  • Democracy in state schools? : thoughts on how the influence of parents on school and teachers can be increased
    Krumm, Volker
Citizens ONLY vote for political parties, shareholders and bank customers ONLY entrust their money to particular institutions, union members ONLY pay fees in the hope that the union will ensure ... better working conditions. Parents, however, entrust something of much greater value to teachers: their child. However parental rights are defined, this particular situation will always lead to a limiting of influence within the school. Parents know that they "always have hostage at school". This particular position of weakness - particularly in a system that offers no choice or possibilities of changing school - is not taken into account in discussions on"school autonomy", "participatory rights for parents", a fair system of "distribution of organizational influence between parents and teachers" or on school "democracy". In the light of this particularity it should be clear why why parents, who should be sovereings in a school in a democratic society, do in fact react like reluctant, timid and compliant subject.
