Cilj. Cilj je ovog rada predstavljanje primjera dobre prakse kriznog upravljanja i knjižničnog poslovanja Knjižnica grada Zagreba tijekom 2020. godine, posebice u sa- mom jeku potpune obustave rada ...svih kulturnih djelatnosti.
Pristup/metodologija. Osim pregleda usluga za korisnike koje su se pružale konti- nuirano, u radu će detaljno biti prikazani primjeri dobre prakse iz poslovanja, osmišljeni i uvedeni u vrlo kratkom vremenu u nastojanju da se zadovolje brojne društvene, kultur- ne i obrazovne, pa čak i psihološke potrebe građana. Prikazane su i knjižnične prakse i usluge u međunarodnom kontekstu s kojima je provedena usporedba, kao i usklađenost s preporukama međunarodnih i nacionalnih knjižničarskih udruženja te je dan pregled rezultata kvantitativne i sadržajne analize komunikacije s korisnicima putem e-pošte i objava u medijima.
Rezultati. Usporedba knjižničnih praksi i usluga u međunarodnom kontekstu te ana- liza usklađenosti s preporukama međunarodnih i nacionalnih knjižničarskih udruženja pokazuju visok stupanj podudarnosti i usklađenosti, dok su rezultati kvantitativne i sa- držajne analize komunikacije s korisnicima i objava u medijima potvrdili opravdanost korištenog modela kriznog upravljanja i komunikacije.
Praktična primjena. Mogućnost praktične primjene prikazanih primjera dobre prak- se kriznog upravljanja i knjižničnog poslovanja te rezultata i prikaza usluga za korisnike svakako je neizmjerno važna za sve narodne knjižnice u Hrvatskoj.
Društveni značaj. Bolest COVID-19 nametnula je sasvim nove paradigme poslova- nja, poput zatvaranja knjižnica, strogih higijenskih mjera i fizičke udaljenosti, a rad u kriznim okolnostima dodatno je otežan potresom koji je pogodio Zagreb 22. ožujka te poplavom koja se dogodila 24. srpnja 2020. godine. Rad je prilog tvrdnji da su knjižnice ustanove koje su oduvijek spremno odgovarale na raznolike društvene izazove.
Originalnost/vrijednost. Opisani primjeri dobre prakse kriznog upravljanja i komu- niciranja te opisane knjižnične usluge predstavljaju značajan doprinos pregledu praksi kriznog upravljanja u narodnim knjižnicama na nacionalnoj razini te na toj razini pred- stavljaju vrijedan prilog za daljnju raspravu.

Knjižnice grada Zagreba najveća su mreža narodnih knjižnica u Hrvatskoj, ustanova koja usluge ne razvija samo za korisnike – već i s korisnicima. Slijedeći tu pretpostavku, no i u skladu s misijom ...ustanove te suvremenim kretanjima u području informacijskih znanosti, mnoštvo tradicionalnih usluga poprimilo je i digitalnu inačicu ili se pokreću nove digitalne usluge – poput usluge „Postanite e-Građani uz pomoć knjižnice“. U suradnji s Ministarstvom uprave Republike Hrvatske upravo u Gradskoj knjižnici pokrenuta je spomenuta usluga, koja je nakon pilot-faze uspostavljena i u drugim knjižnicama mreže Knjižnica grada Zagreba, ali i u Hrvatskoj, a s ciljem veće stope ostvarivanja građanskih i socijalnih prava od strane građana. Nakon pregleda uloge knjižnica u demokratskom društvu i digitalnih usluga Knjižnica grada Zagreba, u radu će se predstaviti razvoj knjižničnih usluga vezanih uz projekt Vlade Republike Hrvatske e-Građani, kao i vrednovanje pružene usluge od strane neposrednih korisnika projekta. Predstavit će se i promišljanja autora o širenju usluge, kao i o njezinu poboljšanju.
Zagreb City Libraries (ZCL) is the largest network of public libraries in Croatia, an institution that does not develop library services only for users – but also with them. Following that presumption, ZCL’s mission and up-to-date trends in the field of Library and Information Science (LIS), many traditional services are now existent both in traditional and digital version and some of the new services are digital – such as “Become an e-Citizen with the help of the library”. Pilot-stage of this service was implemented in the City library of Zagreb in partnership with the Ministry of Public Administration in the Republic of Croatia, with the goal to improve access of all citizens to civic and social services. After positive feedback from users and LIS community, the service is now being implemented in several other libraries of the ZCL network and across Croatia. This paper will consider the role of libraries in the process of e-democracy and ZCL’s digital services, with special emphasis on the development of library services related to the Croatian Government’s project e-Citizen and evaluation of the project by immediate users. Also, the paper will present author’s opinion on how to improve the service and make it available in more librarie.
Purpose
The purpose of this paper is to present an exploratory study whose aim was to investigate the role of public libraries in the provision of European Union (EU) information in an EU acceding ...country (Croatia).
Design/methodology/approach
Study was conducted via online questionnaire in public libraries across country.
Findings
The findings revealed that majority of respondents (83.7 percent) think it is an important task of public libraries to provide citizens with materials about the EU, and that almost all responding libraries (98 percent) have EU materials. In general, respondents think that provision of EU materials in their library does not compromise its role of politically neutral institution. The results also indicate that libraries quite rarely (10 percent) maintain links to relevant EU online sources on their websites. EU collections in responding libraries are promoted actively most frequently in the library itself and on its website, and very rarely in the local media.
Practical implications
Findings are expected to be of interest to European administration in charge of the development of effective communication policies, national authorities in EU candidate and acceding countries, and information professionals in general.

– A total of 504 students enrolled in post-secondary education across country took part in this study. Data were collected through an online survey during a 60-day period preceding the Croatia’s full membership in the EU.
Findings
– The findings revealed the high need for information about the EU among the student population. The respondents required European information in a wide range of thematic areas and the majority of them did not feel well informed about the EU in general. Students responding required the European information both for personal reasons and for educational purposes. The majority of respondents required the EU information in order to better understand the EU in general and they faced a number of challenges when accessing it.
Research limitations/implications
– Limitations inherent to the method used and the limited number of respondents. Future research should include a wider array of respondents (older citizens, professionals, etc.) so as to obtain a broad a picture as possible of information needs and seeking behavior related to EU.
Practical implications
– The study offers valuable insight into the types of EU information needed by citizens (post-secondary students) in an acceding country. The survey results are expected to be of interest to European administration charged with the development of effective communication policies, national authorities in EU candidate and acceding countries, and information professionals in general.
Originality/value
