Risk assessment has become a dominant public policy tool for making choices, based on limited resources, to protect public health and the environment. It has been instrumental to the mission of the ...U.S. Environmental Protection Agency (EPA) as well as other federal agencies in evaluating public health concerns, informing regulatory and technological decisions, prioritizing research needs and funding, and in developing approaches for cost-benefit analysis.
However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment.
Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. The new book embeds these concepts within a broader framework for risk-based decision-making. Together, these are essential references for those working in the regulatory and public health fields.

Yet efforts to reduce the risks of natural hazards remain largely uncoordinated across different hazard types and do not necessarily focus on areas at highest risk of disaster. Natural Disaster Hotspots presents a global view of major natural disaster risk hotspots – areas at relatively high risk of loss from one or more natural hazards. It summarizes the results of an interdisciplinary analysis of the location and characteristics of hotspots for six natural hazards – earthquakes, volcanoes, landslides, floods, drought, and cyclones. Data on these hazards are combined with state-of-the-art data on the subnational distribution of population and economic output and past disaster losses to identify areas at relatively high risk from one or more hazards.

Under the impact of various uncertainties, the potential operation risk of the distribution network is gradually gaining more and more attention in both security and economy. To comprehensively ...determine the risk level, an operational risk assessment method considering multiple risk factors is proposed. Firstly, probabilistic models are established including temporal distributions of electric vehicles and uncertainties of renewable energy. Secondly, a time-sequential security risk assessment method with several security indicators including overvoltage risk, undervoltage risk, line-overload risk and load-loss risk is established using probabilistic load flow and dynamical sensitivity weight analysis method. Thirdly, conditional value at risk model is presented for time-varying economic risk considering line-loss risk and operational profit or loss risk of distributed generations. Finally, a risk early warning standard is proposed to realise the visualisation of risk warning by defining the risk level and risk area. Simulations of different scenarios are conducted on the modified IEEE 34-bus radial test system and the results reveal that the proposed strategy is effective and practical.
