To meet collective obligations towards biodiversity conservation and monitoring, it is essential that the world's governments and non-governmental organisations as well as the research community tap ...all possible sources of data and information, including new, fast-growing sources such as citizen science (CS), in which volunteers participate in some or all aspects of environmental assessments. Through compilation of a database on CS and community-based monitoring (CBM, a subset of CS) programs, we assess where contributions from CS and CBM are significant and where opportunities for growth exist. We use the Essential Biodiversity Variable framework to describe the range of biodiversity data needed to track progress towards global biodiversity targets, and we assess strengths and gaps in geographical and taxonomic coverage. Our results show that existing CS and CBM data particularly provide large-scale data on species distribution and population abundance, species traits such as phenology, and ecosystem function variables such as primary and secondary productivity. Only birds, Lepidoptera and plants are monitored at scale. Most CS schemes are found in Europe, North America, South Africa, India, and Australia. We then explore what can be learned from successful CS/CBM programs that would facilitate the scaling up of current efforts, how existing strengths in data coverage can be better exploited, and the strategies that could maximise the synergies between CS/CBM and other approaches for monitoring biodiversity, in particular from remote sensing. More and better targeted funding will be needed, if CS/CBM programs are to contribute further to international biodiversity monitoring.

Monitoring of biodiversity and resource use by professional scientists is often costly and hard to sustain, especially in developing countries, where financial resources are limited. Moreover, such ...monitoring can be logistically and technically difficult and is often perceived to be irrelevant by resource managers and the local communities. Alternatives are emerging, carried out at a local scale and by individuals with little formal education. The methods adopted span a spectrum, from participatory monitoring where aims and objectives are defined by the community, to ranger-based monitoring in protected areas. What distinguishes these approaches is that local people or local government staff are directly involved in data collection and (in most instances) analysis. In this issue of Biodiversity and Conservation, 15 case studies examine whether these new approaches can address the limitations of professional monitoring in developing countries. The case studies evaluate ongoing locally-based monitoring schemes involving more than 1500 community members in 13 countries. The papers are based on a symposium held in Denmark in April 2004 (www. monitoringmatters.org). Here, we review how the case studies shed light on the following key issues concerning locally-based methods: cost, sustainability, their ability to detect true local or larger-scale trends, their links to management decisions and action, and the empowerment of local constituencies. Locally-based monitoring appears to be consistently cheap relative to the costs of management and of professional monitoring, even though the start-up costs can be high. Most local monitoring schemes are still young and thus their chances of being sustained over the longer term are not yet certain. However, we believe their chances of surviving are better than many professional schemes, particularly when they are institutionalised within existing management structures, and linked to the delivery of ecosystem goods or services to local communities. When properly designed, local schemes yield locally relevant results that can be as reliable as those derived from professional monitoring. Many management decisions emanate from local schemes. The decisions appear to be taken promptly, in response to immediate threats to the environment, and often lead to community-based actions to protect habitats, species or the local flow of ecosystem benefits; however, few local schemes have so far led to actions beyond the local scale. Locally-based monitoring schemes often reinforce existing community-based resource management systems and lead to change in the attitude of locals towards more environmentally sustainable resource management. Locally-derived data have considerable unexplored potential to elucidate global patterns of change in the status of populations and habitats, the services they provide, and the threats they face, but more effort is needed to develop effective modalities for feeding locally-derived data up to national and international levels.PUBLICATION ABSTRACT
Citizen science is an important vehicle for democratizing science and promoting the goal of universal and equitable access to scientific data and information. Data generated by citizen science groups ...have become an increasingly important source for scientists, applied users and those pursuing the 2030 Agenda for Sustainable Development. Citizen science data are used extensively in studies of biodiversity and pollution; crowdsourced data are being used by UN operational agencies for humanitarian activities; and citizen scientists are providing data relevant to monitoring the sustainable development goals (SDGs). This article provides an International Science Council (ISC) perspective on citizen science data generating activities in support of the 2030 Agenda and on needed improvements to the citizen science community's data stewardship practices for the benefit of science and society by presenting results of research undertaken by an ISC-sponsored Task Group.
The growing demand for biofuels is promoting the expansion of a number of agricultural commodities, including oil palm ( Elaeis guineensis). Oil-palm plantations cover over 13 million ha, primarily ...in Southeast Asia, where they have directly or indirectly replaced tropical rainforest. We explored the impact of the spread of oil-palm plantations on greenhouse gas emission and biodiversity. We assessed changes in carbon stocks with changing land use and compared this with the amount of fossil-fuel carbon emission avoided through its replacement by biofuel carbon. We estimated it would take between 75 and 93 years for the carbon emissions saved through use of biofuel to compensate for the carbon lost through forest conversion, depending on how the forest was cleared. If the original habitat was peatland, carbon balance would take more than 600 years. Conversely, planting oil palms on degraded grassland would lead to a net removal of carbon within 10 years. These estimates have associated uncertainty, but their magnitude and relative proportions seem credible. We carried out a meta-analysis of published faunal studies that compared forest with oil palm. We found that plantations supported species-poor communities containing few forest species. Because no published data on flora were available, we present results from our sampling of plants in oil palm and forest plots in Indonesia. Although the species richness of pteridophytes was higher in plantations, they held few forest species. Trees, lianas, epiphytic orchids, and indigenous palms were wholly absent from oil-palm plantations. The majority of individual plants and animals in oil-palm plantations belonged to a small number of generalist species of low conservation concern. As countries strive to meet obligations to reduce carbon emissions under one international agreement (Kyoto Protocol), they may not only fail to meet their obligations under another (Convention on Biological Diversity) but may actually hasten global climate change. Reducing deforestation is likely to represent a more effective climate-change mitigation strategy than converting forest for biofuel production, and it may help nations meet their international commitments to reduce biodiversity loss.

