The essays in Nationalizing Empires challenge the dichotomy between empire and nation state that for decades has dominated historiography. The authors center their attention on nation-building in the ...imperial core and maintain that the nineteenth century, rather than the age of nation-states, was the age of empires and nationalism. They identify a number of instances where nation building projects in the imperial metropolis aimed at the preservation and extension of empires rather than at their dissolution or the transformation of entire empires into nation states. Such observations have until recently largely escaped theoretical reflection.
Why did the nation-state emerge and proliferate across the globe? How is this process related to the wars fought in the modern era? Analyzing datasets that cover the entire world over long stretches ...of time, Andreas Wimmer focuses on changing configurations of power and legitimacy to answer these questions. The nationalist ideal of self-rule gradually diffused over the world and delegitimized empire after empire. Nationalists created nation-states wherever the power configuration favored them, often at the end of prolonged wars of secession. The elites of many of these new states were institutionally too weak for nation-building and favored their own ethnic communities. Ethnic rebels challenged such exclusionary power structures in violation of the principles of self-rule, and neighboring governments sometimes intervened into these struggles over the state. Waves of War demonstrates why nation-state formation and ethnic politics are crucial to understand the civil and international wars of the past 200 years.
During the late nineteenth and early twentieth centuries, the federal government sought to forcibly assimilate Native Americans into American society through systematized land allotment. InSustaining ...the Cherokee Family, Rose Stremlau illuminates the impact of this policy on the Cherokee Nation, particularly within individual families and communities in modern-day northeastern Oklahoma.Emphasizing Cherokee agency, Stremlau reveals that Cherokee families' organization, cultural values, and social and economic practices allowed them to adapt to private land ownership by incorporating elements of the new system into existing domestic and community-based economies. Drawing on evidence from a range of sources, including Cherokee and United States censuses, federal and tribal records, local newspapers, maps, county probate records, family histories, and contemporary oral histories, Stremlau demonstrates that Cherokee management of land perpetuated the values and behaviors associated with their sense of kinship, therefore uniting extended families. And, although the loss of access to land and communal resources slowly impoverished the region, it reinforced the Cherokees' interdependence. Stremlau argues that the persistence of extended family bonds allowed indigenous communities to retain a collective focus and resist aspects of federal assimilation policy during a period of great social upheaval.

In this innovative work on the international politics of nation-building, Harris Mylonas argues ...that a state's nation-building policies toward non-core groups - individuals perceived as an ethnic group by the ruling elite of a state - are influenced by both its foreign policy goals and its relations with the external patrons of these groups. Through a detailed study of the Balkans, Mylonas shows that how a state treats a non-core group within its own borders is determined largely by whether the state's foreign policy is revisionist or cleaves to the international status quo, and whether it is allied or in rivalry with that group's external patrons. Mylonas injects international politics into the study of nation-building, building a bridge between international relations and the comparative politics of ethnicity and nationalism.

Latin American State Building in Comparative Perspective provides an account of long-run institutional development in Latin America that emphasizes the social and political foundations of ...state-building processes. When is clinical research in developing countries exploitation? Exploitation is a concept in ordinary moral thought that has not often been analyzed outside the Marxist tradition. Yet it is commonly ...used to describe interactions that seem morally suspect in some way. A case in point is clinical research sponsored by developed countries and carried out in developing countries, with participants who are poor and sick, and lack education. Such individuals seem vulnerable to abuse. But does this, by itself, make such research exploitative?
Exploitation and Developing Countriesis an attempt by philosophers and bioethicists to reflect on the meaning of exploitation, to ask whether and when clinical research in developing countries counts as exploitative, and to consider what can be done to minimize the possibility of exploitation in such circumstances. These reflections should interest clinical researchers, since locating the line between appropriate and inappropriate use of subjects--the line between exploitation and fair use--is the central question at the heart of research ethics. Reflection on this rich and important moral concept should also interest normative moral philosophers of a non-Marxist bent.
