The article examines the multifactorial issue of social responsibility, investigates the phenomenon of social responsibility of the state, and determines the role and place of social responsibility ...in overco ming crisis situations. It is established that in a broad sense, the social responsibility of the state is a system of effective management of the territory, including economic, political, social, security, cultural and environmental measures, in order to increase and maintain the standard of living of the population, which would satisfy the majority of citizens. At the same time, it should be about ensuring sustainable development and prospects for further improvement. It was determined that social responsibility is defined by a dynamic value system, which is characteristic of individuals, social communities and society in general, state and local authorities and their representatives. The emergence of social responsibility is directly related to social values that determine the activity and behavior of all participants in social processes. Based on this, it can be stated that the social responsibility of the state is realized as a manifestation of the will of each individual.
It has been proven that in modern conditions, the key factor for overcoming crisis situations and ensuring the effective development of the state is a stable and society-oriented government, which in its activity covers both the needs of citizens and advanced management practices. In the conditions of a difficult economic, political, social and demographic situation in Ukraine, the social responsibility of the state should become one of the components of a unifying national idea that will help overcome the systemic crisis that affects all spheres of social life. It began to play an especially important role during a full-scale war, when the issue of the survival of the state depends on interaction and mutual trust between the authorities and citizens. It has been proven that for modern Ukraine the focus of actions of public authorities, private and public sector on protection of state interests and support of the economy should become characteristic. A similar vector of development of Ukrainian society contributes to complex development, when the process of formation of common values is accompanied by support from all participants in power-social relations.
The main objective of the study was to develop a method for identifying the com-ponents of a time series disrupted by crisis events, allowing for evaluation, comparison and short-term forecasting of ...the impact of such situations. The article, using mathematical modelling, analyses and evaluates the impact of the pandemic and war on rail transport using Poland as an example. Three methods of local trend matching were used: Locally Estimated Trend, Locally Estimated Trend with Seasonal Components, Locally Estimated Trend with Locally Estimated Seasonal Components. The study showed that the effects of the crisis are still felt today, but their impact on in-dividual types of transport varied, and what's more, differences were also visible depending on the item being transported. Passengers, despite the introduction of high sanitary standards, severely limited their mobility. The freight transport market turned out to be more resistant to the impact of the pandemic, but both the pandemic and the war in Ukraine affected the volume of goods transported. The article presents a method that allows to identify time series disturbed by crisis events and therefore difficult to describe and make reliable forecasts. The method proposed by the authors is an innovative answer to the problems of identifying very variable series and can also be used in the analysis of other issues in which time series have been disturbed in a sudden and unexpected way.

The state is forced to adapt to the changing situation, including due to the accumulation of unforeseen phenomena in the economy, social and spiritual spheres. The article focuses on some aspects of increasing the effectiveness of public administration in modern conditions, as well as unforeseen phenomena of multidirectional nature (the pandemic COVID-19, environmental and man-made disasters, sanctions effects, escalated political confrontation between Russia and Western countries). Results. Taken together, all aspects to which attention is drawn require the adoption of non-standard and prompt (quick) solutions, the consequence of which will be to counter emerging threats, ensuring security and balancing the interests of the individual, society and the state.

This article examines how Filipino rice farmers experience vulnerability in the face of persistent and emergent crises coupled with the challenges induced by the neoliberal transformation of the ...country's agricultural sector. Using the case study approach, eight smallholder rice farmers from Lumban, Laguna, were purposely interviewed, and their narratives were thematically analyzed. Recurrent themes revealed that although the participants viewed risks induced by crises as "normal" aspects of rice farming systems, they primarily attributed the intensification of their vulnerability toward risks to the enduring systemic issues that have been affecting the dynamics of their rice farming operations even prior to, and during the occurrences of crisis events. Furthermore, the smallholder rice farmers were found to be resource-limited and socially disadvantaged due to long-standing concerns associated with the neoliberal policies imposed by the government. This article argues that increased public sector involvement is imperative rather than shifting support away from the farmers.
