The worldwide "wildfire" problem is headlined by the loss of human lives and homes, but it applies generally to any adverse effects of unplanned fires, as events or regimes, on a wide range of ...environmental, social, and economic assets. The problem is complex and contingent, requiring continual attention to the changing circumstances of stakeholders, landscapes, and ecosystems; it occurs at a variety of temporal and spatial scales. Minimizing adverse outcomes involves controlling fires and fire regimes, increasing the resistance of assets to fires, locating or relocating assets away from the path of fires, and, as a probability of adverse impacts often remains, assisting recovery in the short term while promoting the adaptation of societies in the long term. There are short- and long-term aspects to each aspect of minimization. Controlling fires and fire regimes may involve fire suppression and fuel treatments such as prescribed burning or non-fire treatments but also addresses issues associated with unwanted fire starts like arson. Increasing the resistance of assets can mean addressing the design and construction materials of a house or the use of personal protective equipment. Locating or relocating assets can mean leaving an area about to be impacted by fire or choosing a suitable place to live; it can also mean the planning of land use. Assisting recovery and promoting adaptation can involve insuring assets and sharing responsibility for preparedness for an event. There is no single, simple, solution. Perverse outcomes can occur. The number of minimizing techniques used, and the breadth and depth of their application, depends on the geographic mix of asset types. Premises for policy consideration are presented.
The open access book aims to show the readers novel, relevant and reproducible power of synergistic collaborations between European research groups and stakeholders with the objective to synthesize ...the existing knowledge and expertise about fire management and hazard and defining a concerted research agenda that promotes an integrated approach to create fire-resilient landscapes, taking into account biological, biochemical and physical, but also socio-economic, historical, geographical, sociological, perception and policy constraints. This is an urgent societal need due to the expected further intensification and geographical spreading of wildfire regimes under Global Change. Fire has been part of the Earth's System for the last 400 million years, and humans are the sole species that controls and manages fire. We have used fire for over a million years, both, as hunter-gatherers managing the landscape with fire and as farmers using fire as a low-cost, efficient and ecological tool for clearing and maintaining the productivity of the land. Fire has been highlighted as the most influential element in the development of human societies. The increase in prolonged dry and hot periods observed in many regions of the world is exacerbating the risk of fire. The causes of increased fire risk are not only linked to climate change but are also a consequence of economic and social changes and political decisions. Over the past few decades, many countries’ rural areas have seen significant depopulation and a reduction in land management as residents moved to cities or even other countries in search of work. The resulting rural depopulation has led to revegetation of the abandoned agricultural land, which favors fire spread. The enhanced risk of fires is moving beyond the capacity of even the best-funded wildland firefighting teams and therefore calls for the development of new approaches to fire management that are key nowadays at different scales. Instead of focusing primarily on increasing firefighting capabilities, a more effective approach is needed that focuses on long-term fire prevention through vegetation management by reducing fuel load or managing fuel type and fuel continuity at a landscape level. FIRElinks (COST Action CA18135) is developing the EU-spanning network of scientists and practitioners involved in forest fire research and land management with backgrounds such as fire dynamics, fire risk management, fire effects on vegetation, fauna, soil and water and socio-economic, historical, geographical, political perception and land management approaches. Among the different Working Groups, number 5 is aimed to connect communities from different scientific and geographic backgrounds, allowing the discussion of different experiences and the emergence of new approaches to fire research, human management, regional issues and socio-economic aspects.

