The role of bilingual institutions is crucial in developing bilingualism. The study proposes a performance management system to find out how one of the key cultural institutions in the ethnically ...mixed area – the Central Library Srečko Vilhar Koper – implements the special rights of members of the Italian national community in terms of the library’s operations and activities. The research method applied was case study. The descriptive method was used in the analysis of the research problem and research data. The analysis involved a set of five factors, and the success achieved by each factor was scored. The results suggest that the library properly implements institutional bilingualism. Nevertheless, there is still room for improvement to achieve a full implementation of bilingualism.
The article analyses how members of the Italian and Hungarian minorities in Slovenia view multiculturalism and its manifestations such as ethnic heterogamy, transcultural identities, ethnic ...in/tolerance and ethnic prejudices. The minority status (and bordering position) are in this regard perceived as a platform for attitudes to multiculturalism and a key explanatory factor. The article highlights the presence of the transcultural nature of the minorities and their positive attitudes to multiculturalism, yet also emphasises that the related ethnic sentiment is highly variable, relational and situational. Although one would expect the minorities to more strongly defend the positive effects of multiculturalism, this is not the case. The reason is the confrontation of two ideologies, nationalism and transculturalism, the former interfering in the otherwise transculturally oriented minorities.
This contribution aims to highlight the geofactors which determine the development and continuity of language islands and the territories of minority languages. The focus of this research is ...therefore primarily on the geomorphological conditions of a specific language area and the interaction of natural factors, such as landform configuration, quality of soil and climate, with sociological and political factors. This approach will offer a new perspective on the genesis of these specific speech areas by taking into consideration the geographical conditions from the beginning of the first settlements through the history of further language propagation and language contact. The case studies chosen to substantiate this theory are the Cimbrian community and the Ladin-speaking valleys in the Alps (Northern Italy) as well as different minority languages spoken in Sardinia, where hilly landscapes alternate with plains, both bordered by the sea. All these languages became minority languages in remote areas, though the determining factors, geographical as well as socio-linguistic, were quite different.
Vloga dvojezičnih ustanov je ključna pri ustvarjanju dvojezičnosti. V prispevku smo s predlaganim sistemom za merjenje uspešnosti želeli ugotoviti, kako ena izmed ključnih kulturnih ustanov na ...narodnostno mešanem območju, Osrednja knjižnica Srečka Vilharja Koper, uresničuje posebne pravice pripadnikov italijanske narodne skupnosti v okviru poslovanja in dejavnosti knjižnice. Kot raziskovalno metodo smo uporabili študijo primera. Pri analizi raziskovalnega problema in raziskovalnih podatkov smo uporabili deskriptivno metodo, analizo pa smo opravili glede na pet točkovno ovrednotenih dejavnikov doseganja uspešnosti pri uresničevanju posebnih pravic pripadnikov italijanske narodne skupnosti. Rezultati nakazujejo, da knjižnica zelo dobro uresničuje institucionalno dvojezičnost, vseeno pa še obstajajo možnosti za izboljšave, da bi dosegli popolno uresničevanje dvojezičnosti. Ključne besede: splošne knjižnice, italijanska manjšina v Sloveniji, institucionalna dvojezičnost, uresničevanje zakonsko določenih posebnih pravic.
Članek analizira odnos italijanske in madžarske narodne manjšine do multikulturnosti in nekaterih njenih pojavnih oblik, kot so etnična heterogamija, transkulturne identitete, etnična (ne)strpnost, ...etnični predsodki idr. Manjšinski status in obmejnost sta videna kot platforma odnosa do multikulturnosti in ključni razlagalni dejavnik. Članek izpostavi dejansko transkulturno naravo obravnavanih manjšin in načeloma pozitiven odnos do multikulturnosti s strani obravnavanih manjšin, vendar istočasno izpostavlja, da je etnični sentiment spremenljiva kategorija, ki je tako relacijska kot situacijska. Pričakovali bi, da bosta obravnavani manjšini v največji možni meri zagovarjali (pozitivne) izraze multikulturnosti, vendar ni tako. Razlog za to gre iskati v soočenju dveh ideologij, in sicer nacionalizma in transkulturalizma, pri čemer prva ključno interferira tudi v sicer transkulturno usmerjeni manjšini.
