('strangers') vary greatly in terms of their character and ...importance. From a critical standpoint, though, which type of attachment should take priority? Are we morally obliged to think of ourselves first and foremost as members of the human race, or should we prioritize our allegiance to a particular nation, or our personal friendships above our humanity?
InFriends, Citizens, Strangers, Richard Vernon considers these questions, and addresses the implications of various answers. Vernon grounds his investigation in the work of Locke, Wollstonecraft, George Eliot, and J.S. Mill in England, and Rousseau, Comte, Proudhon, and Bergson in France. He explores what these thinkers have to say about the theme in question, and in turn what that theme reveals about basic issues in their own work. Vernon also turns to contemporary thought to explore the issue: the idea of a 'crime against humanity' as an assertion of the moral standing of strangers, the idea of moral partialism, the claim that compatriots inherit historical obligations, and the 'associativist' view that obligations are of two distinct kinds, partial and universal. Finally, drawing on both the historical and contemporary sources discussed,Friends, Citizen, Strangersproposes a solution: a moderate form of cosmopolitanism that finds a place for multiple levels of attachment and association. This work will prove useful not only to scholars of the authors discussed, but also to those interested in ethics and political theory more broadly.
During the Ancient Greek and Roman eras, participation in political communities at the local level, and assertion of belonging to these communities, were among the fundamental principles and values ...on which societies would rely. For that reason, citizenship and democracy are generally considered as concepts typical of the political experience of Classical Antiquity. These concepts of citizenship and democracy are often seen as inconsistent with the political, social, and ideological context of the late and post-Roman world. As a result, scholarship has largely overlooked participation in local political communities when it comes to the period between the disintegration of the Classical model of local citizenship in the later Roman Empire and the emergence of ‘pre-communal’ entities in Northern Italy from the ninth century onwards. By reassessing the period c. 300-1000 ce through the concepts of civic identity and civic participation, this volume will address both the impact of Classical heritage with regard to civic identities in the political experiences of the late and post-Roman world, and the rephrasing of new forms of social and political partnership according to ethnic or religious criteria in the early Middle Ages. Starting from the earlier imperial background, the fourteen chapters examine the ways in which people shared identity and gave shape to their communal life, as well as the role played by the people in local government in the later Roman Empire, the Germanic kingdoms, Byzantium, the early Islamic world, and the early medieval West. By focusing on the post-Classical, late antique, and early medieval periods, this volume intends to be an innovative contribution to the general history of citizenship and democracy.
The meaning of race in the antebellum southern United States was anchored in the racial exclusivity of slavery (coded as black) and full citizenship (coded as white as well as male). These ...traditional definitions of race were radically disrupted after emancipation, when citizenship was granted to all persons born in the United States and suffrage was extended to all men. Hannah Rosen persuasively argues that in this critical moment of Reconstruction, contests over the future meaning of race were often fought on the terrain of gender.Sexual violence--specifically, white-on-black rape--emerged as a critical arena in postemancipation struggles over African American citizenship. Analyzing the testimony of rape survivors, Rosen finds that white men often staged elaborate attacks meant to enact prior racial hierarchy. Through their testimony, black women defiantly rejected such hierarchy and claimed their new and equal rights. Rosen explains how heated debates over interracial marriage were also attempts by whites to undermine African American men's demands for suffrage and a voice in public affairs. By connecting histories of rape and discourses of "social equality" with struggles over citizenship, Rosen shows how gendered violence and gendered rhetorics of race together produced a climate of terror for black men and women seeking to exercise their new rights as citizens. Linking political events at the city, state, and regional levels, Rosen places gender and sexual violence at the heart of understanding the reconsolidation of race and racism in the postemancipation United States.
