Ma már nem kérdés, hanem nagyon komoly környezeti-gazdasági-társadalmi probléma a biodiverzitás gyorsuló ütemű csökkenése, az ökoszisztémák degradációja és a klímaváltozás okozta kihívások kezelése. ...2018. év végén két fontos – nemzetközi szakértők által összeállított – tudományos jelentés jelent meg, amelyek a biodiverzitás csökkenését és a klímaváltozás hatásait vizsgálták. Az egyik az EN SZIPCC (Egyesült Nemzetek Szervezetének - Éghajlat-változási Kormányközi Testület) jelentése a klímaváltozásról, a másik jelentés pedig a WWF (Természetvédelmi Világalap) Élő Bolygó Jelentése a biodiverzitás és az ökoszisztémák állapotáról. Mindkét jelentés meglehetősen pesszimista helyzetet mutat be, és drasztikus lépéseket, valamint nemzetközi összefogást sürget a kedvezőtlen folyamatok kezelésével kapcsolatban. A Millenniumi Ökoszisztéma Felmérésben megállapítják, hogy az ökoszisztéma-szolgáltatások 60%-át nem fenntartható módon használja az emberiség. A természeti erőforrások növekvő mértékű és gyorsuló ütemű gazdasági felhasználása, az emberiség környezetre gyakorolt negatív hatása, az ökoszisztémák és az általuk biztosított ökoszisztéma-szolgáltatások gyengüléséhez vezetnek. Ezen szolgáltatások az alapjai mind a társadalmi jóllétnek, mind a gazdasági teljesítmény elérésének. Így a biodiverzitás csökkenésének, az ökoszisztéma-szolgáltatások degradációjának és a klímaváltozás negatív hatásainak következménye a jövedelmek csökkenése (sok esetben teljes megszűnése), valamint az egyén és a társadalom jóllétének a (sokszor jelentős) csökkenése. Az ökoszisztéma-szolgáltatások fogalmának bevezetése elsősorban azt a célt szolgálja, hogy bemutassa azokat a bonyolult összefüggés- és kapcsolatrendszereket, illetve folyamatokat, amelyek az ökoszisztémák működését jellemzik. Az ökoszisztémák változásának nyomon követésén túl, fontos az általuk biztosított szolgáltatások értékének meghatározása, ami lehetővé teszi, hogy mind a társadalom, mind a döntéshozók számára bemutassa e szolgáltatások jelentőségét és számszerűsítse azt a hasznosságot, amit a társadalom számára biztosítanak. Ez a folyamat hozzájárulhat a társadalmi, gazdasági szereplők szemléletének formálásához, és az ökoszisztéma állapotának megóvásához – ami egyben a jelenlegi formában ismert földi élet megóvását is jelenti. Ha a biodiverzitás csökkenésében és a klímaváltozásban elindult negatív folyamatok tovább folytatódnak, az előrejelzések szerint (jó esetben 30 éven belül, a negatív forgatókönyvek szerint akár már 10-15 éven belül) az ezekben a rendszerekben elindult negatív változások visszafordíthatatlanok lesznek, illetve elérik azt a határértéket, amihez a társadalom és a gazdaság még alkalmazkodni tud. Ahhoz, hogy a 2050-re előre jelzett kilencmilliárd ember élelmiszer-ellátása biztosítható legyen – a jelenlegi fogyasztói szokások mellett – az élelmiszer-termelést 50%-kal kell növelni. Azonban a termelés növelése – a jelenlegi mezőgazdasági gyakorlat mellett – fokozott nyomást gyakorol a természeti erőforrásokra, növeli a degradációt és ezzel együtt párhuzamosan csökken az ökoszisztémák szabályozó funkciója. Az ENSZ Éghajlat-változási Kormányközi Testületének jelentése szerint a klímaváltozás miatt 2025-re a Föld lakóinak kétharmada vízhiánnyal fog küzdeni és a haszonnövények egy része is el fog tűnni a termelésből, mivel nem lesznek képesek tolerálni a megváltozott klimatikus viszonyokat. Ugyanakkor a felmelegedés miatt a nagyobb tűréshatárral rendelkező növények terméshozama is jelentősen csökkenhet. Mivel az élelmiszer-termelés az ökoszisztéma-szolgáltatásokon alapszik, ezért az élelmiszer-biztonság megőrzése érdekében alapvető fontosságú a mezőgazdasági termelés és a természetes ökoszisztémák közötti kapcsolatok feltárása. --- Addressing the challenges of the accelerating decline in biodiversity, the degradation of ecosystems and climate change is no longer a question today, rather a very serious environmental-economic-social problem. At the end of 2018, two important scientific reports were published to investigate biodiversity loss and the effects of climate change. The first is the report on climate change by the UN IPCC (United Nations - Intergovernmental Panel on Climate Change), the other is the Living Planet Report on the state of biodiversity and ecosystems by the WWF (World Wildlife Fund). Both reports present a rather pessimistic situation and call for urgent actions and international cooperation in dealing with unfavorable these processes. The Millennium Ecosystem Assessment states that 60% of ecosystem services are used unsustainably by humanity. Increasing and accelerating economic use of natural resources, and the negative impact of mankind on the environment causes the weakening of ecosystems and their services. These services are the basis for both social well-being and economic achievement. Thus, the loss of biodiversity, the degradation of ecosystem services, and the negative effects of climate change will result in a loss of income (in many cases complete cessation), and the (often significant) decline in the well-being of the individual and society. The introduction of the concept of ecosystem