Governance is one of the most important factors for ensuring effective environmental management and conservation actions. Yet, there is still a relative paucity of comprehensive and practicable ...guidance that can be used to frame the evaluation, design, and analysis of systems of environmental governance. This conceptual review and synthesis article seeks to addresses this problem through resituating the broad body of governance literature into a practical framework for environmental governance. Our framework builds on a rich history of governance scholarship to propose that environmental governance has four general aims or objectives – to be effective, to be equitable, to be responsive, and to be robust. Each of these four objectives need to be considered simultaneously across the institutional, structural, and procedural elements of environmental governance. Through a review of the literature, we developed a set of attributes for each of these objectives and relate these to the overall capacity, functioning, and performance of environmental governance. Our aim is to provide a practical and adaptable framework that can be applied to the design, evaluation, and analysis of environmental governance in different social and political contexts, to diverse environmental problems and modes of governance, and at a range of scales.
Coastal communities, indigenous peoples, and small-scale fishers rely on the ocean for livelihoods, for subsistence, for wellbeing and for cultural continuity. Thus, understanding the human ...dimensions of the world's peopled seas and coasts is fundamental to evidence-based decision-making across marine policy realms, including marine conservation, marine spatial planning, fisheries management, the blue economy and climate adaptation. This perspective article contends that the marine social sciences must inform the pursuit of sustainable oceans. To this end, the article introduces this burgeoning field and briefly reviews the insights that social science can offer to guide ocean and coastal policy and management. The upcoming United Nations Decade of Ocean Science for Sustainable Development (2021-2030) provides a tremendous opportunity to build on the current interest, need for and momentum in the marine social sciences. We will be missing the boat if the marine social sciences do not form an integral and substantial part of the mandate and investments of this global ocean science for sustainability initiative.
Debate about what proportion of the Earth to protect often overshadows the question of how nature should be conserved and by whom. We present a systematic review and narrative synthesis of 169 ...publications investigating how different forms of governance influence conservation outcomes, paying particular attention to the role played by Indigenous peoples and local communities. We find a stark contrast between the outcomes produced by externally controlled conservation, and those produced by locally controlled efforts. Crucially, most studies presenting positive outcomes for both well-being and conservation come from cases where Indigenous peoples and local communities play a central role, such as when they have substantial influence over decision making or when local institutions regulating tenure form a recognized part of governance. In contrast, when interventions are controlled by external organizations and involve strategies to change local practices and supersede customary institutions, they tend to result in relatively ineffective conservation at the same time as producing negative social outcomes. Our findings suggest that equitable conservation, which empowers and supports the environmental stewardship of Indigenous peoples and local communities represents the primary pathway to effective long-term conservation of biodiversity, particularly when upheld in wider law and policy. Whether for protected areas in biodiversity hotspots or restoration of highly modified ecosystems, whether involving highly traditional or diverse and dynamic local communities, conservation can become more effective through an increased focus on governance type and quality, and fostering solutions that reinforce the role, capacity, and rights of Indigenous peoples and local communities. We detail how to enact progressive governance transitions through recommendations for conservation policy, with immediate relevance for how to achieve the next decade's conservation targets under the UN Convention on Biological Diversity.
