    In the past few decades the social care system in the Republic of Croatia has seen some very turbulent periods in its development. In the course of the pastdecade there have been endeavours to ... introduce systemic reform activities. Here, an especially important role is played by the central institutions, namely Social Care Centres. Past endeavours in implementing the reform did not achieve its basic goals of modernisation and of raising the level of the system's efficiency. Social Care Centres continue to be predominantly administrative organisations lacking possibilities for offering social services in accordance with the requirements of the profession. As a result they actually find themselves functioning more as state governed institutions guaranteeing social security as well as exercising control, rather than becoming integral parts of life of local communities and the central places in which the residents of local communities could realise quality social services.