Pyne tells of a ...fire revolution that began in the 1960s as simple suppression and then was replaced with more enlightened programs of fire management. It then explains the counterrevolution in the 1980s that stalled the movement, and finally describes the fire scene that has evolved since then.Pyne is uniquely qualified to tell America's fire story. The author of more than a score of books, he has told fire's history in the United States, Australia, Canada, Europe, and the Earth overall. In his earlier life, he spent fifteen seasons with the North Rim Longshots at Grand Canyon National Park.In Between Two Fires, Pyne recounts how, after the Great Fires of 1910, a policy of fire suppression spread from America's founding corps of foresters into a national policy that manifested itself as a costly all-out war on fire. After fifty years of attempted fire suppression, a revolution in thinking led to a more pluralistic strategy for fire's restoration. The revolution succeeded in displacing suppression as a sole strategy, but it has failed to fully integrate fire and land management and has fallen short of its goals.Today, the nation's backcountry and increasingly its exurban fringe are threatened by larger and more damaging burns, fire agencies are scrambling for funds, firefighters continue to die, and the country seems unable to come to grips with the fundamentals behind a rising tide of megafires. Humans and their ancestors are unique in being a fire-making species, but 'natural' (i.e. independent of humans) fires have an ancient, geological history on Earth. Natural fires have influenced ...biological evolution and global biogeochemical cycles, making fire integral to the functioning of some biomes. Globally, debate rages about the impact on ecosystems of prehistoric human-set fires, with views ranging from catastrophic to negligible. Understanding of the diversity of human fire regimes on Earth in the past, present and future remains rudimentary. It remains uncertain how humans have caused a departure from ' natural' background levels that vary with climate change. Available evidence shows that modern humans can increase or decrease background levels of natural fire activity by clearing forests, promoting grazing, dispersing plants, altering ignition patterns and actively suppressing fires, thereby causing substantial ecosystem changes and loss of biodiversity. Some of these contemporary fire regimes cause substantial economic disruptions owing to the destruction of infrastructure, degradation of ecosystem services, loss of life, and smoke-related health effects. These episodic disasters help frame negative public attitudes towards landscape fires, despite the need for burning to sustain some ecosystems. Greenhouse gas-induced warming and changes in the hydrological cycle may increase the occurrence of large, severe fires, with potentially significant feedbacks to the Earth system. Improved understanding of human fire regimes demands: (1 ) better data on past and current human influences on fire regimes to enable global comparative analyses, (2) a greater understanding of different cultural traditions of landscape burning and their positive and negative social, economic and ecological effects, and (3) more realistic representations of anthropogenic fire in global vegetation and climate change models. We provide an historical framework to promote understanding of the development and diversification of fire regimes, covering the pre-human period, human domestication of fire, and the subsequent transition from subsistence agriculture to industrial economies. All of these phases still occur on Earth, providing opportunities for comparative research.
Changes in weather and land use are transforming the spatial and temporal characteristics of fire regimes in Amazonia, with important effects on the functioning of dense (i.e., closed-canopy), ...open-canopy, and transitional forests across the Basin. To quantify, document, and describe the characteristics and recent changes in forest fire regimes, we sampled 6 million ha of these three representative forests of the eastern and southern edges of the Amazon using 24 years (1983-2007) of satellite-derived annual forest fire scar maps and 16 years of monthly hot pixel information (1992-2007). Our results reveal that changes in forest fire regime properties differentially affected these three forest types in terms of area burned and fire scar size, frequency, and seasonality. During the study period, forest fires burned 15% (0.3 million ha), 44% (1 million ha), and 46% (0.6 million ha) of dense, open, and transitional forests, respectively. Total forest area burned and fire scar size tended to increase over time (even in years of average rainfall in open canopy and transitional forests). In dense forests, most of the temporal variability in fire regime properties was linked to El Nino Southern Oscillation (ENSO)-related droughts. Compared with dense forests, transitional and open forests experienced fires twice as frequently, with at least 20% of these forests' areas burning two or more times during the 24-year study period. Open and transitional forests also experienced higher deforestation rates than dense forests. During drier years, the end of the dry season was delayed by about a month, which resulted in larger burn scars and increases in overall area burned later in the season. These observations suggest that climate-mediated forest flammability is enhanced by landscape fragmentation caused by deforestation, as observed for open and transitional forests in the Eastern portion of the Amazon Basin.
Recent fire seasons in the western United States are some of the most damaging and costly on record. Wildfires in the wildland-urban interface on the Colorado Front Range, resulting in thousands of ...homes burned and civilian fatalities, although devastating, are not without historical reference. These fires are consistent with the characteristics of large, damaging, interface fires that threaten communities across much of the western United States. Wildfires are inevitable, but the destruction of homes, ecosystems, and lives is not. We propose the principles of risk analysis to provide land management agencies, first responders, and affected communities who face the inevitability of wildfires the ability to reduce the potential for loss. Overcoming perceptions of wildland-urban interface fire disasters as a wildfire control problem rather than a home ignition problem, determined by home ignition conditions, will reduce home loss.