Concerns about the social consequences of conservation have spurred increased attention the monitoring and evaluation of the social impacts of conservation projects. This has resulted in a growing ...body of research that demonstrates how conservation can produce both positive and negative social economic, cultural health, and governance consequences for local communities. Yet, the results of social monitoring efforts are seldom applied to adaptively manage conservation projects. Greater attention is needed to incorporating the results of social impact assessments in long-term conservation management to minimize negative social consequences and maximize social benefits. We bring together insights from social impact assessment, adaptive management, social learning, knowledge coproduction, cross-scale governance, and environmental planning to propose a definition and framework for adaptive social impact management (ASIM). We define ASIM as the cyclical process of monitoring and adaptively managing social impacts over the life-span of an initiative through the 4 stages of profiling, learning, planning, and implementing. We outline 14 steps associated with the 4 stages of the ASIM cycle and provide guidance and potential methods for social-indicator development, predictive assessments of social impacts, monitoring and evaluation, communication of results, and identification and prioritization of management responses. Successful ASIM will be aided by engaging with best practices - including local engagement and collaboration in the process, transparent communication of results to stakeholders, collective deliberation on and choice of interventions, documentation of shared learning at the site level, and the scaling up of insights to inform higher-level conservation policiesto increase accountability, trust, and perceived legitimacy among stakeholders. The ASIM process is broadly applicable to conservation, environmental management, and development initiatives at various scales and in different contexts. Las preocupaciones sobre las consecuencias sociales de la conservación han generado un incremento en la atención puesta al monitoreo y a la evaluación de los impactos sociales de los proyectos de conservación. Esto ha resultado en un creciente cuerpo de investigación que demuestra cómo la conservación puede producir consecuencias sociales, económicas, culturales, de salud y gobernanza tanto positivas como negativas para las comunidades locales. A pesar de esto, los resultados de los esfuerzos de monitoreo social rara vez se aplican para manejar adaptativamente los proyectos de conservación. Se necesita de mayor atención para incorporar los resultados de las valoraciones del impacto social en el manejo de la conservación a largo plazo para minimizar las consecuencias sociales negativas y maximizar los beneficios sociales. Juntamos el conocimiento de la valoración del impacto social, el manejo adaptativo, el aprendizaje social, la coproducción del conocimiento, la gobernanza a través de escalas, y laplaneación ambiental para proponer una definición y un marco de trabajo para el manejo adaptativo del impacto social (ASIM). Definimos el ASIM como el proceso cíclico de monitoreo y manejo adaptativo de los impactos sociales a lo largo de la vida de una iniciativa a través de cuatro etapas de evaluación por perfil, aprendizaje, planeación e implementación. Resumimos 14 pasos asociados con las cuatro etapas del ciclo del ASIM y proporcionamos una guía y métodos potenciales para el desarrollo del indicador social, la valoración predictiva de los impactos sociales, el monitoreo y la evaluación, la comunicación de los resultados, y la identificación y priorización de las respuestas del manejo. Los ASIM exitosos serán apoyados al trabajar con las mejores prácticas - incluyendo al compromiso local y la colaboración en el proceso, la comunicación transparente de los resultados a los accionistas, la deliberación colectiva y la elección de intervenciones, la documentación del aprendizaje compartido a nivel de sitio, y el incremento de conocimiento para informar las políticas de conservación de niveles más altos para incrementar la responsabilidad, confianza y la legitimidad percibida entre los accionistas. El proceso del ASIM es aplicable en general a la conservación, el manejo ambiental y a las iniciativas de desarrollo a varias escalas y en diferentes contextos.
The world's oceans and coasts are awash in a sea of politics. The marine environment is increasingly busy, changing, and a site of degradation, marginalization, injustice, contestation and conflict ...over declining resources and occupied spaces at local to global scales. Themes of political ecology, such as power and politics, narratives and knowledge, scale and history, environmental justice and equity, are thus salient issues to understand in ocean and coastal governance and management. This subject review examines research on these themes of political ecology in the ocean and coastal environment and reflects on how the insights gained might be applied to governance and management. Political ecology provides important insights into: the influence of power in ocean management and governance processes; the manner in which narratives, knowledge, and scale are used to legitimize and shape policies and management efforts; the effects of historical trajectories on present circumstances, options, and practices; and the nature of inequities and environmental injustices that can occur in the marine environment. Moreover, ocean and coastal researchers, practitioners, and decision makers ought to engage with the political processes and injustices occurring in the ocean. Moving from critical insights to constructive engagements will ensure that political ecology helps to plant seeds of hope in the Anthropocene ocean.
The notion of transformation is gaining traction in contemporary sustainability debates. New ways of theorising and supporting transformations are emerging and, so the argument goes, opening exciting ...spaces to (re)imagine and (re)structure radically different futures. Yet, questions remain about how the term is being translated from an academic concept into an assemblage of normative policies and practices, and how this process might shape social, political, and environmental change. Motivated by these questions, we identify five latent risks associated with discourse that frames transformation as apolitical and/or inevitable. We refer to these risks as the dark side of transformation. While we cannot predict the future of radical transformations towards sustainability, we suggest that scientists, policymakers, and practitioners need to consider such change in more inherently plural and political ways.