The 26 December 2004 Indian Ocean tsunami had major effects on coastal communities and ecosystems. An assessment of coastlines after the tsunami indicates that coastal vegetation such as mangroves ...and beach forests helped to provide protection and reduce effects on adjacent communities. In recent years, mangroves and other coastal vegetation have been cleared or degraded along many coastlines, increasing their vulnerability to storm and tsunami damage. Establishing or strengthening greenbelts of mangroves and other coastal forests may play a key role in reducing the effect of future extreme events.
Monitoring vector-human interaction is pivotal for assessing potential transmission rates of vector borne diseases and their associated public health impact. People often seek information following ...an insect bite in order to identify hematophagous arthropods, which in recent years often is done using Internet resources. Through this activity, a record of net searches is generated, which include information that reflect local human-arthropod interaction, e.g., for the common tick (
) in European countries. Such records could in principle provide low cost real-time monitoring data, if indeed Internet search activities adequately reflect tick-human interaction. We here explore Google Trends records for within-year and between-year trends, for four different Danish search terms for "tick(s)". We further assess the relationship between monthly search-frequencies and local weather conditions (temperatures and precipitation from 2007 to 2016) in nine European countries. Our findings point to significant limitations in the records due to changes in search-term preferences over the given years. However, the seasonal dynamics are comparable among search-terms. Moreover, the seasonal pattern in search terms vary across Europe in tune with changes in temperature and precipitation. We conclude that, the within-year variation for given search-terms provide credible information, which systematically vary with local weather patterns. We are not convinced that these records merely reflect general interest. It will, however, require a more in-depth analysis by researchers that have specific insight into local language practices to fully assess the strength and weaknesses of this approach.
The rapid global growth of conservation schemes designed to incentivize local communities to conserve natural resources has placed new importance on biological monitoring to assess whether agreements ...and targets linked to payments are being met. To evaluate competence in natural resource monitoring, we compared data on status and trends collected independently by local-community members and trained scientists for 63 taxa and five types of resource use in 34 tropical forest sites across four countries over 2.5 years. We hypothesized that the results would vary according to differences in the education and value systems of the monitors. We found that, despite considerable differences in countries, cultures, and the types of natural resources monitored, the community members and the scientists produced similar results for the status of and trends in species and natural resources. Our findings highlight the potential value of locally based natural resource monitoring for conservation decisionmaking across developing countries.
Recent attention to the role of Indigenous knowledge (IK) in environmental monitoring, research and decision‐making is likely to attract new people to this field of work.
Advancing the bringing ...together of IK and science in a way that is desirable to IK holders can lead to successful and inclusive research and decision‐making.
We used the Delphi technique with 18 expert participants who were IK holders or working closely with IK from across the Arctic to examine the drivers of progress and limitations to the use of IK along with science to inform decision‐making related to wildlife, reindeer herding and the environment. We also used this technique to identify participants' experiences of scientists' misconceptions concerning IK.
Participants had a strong focus on transformative change relating to the structure of institutions, politics, rights, involvement, power and agency over technical issues advancing or limiting progress (e.g. new technologies and language barriers).
Participants identified two modes of desirable research: coproducing knowledge with scientists and autonomous Indigenous‐led research. They highlighted the need for more collaborative and coproduction projects to allow further refinement of approaches and more funding to support autonomous, Indigenous‐led research.
Most misconceptions held by scientists concerning IK that were identified by participants related to the spatial, temporal and conceptual scope of IK, and the perceived need to validate IK using Western science.
Our research highlights some of the issues that need to be addressed by all participants in research and decision‐making involving IK and science. While exact approaches will need to be tailored to specific social‐ecological contexts, consideration of these broader concerns revealed by our analysis are likely to be central to effective partnerships.

The monitoring of trends in the status of species or habitats is routine in developed countries, where it is funded by the state or large nongovernmental organizations and often involves large ...numbers of skilled amateur volunteers. Far less monitoring of natural resources takes place in developing countries, where state agencies have small budgets, there are fewer skilled professionals or amateurs, and socioeconomic conditions prevent development of a culture of volunteerism. The resulting lack of knowledge about trends in species and habitats presents a serious challenge for detecting, understanding, and reversing declines in natural resource values. International environmental agreements require signatories undertake systematic monitoring of their natural resources, but no system exists to guide the development and expansion of monitoring schemes. To help develop such a protocol, we suggest a typology of monitoring categories, defined by their degree of local participation, ranging from no local involvement with monitoring undertaken by professional researchers to an entirely local effort with monitoring undertaken by local people. We assessed the strengths and weaknesses of each monitoring category and the potential of each to be sustainable in developed or developing countries. Locally based monitoring is particularly relevant in developing countries, where it can lead to rapid decisions to solve the key threats affecting natural resources, can empower local communities to better manage their resources, and can refine sustainable-use strategies to improve local livelihoods. Nevertheless, we recognize that the accuracy and precision of the monitoring undertaken by local communities in different situations needs further study and field protocols need to be further developed to get the best from the unrealized potential of this approach. A challenge to conservation biologists is to identify and establish the monitoring system most relevant to a particular situation and to develop methods to integrate outputs from across the spectrum of monitoring schemes to produce wider indices of natural resources that capture the strengths of each.
