Background: One of the tasks of the education policy of any state is the spread of its influence in the international arena. Today, universities are striving to take and strengthen their positions in ...the world ranking systems, demonstrating the status and reputation of universities in the global market of educational services. This ranking serves as a guideline for future students and their parents when choosing a place to receive a prestigious education and in the formation of individual trajectories of vocational training. Approach: There are several approaches in the world to determining the criteria for assessing a state's education policy. But despite the differences, they all document the growing role of modern universities in the development of society. In many respects, it is important both in terms of guaranteeing the sustainability of society and in terms of ensuring a breakthrough direction in its development. In contrast to recent times, this role has grown significantly. Due to the fairly conservative and limited social system in its function, such universities become a central link in the development of innovative economies and social spheres - the science that produces the socio-economic development of a particular region, Education, innovation centers, national or as well as global processes. Results: It covers all areas of the university, from cooperation with students to financial and scientific activities. A prime example of such an association is the International Strategy Advisory Service (ISAS 2.0) of the International Association of Universities or Universities (IAU). Conclusions: Around the world, states are trying to stimulate and support these processes. In many countries, this is facilitated by opposition from high-tech companies to the reduction of the final amount of independent basic and applied research, in favor of collaborating with universities on basic research projects. As part of its innovative activities, University 3.0 is involved in supporting business activities, analysis and consultation by experts from local governments and local authorities, opening facilities, and infrastructure for citizens, monitoring regional development, services to citizens are provided for lifelong learning and support student entrepreneurship projects that take into account the interests of the community.

Human resources between countries becomes a necessity, it means Indonesia will be filled by foreign workers, as well as librarians. Indonesian librarians are in a dilemma, between global competition and professional dedication as a bureaucrat Therefore, the Indonesian librarians should be the host. The key is professionalism, integrity, and competence. IPI as libmrianship organization should became the initiator and catalyst in responding to environmental changes, such as the development of science and technology, decentralization, reform, and the economic of ASEAN integration (MEA 2015). Furthermore, IPI must be a leading sector of professional libmrianship organization, independent, and based on the entrepreneurial leadership. The national strategy that must be done is strengthening partnerships, consolidation, and cooperation of professional organizations; strengthening quality of human resources in the library; increasing equality and welfare of librarians; strengthening development facilities of librarian standards in Indonesia; strengthening professional leadership.

The present article aims to underline the efforts taken in the last 13 years so that the Romanian judicial system can improve its fight against corruption starting from within, but also with the corruption in the Romanian public authorities.
The expanding information and communication technology landscape has led to complex security challenges, marked by dynamic and evolving cyber threats including hacking, malware, phishing, data theft, ...fraud, and Distributed Denial of Service (DDoS). Notably, the United States has faced the highest incidence of cybercrime cases from 2017 to 2021, affecting 2.9 billion victims and resulting in a cumulative material loss of US$18.7 billion during this period. This research centers on the United States, acknowledged as the primary target for global cybercriminals, comprising 38% of cybercrime targets. This research aims to find out the strategic efforts of the United States in overcoming cybercrime that befell its country so that it becomes the best country in cases of alleviating and controlling cases of cyberattacks even though it is also the country with the highest cases of cyberattacks in the world. Utilizing a qualitative research method, the study demonstrates that the United States collaborates systematically and synergistically with state governments, employing a centralized approach to delegate specific tasks and authorities. The study concludes that the United States has implemented the National Cybersecurity Strategy (NCS) 2023 program, aiming to establish a strategic environment and ecosystem by maintaining vital infrastructure and centralized integration.

The new IPBES work programme “assessment of transformative change” aims to identify factors in human society—behavioural, social, cultural dimensions, among others—that may be leveraged to bring ...about transformative change. In this context and based on its scientific recommendations, the third French National Strategy for Biodiversity for 2030 (SNB3), published in 2022, aims to contribute to the implementation of France’s international commitments under the Convention on Biological Diversity and the EU’s Biodiversity Strategy for 2030. We carried out a critical assessment of the capacity of the first version of SNB3 to initiate transformative change. Firstly, we describe a two-step assessment methodology for determining the leverage potential of the strategy’s measures, based on a robust and replicable independent scientific audit and a multi-criteria analysis. Secondly, we present the main results of the assessment using the SNB3 as a case example. We confirm the scientific and practical relevance of this type of exercise for policy makers, for establishing strategies that are part of a transition process allowing for real transformative change in society. By analysing the measures and ranking them from most to least efficient, this study reveals the strengths and weaknesses of the strategy by anticipating what should have and may not have an impact, while highlighting what needs to be improved as a priority.
The aim of this study is to assess the implementation of the principles of the Association Agreement between Ukraine and the European Union (hereinafter - the Agreement) in Ukraine in the field of ...civil society development, in particular in the implementation of the National Strategy for Civil Society Development for 2016-2020 (hereinafter - the National Strategy - 2020). A comparative analysis of ensuring in Ukraine the principles of stability and effectiveness of democratic institutions, rule of law, respect for human rights and fundamental freedoms, as agreed by the Parties to the agreement in the field of domestic policy. The analysis revealed certain deviations from the provision of these democratic principles. Requirements for the content of the new National Strategy, which is being formed for 2021-2026 (hereinafter - the National Strategy - 2026) by joint efforts of the Ukrainian government and civil society organizations (CSOs) have been formulated. Based on the study, specific recommendations were made on the implementation of the principles of the Agreement in the draft of the new National Strategy - 2026 and on the further development of civil society in Ukraine.
