Simulations are commonly used in technical systems. The paper demonstrates their applicability to systems where the human factor is more important. It discusses an example of a procedure in public ...administration where the effects of reorganization are simulated. The intention of the reorganization is positive - but easing the load on clients means thet the procedure takes longer. With simulations it is possible to monitor the procedure and obtain data which are otherwise impossible to obtain.