Radio is the medium best adapted to crises. This has been demonstrated throughout the history of Spain, both in the 1981 coup d'etat attempt and in the terrorist attacks of March 11, 2004. The ...question that arises then is if in the situation of lockdown suffered by the Spanish population due to the Covid-19 pandemic radio is also playing an important role. This study answers this question through a survey answered by 560 radio listeners during the lockdown. The research has focused on knowing the listening habits, radio consumption, and the perception that these listeners have of the medium in this crisis. The data indicate that the respondents have changed their listening habits and have increased their medium consumption. During the lockdown, they are listening to the radio mostly in the living room, bedroom, and kitchen while cleaning or cooking. They are also consuming more hours of radio, more stations (of different ideological positions), and more shows. For these listeners, radio is positioned as the medium that is best covering information about the coronavirus and the one that they consider most credible, the closest, that most stimulates the imagination, that reduces loneliness, and is the most distracting. Overall, the results of this study allow us to conclude that the radio is once again playing a leading role in the coronavirus crisis, as it has occurred throughout the history of Spain. The article expands scientific ideas about methods and techniques of dealing with crisis situations in different approaches to psychological counseling of clients who are experiencing current crisis ...realities in a complex social space. Different psychological approaches to the problem of the impact of psychological counseling on the crisis states of clients at the integrative and systemic levels are analyzed. Significant features of the approaches most often used in the practice of crisis psychological counseling –gestalt-therapeutic, cognitive-behavioral, and existential– are highlighted. Based on the generalization of the theoretical and methodological foundations of crisis counseling, the important role of subject-activity, professionally competent, personality-oriented approaches is highlighted. The importance of maintaining a person’s mental health in a crisis and providing him/her with psychological assistance in counseling and therapeutic practice is emphasized. A theoretical and methodological approach to the requirements for the criteria of consulting practice effectiveness is indicated. The structurization, conditions for organization and providing crisis counseling at different stages (areas) of work is described. The use of a neuropsycho-corrective approach in the practice of crisis counseling is recommended. The significance of the integrative psychological approach to counseling mentioned by foreign and domestic researchers on the basis of a holistic vision of the relationship between the client’s psychological resources and the requirements of the crisis situation is noted. It is emphasized that the management of crisis education should be handled by the personnel services of organizations of extreme profile.
Introducción: Este estudio tiene como objetivo explorar el impacto de la pandemia de Covid-19 en los hábitos y el consumo de medios en España, uno de los países más gravemente afectados. Metodología: ...Se realizó una encuesta en línea representativa de la población española (N= 1,500 participantes) del 13 al 30 de marzo del 2020, coincidiendo con las primeras semanas de confinamiento en el hogar. La muestra se estudió según dos variables, género (mujeres N= 750; hombres N= 750) y edad (18-39 años N = 720 y más de 40 años N = 780) para detectar las especificidades más relevantes de cada colectivo. El error muestral es del ±4,38% al 95% de confianza. Resultados: La televisión destaca como el medio más utilizado a la hora de informarse sobre el virus, por delante de los medios digitales. Cabe destacar también que programas televisivos tipo “infoshows” consiguen acumular más audiencia que los informativos tradicionales. Los medios menos utilizados para informarse sobre la evolución del Covid-19 serían internet, redes sociales, radio, información proporcionada por familiares o conocidos y prensa en papel. Aunque no destaca el consumo de la radio para mantenerse informado, este medio es considerado como el más creíble, conjuntamente con la televisión. Por último, el consumo de las plataformas “over-the-top” (OTT) ha crecido de forma considerable durante este periodo. Discusión y conclusiones: La televisión recupera así la audiencia de los más jóvenes que parecía haber perdido a favor de los medios digitales, consolidando un panorama mediático cada vez más complejo y competitivo.
In the article, a theoretical analysis of the study of crisis states and the methodological foundations of crisis psychotherapy, taking into account foreign and domestic experience, is carried out. ...Based on the results of empirical studies, modern foreign and domestic researchers have established that crisis conditions during the COVID-19 pandemic are accompanied by suicidal reactions, depression, neurotic conditions with post-traumatic stress disorders, exacerbation of psychosomatic diseases, psychopathological disorders.Psychological approaches in psychotherapy together with crisis psycho-psychotherapeutic interventions for working with acute crisis states and crisis psychotherapy of clients in the post-quarantine period are considered.The concepts of a crisis state, the features of the influence of "covid" psychotrauma on the mental and psychological health of a person, and the provision of psychological assistance in crisis situations during the COVID-19 pandemic are described in detail. It is noted that in working with crisis conditions during the COVID-19 pandemic, modern foreign and Ukrainian specialists prefer cognitive-behavioral psychotherapy.At the theoretical and methodological level, it has been proved that psychotherapy of post-traumatic stress disorder (PTSD) is close to crisis psychotherapy and is aimed at reintegration of mental activity disturbed by the "conductive" psychotrauma and restoration of psychological adaptation to a certain extent.The psychotherapeutic model of psychological crisis intervention in the context of the COVID-19 pandemic is based on a biopsychosocial approach and requires a comprehensive and integrated use of crisis psychotherapy methods with the integration of neuropsychotic methods and Internet technologies into the entire therapy process.