services is primarily intended to present the complex relationships and processes that characterize the functioning of ecosystems. Beyond monitoring ecosystem changes, it is important to determine the value of the services they provide, which will enable both society and decision-makers to demonstrate the importance of these services and to quantify the benefits they provide to society. This process can contribute to shaping the perception of social and economic actors and to preserving the state of the ecosystem - which also means preserving the earthly life that is presently known. If negative trends in biodiversity loss and climate change continue, it is projected in the baseline scenario within 30 years and in the negative scenarios within 10-15 years that negative changes in these systems will be irreversible and reach the limits that society and economy can adapt to. In order to ensure food supply for the nine billion people predicted by 2050 - in addition to current consumer habits - food production should be increased by 50%. However, increasing production - in addition to current agricultural practices - exerts increased pressure on natural resources, increases degradation and, at the same time, reduces the regulatory function of ecosystems. According to the UN Intergovernmental Panel on Climate Change, by 2025, two-thirds of the Earth’s population will suffer from water shortages and some crops will disappear from production as they will not be able to tolerate changed climatic conditions. At the same time, the yield of plants with a higher tolerance can be significantly reduced due to global warming. Because food production is based on ecosystem services, it is essential to explore the links between agricultural production and natural ecosystems in order to maintain food safety.
Agricultural ecosystems deliver food, fibre, pharmaceuticals, bioenergy and are fundamental to human wellbeing. In Hungary main measures targeting the sustainable use of agricultural land in New ...Hungary Rural Development Programme (NHRDP) are: Agri-Environment Payments and payments to Less Favoured Areas. Based on theoretical assumptions, the delivery of different ecosystem services (e.g. soil fertility, pest control) may be typical of one product–product connection, but farms can deliver multiple services which by themselves are produced in non-separable packages. In this study we employ a transformation function with multiple outputs and inputs, representing the maximum output producing possibility from a given input and with given conditions using generalised linear regression. Given the limited options to implement the overall policy coherence of ecosystem conservation, the presented work contributes to knowledge of decisionmakers, whose need to take into account the heterogeneity of farms and corresponding ecosystem services on farm territory.
A tanulmányban megvizsgáltuk, hogy miként alakult a magyar gabonatermelő gazdaságok működési versenyképessége az 1998-2002 közötti tesztüzemi adatok alapján méret, típus, földminőség és az adott üzem ...vezetőjének életkora szerinti csoportosításban. A működési versenyképesség becslésének alapját az egységnyi inputra jutó maximális output szerinti legjobb gyakorlat határvonalához mért rangsorolás képezi. Az OCRA-modell eredményei szerint a gabonatermelők működési versenyképességének instabil javulását figyelhetjük meg a vizsgált időszakra és üzemekre vonatkozóan. A vizsgált gabonatermelő vállalkozások esetében a nagyobb méretűeknél jobb működési versenyképesség figyelhető meg a kisebbekhez képest. A gabonatermelésre szakosodott gazdaságok jobb működési versenyképességet értek el, mint az állattenyésztésre, vagy vegyes gazdálkodásra szakosodott gabonatermelő vállalkozások. A földminőség szerinti csoportosításban az elvárt eredményt kaptuk: minél jobb minőségű termőföldön gazdálkodtak a gabonatermelők, annál kedvezőbb működési versenyképességet tudtak elérni. A 40-50 év közötti gabonatermelő döntéshozók érték el a legjobb működési versenyképességet. --- On the basis of data from test-enterprises between 1998-2002 we investigated in this study the operational competitiveness o f Hungarian cereal growing farms as function o f farm size and type, quality of soil and age of manager controlling the farm. Ranking order determined against the borderline of best practices measured as maximum output per unit input constituted the basis o f the assessment o f operative competitiveness. According to the OCRA model unstable improvements in operational competitiveness o f cereal growers could be observed during the study period at the studied farms. Of the investigated enterprises bigger farms displayed higher operational competitiveness than smaller farms. Farms specializing in cereal growing achieved higher operational competitiveness than those specializing in animal husbandry or mixed operations. Quality of soil as a variable yielded the expected conclusion: the better soil farmers were working, the higher operational competitiveness they could achieve. Cereal grower managers aged between 40 to 50 years achieved the highest operational competitiveness.