Periodic wildfire maintains the integrity and species composition of many ecosystems, including the mediterranean-climate shrublands of California. However, human activities alter natural fire ...regimes, which can lead to cascading ecological effects. Increased human ignitions at the wildland-urban interface (WUI) have recently gained attention, but fire activity and risk are typically estimated using only biophysical variables. Our goal was to determine how humans influence fire in California and to examine whether this influence was linear, by relating contemporary (2000) and historic (1960-2000) fire data to both human and biophysical variables. Data for the human variables included fine-resolution maps of the WUI produced using housing density and land cover data. Interface WUI, where development abuts wildland vegetation, was differentiated from intermix WUI, where development intermingles with wildland vegetation. Additional explanatory variables included distance to WUI, population density, road density, vegetation type, and ecoregion. All data were summarized at the county level and analyzed using bivariate and multiple regression methods. We found highly significant relationships between humans and fire on the contemporary landscape, and our models explained fire frequency (R2 = 0.72) better than area burned (R2 = 0.50). Population density, intermix WUI, and distance to WUI explained the most variability in fire frequency, suggesting that the spatial pattern of development may be an important variable to consider when estimating fire risk. We found nonlinear effects such that fire frequency and area burned were highest at intermediate levels of human activity, but declined beyond certain thresholds. Human activities also explained change in fire frequency and area burned (1960-2000), but our models had greater explanatory power during the years 1960-1980, when there was more dramatic change in fire frequency. Understanding wildfire as a function of the spatial arrangement of ignitions and fuels on the landscape, in addition to nonlinear relationships, will be important to fire managers and conservation planners because fire risk may be related to specific levels of housing density that can be accounted for in land use planning. With more fires occurring in close proximity to human infrastructure, there may also be devastating ecological impacts if development continues to grow farther into wildland vegetation.
Globally, fire regimes are being altered by changing climatic conditions and land use changes. This has the potential to drive species extinctions and cause ecosystem state changes, with a range of ...consequences for ecosystem services. Accurate prediction of the risk of forest fires over short timescales (weeks or months) is required for land managers to target suppression resources in order to protect people, property, and infrastructure, as well as fire-sensitive ecosystems. Over longer timescales, prediction of changes in forest fire regimes is required to model the effect of wildfires on the terrestrial carbon cycle and subsequent feedbacks into the climate system.This was the motivation to publish this book, which is focused on quantifying and modelling the risk factors of forest fires. More specifically, the chapters in this book address four topics: (i) the use of fire danger metrics and other approaches to understand variation in wildfire activity; (ii) understanding changes in the flammability of live fuel; (iii) modeling dead fuel moisture content; and (iv) estimations of emission factors.The book will be of broad relevance to scientists and managers working with fire in different forest ecosystems globally.
We review science-based adaptation strategies for western North American (wNA) forests that include restoring active fire regimes and fostering resilient structure and composition of forested ...landscapes. As part of the review, we address common questions associated with climate adaptation and realignment treatments that run counter to a broad consensus in the literature. These include the following: (1) Are the effects of fire exclusion overstated? If so, are treatments unwarranted and even counterproductive? (2) Is forest thinning alone sufficient to mitigate wildfire hazard? (3) Can forest thinning and prescribed burning solve the problem? (4) Should active forest management, including forest thinning, be concentrated in the wildland urban interface (WUI)? (5) Can wildfires on their own do the work of fuel treatments? (6) Is the primary objective of fuel reduction treatments to assist in future firefighting response and containment? (7) Do fuel treatments work under extreme fire weather? (8) Is the scale of the problem too great? Can we ever catch up? (9) Will planting more trees mitigate climate change in wNA forests? And (10) is post-fire management needed or even ecologically justified? Based on our review of the scientific evidence, a range of proactive management actions are justified and necessary to keep pace with changing climatic and wildfire regimes and declining forest heterogeneity after severe wildfires. Science-based adaptation options include the use of managed wildfire, prescribed burning, and coupled mechanical thinning and prescribed burning as is consistent with land management allocations and forest conditions. Although some current models of fire management in wNA are averse to short-term risks and uncertainties, the long-term environmental, social, and cultural consequences of wildfire management primarily grounded in fire suppression are well documented, highlighting an urgency to invest in intentional forest management and restoration of active fire regimes.