This article examines how the documentary Vedo Rosso may be seen as a form of Yugonostalgia on the part of the Italian minority living in Rovinj, Croatia. Based on a textual analysis and video ...elicitation, this project explores the multiple and somewhat ambivalent ways in which this specific community has reacted to a visual reconstruction of the 1980s under socialism. A combination of interviews conducted by the authors and interviews presented in the documentary enables the reconstruction of a memoryscape influenced by intragenerational factors, as well as by the broader geopolitical changes that have transformed, at several times and in several ways, the Istrian Peninsula and the maritime town of Rovinj in particular. Deeper links between memory and nostalgia were the subject of detailed analysis in what is now vast and rich interdisciplinary literature. This article is an attempt to contribute to the existing debates on Yugonostalgia, in the sense that it shows that Yugonostalgia, as a form of memorialization, represents a complex and articulate way to interpret a mutable and uncertain present on the part of a relatively marginal ethno-linguistic minority in contemporary Croatia.

In ambito educativo, l’internazionalizzazione è associata a nuove condizioni culturali e linguistiche, nuove esigenze e problemi, e i suoi effetti sono ad ampio raggio, dal momento che il fenomeno produce un impatto importante sull’educazione linguistica, sui programmi formativi per gli studenti, sulla formazione dei docenti, sull’erogazione di corsi. Dietro lo sfondo della crescente natura internazionale del sistema educativo, i contributi presentati al Congresso hanno esplorato le implicazioni per l’insegnamento/apprendimento delle lingue e per l’educazione linguistica in generale.
The article deals with the image of Istria during the war in Croatia in the three leading Belgrade dailies: Politika (Politics), Borba (Struggle), and Večernje novosti (Evening News). Politika was ...the largest Serbian newspaper with a venerable tradition. As such, it was taken over by the regime of Slobodan Milošević and abused for its ends. Borba was the paper of the Communist Party of Yugoslavia. After its disintegration, it became independent until November 1994, when it, too, was put under Milošević’s control. Večernje novosti was an evening paper with a large circulation but limited intellectual aspirations. The differences in reporting about Istria in these three newspapers were due to the differences between the newspapers themselves. Politika was read by the intellectual and political elite with broad interests. This is why the largest number of articles on Istria appeared there (141). Borba used to be a Party paper, but was of good quality. It also had a number of correspondents throughout the country and abroad. Therefore it could also report extensively on Istria: 108 such articles and notes appeared between May 1991 and August 1995. Večernje novosti published only 46 items, their number and quality matching its parochial and nationalist outlook. The main Istria-related topics dealt with in the three newspapers were the withdrawal of the Yugoslav army from the peninsula, the border problem, the
status of the Italian and Serbian minorities, internal politics, Croatia’s relations with Slovenia and Italy and, in that context, the revision of the Treaty of Osimo. A certain number of articles dealt with economic, social or cultural matters, whereas some articles were reprinted or translated from other Croatian and foreign newspapers. Reporting on the above-mentioned topics was in most cases objective. The probable reasons for this were the facts that Istria remained outside of the theatre of military operations, that her leading political party was in constant opposition to the Croatian government that was routinely denigrated in the Serbian press, that Serbian powers-that-be had no direct interest in it (which was not the case in some other parts of Croatia and Bosnia-Herzegovina) and, last but not least, the professionalism of the journalists who wrote the articles.Although reporting on Istria was constant and mostly objective, it did not cover all segments of life so as to enable the Serbian reader to acquire a comprehensive picture of the peninsula’s development during this period.
The paper discusses the impact of the international border established in 1991 on cross-border cooperation. It focuses on the impact of the Agreement between the Republic of Slovenia and the Republic ...of Croatia on Border Traffic and Cooperation (SOPS) and introduction of the Schengen Agreement as a result of Slovene accession to the EU. The paper highlights the effect of the border on local population. It uses a number of interviews to present the people's attitude to the new realities of the border while at the same time determining the impact of the border on local development and the organisation of Italian national minority in Istria. In conclusion, the paper outlines the three areas formed along the border with regard to the changes in the intensity of cross-border cooperation and the related local development. Finally, the paper attempts to indicate the future development of the area in the context of cross-border cooperation along the EU's external border.