It has long been claimed that a better understanding of human or social dimensions of environmental issues will improve conservation. The social sciences are one important means through which ...researchers and practitioners can attain that better understanding. Yet, a lack of awareness of the scope and uncertainty about the purpose of the conservation social sciences impedes the conservation community's effective engagement with the human dimensions. This paper examines the scope and purpose of eighteen subfields of classic, interdisciplinary and applied conservation social sciences and articulates ten distinct contributions that the social sciences can make to understanding and improving conservation. In brief, the conservation social sciences can be valuable to conservation for descriptive, diagnostic, disruptive, reflexive, generative, innovative, or instrumental reasons. This review and supporting materials provides a succinct yet comprehensive reference for conservation scientists and practitioners. We contend that the social sciences can help facilitate conservation policies, actions and outcomes that are more legitimate, salient, robust and effective.

There has been increasing attention to and investment in local environmental stewardship in conservation and environmental management policies and programs globally. Yet environmental stewardship has ...not received adequate conceptual attention. Establishing a clear definition and comprehensive analytical framework could strengthen our ability to understand the factors that lead to the success or failure of environmental stewardship in different contexts and how to most effectively support and enable local efforts. Here we propose such a definition and framework. First, we define local environmental stewardship as the actions taken by individuals, groups or networks of actors, with various motivations and levels of capacity, to protect, care for or responsibly use the environment in pursuit of environmental and/or social outcomes in diverse social–ecological contexts. Next, drawing from a review of the environmental stewardship, management and governance literatures, we unpack the elements of this definition to develop an analytical framework that can facilitate research on local environmental stewardship. Finally, we discuss potential interventions and leverage points for promoting or supporting local stewardship and future applications of the framework to guide descriptive, evaluative, prescriptive or systematic analysis of environmental stewardship. Further application of this framework in diverse environmental and social contexts is recommended to refine the elements and develop insights that will guide and improve the outcomes of environmental stewardship initiatives and investments. Ultimately, our aim is to raise the profile of environmental stewardship as a valuable and holistic concept for guiding productive and sustained relationships with the environment.
The COVID-19 pandemic has rapidly spread around the world with extensive social and economic effects. This editorial focuses specifically on the implications of the pandemic for small-scale fishers, ...including marketing and processing aspects of the sector, and coastal fishing communities, drawing from news and reports from around the world. Negative consequences to date have included complete shut-downs of some fisheries, knock-on economic effects from market disruptions, increased health risks for fishers, processors and communities, additional implications for marginalized groups, exacerbated vulnerabilities to other social and environmental stressors, and increased Illegal, Unreported and Unregulated fishing. Though much of the news is dire, there have been some positive outcomes such as food sharing, the revival of local food networks, increases in local sales through direct marketing and deliveries, collective actions to safeguard rights, collaborations between communities and governments, and reduced fishing pressure in some places. While the crisis is still unfolding, there is an urgent need to coordinate, plan and implement effective short- and long-term responses. Thus, we urge governments, development organizations, NGOs, donors, the private sector, and researchers to rapidly mobilize in support of small-scale fishers, coastal fishing communities, and associated civil society organizations, and suggest actions that can be taken by each to help these groups respond to the COVID-19 pandemic.
Local support is important for the longevity of conservation initiatives. The literature suggests that perceptions of ecological effectiveness, social impacts, and good governance will influence ...levels of local support for conservation. This paper examines these relationships using data from a survey of small‐scale fishermen in 11 marine protected areas from six countries in the Mediterranean Sea. The survey queried small‐scale fishermen regarding perceptions and support for conservation. We constructed composite scores for three categories of perceptions—ecological effectiveness, social impacts, and good governance—and tested the relationship with levels of support using ordinal regression models. While all three factors were positively correlated with support for conservation, perceptions of good governance and social impacts were stronger predictors of increasing support. These findings suggest that employing good governance processes and managing social impacts may be more important than ecological effectiveness for maintaining local support for conservation.
