  • Intergovernmentalism versus supranationalism in the European Union [Elektronski vir] : consequences of the migrant crisis

    During the migrant crisis of 2015, over a million refugees sought asylum in the European Union (EU) member states. This has put some EU member states under great pressure in terms of their national ... capacities to provide care and accommodation. As the migration crisis progressed, member states were asymmetrically affected, and tensions arose between the national and supranational level of the EU in responding to the challenge. Some member states have decided to pursue national interests over EU legislation, raising the question of whether the migrant crisis has led to a strengthening of the intergovernmental nature of the EU. The theories of European integration – neofunctionalism and the theory of intergovernmentalism are applied in order to understand the tensions between the national and supranational levels in the decision-making process and the implementation of decisions and policies in the EU. A qualitative content analysis is conducted using reports from the European Commission, other secondary sources and fragments from interviews. Drawing on central claims of both theories, it is demonstrated that in the migrant crisis of 2015 the supranational dimension of EU migrant policy has transformed into an intergovernmental policy. The analytical contribution of this paper lies in the explanation of the political discourse during the migration crisis and the assessment of the importance of the nature of competence of the EU and the spatial distribution of the pressure among EU member states exposed to the crisis.