The aim of this study is to estimate the influence of climate factors on the technical efficiency of Hungarian arable farms. The technical efficiency of farms is affected by several factors such as ...the technology used, the relative factor abundance, the institutional reforms with the input and output market environment, the farm size and scale economies, the organisation and management, and the farm’s specialisation. We employed a two-step approach to identify the impact of climate change on the efficiency of these farms. In the first step, using the Data Envelopment Analysis model, we calculated the efficiency (dependent variable in the second stage of analysis) of these processes. In the second step, we investigated the effect of climate and soil factors (independent variables) on efficiency by applying the Simar and Wilson (2007) approach. In this way we can assess the impacts of matched environmental variables through a robust, representative dataset for Hungary. Our results show that temperature and precipitation increases had statistically significant, positive effects on the technical efficiency of farms in the seeding and vegetative periods in both the constant and variable returns to scale models, and temperature increase during the generative phase of crop production had a negative effect on production efficiency.
Hungarian cereal production is situated in the zone of Europe which is most vulnerable to the effects of changes in climatic conditions. The objectives of this paper are to present the calibration ...and validation of the 4M crop simulation model using farm-level observed representative values, and to estimate the potential yields of winter wheat and maize production for the next three decades. Analysing the differences between the estimated and observed yields, we identified as key influencing factors the heterogeneity of technologies and of land quality. A trend of slightly decreasing yields is projected for the next three decades for both cereals. The precise impact of environmental change on crop yields will depend on which climate scenario occurs.
A hazai cukorrépa-termelés költség- és jövedelmi helyzetének javulása figyelhető meg a vizsgált – az EU csatlakozást megelőző – időszakban. A reform alkalmazásáig további javulás várható. A hazai ...termelői bázis összetételének és hatékonyságának, a termelési költségek várható alakulásának, valamint a potenciális helyettesítő szántóföldi növények jövedelmezőségének vizsgálata alapján, a cukorrépa-termelés jövőjére vonatkozóan megállapítható, hogy a Bizottság reformjavaslatában szereplő, 2007-től bevezetendő, tonnánként 25 eurós cukorrépa ár nem biztosítja a hazai feldolgozóipar nyersanyag-szükségletének megtermelését. Ahhoz, hogy a gyárak számára a cukorrépa-nyersanyag megfelelő földrajzi koncentráltságban biztosítható legyen, legalább 20%-kal magasabb, azaz minimálisan 30 euró/t cukorrépa árra lenne szükség.
A Bizottság javaslata a cukorrépa-termelőknek juttatandó közvetlen jövedelemtámogatás termeléstől történő teljes szétválasztását (decoupling) írja elő a tagállamok számára. A hazai ágazat érdeke ezzel szemben egy olyan támogatási konstrukció, amely átmenetileg a cukorrépa-termelés folytatásához köti a támogatás egy részét.
A hazai cukorrépa-termelők 45-50%-a – mintegy 1,3-1,5 millió tonna cukorrépa-termeléssel – tekinthető hatékonynak a reform utáni helyzetben, figyelembe véve a 2004. évi szinthez képest bizonyos inputköltségek csökkenését és a technológia fejlődését. A hatékony termelők a reorganizációt követően akár 1,7-2,0 millió tonnára is növelhetik cukorrépa-termelésüket, ami megfelelő hátteret biztosíthat egy, a jelenleginél kisebb méretű, de hatékonyabb hazai cukoripar működéséhez.
--- In the period before joining the EU the costs and incomes position of domestic sugar-beet production has been improving. Up to the enforcement of reforms further improvements are expected. Examination of the composition and efficiency of domestic growers, expected changes in production costs and the profitability of cultivating potential plant alternatives shows that the 25EUR/ton price proposed by the Commission as from 2007 does not cover the production costs of row materials required by the domestic sugar industry. To ensure the availability sugar-beet row material to the sugar processing industry in appropriate geographic concentrations, the price of sugar-beet should be 20% higher, that is a minimum price of 30EUR/ton would be required.
The Commission requires of the member states to wholly decouple direct support to sugar-beet growers from sugar manufacturing. In contrast the domestic sugar industry is interested in a support construction that would transitionally tie a part of support to the continuation of sugar-beet production.
Taking into account the decline in input costs and the development of technology compared with the 2004 levels about 45% to 50% of domestic producers taking up 1.3 to 1.5 million tons of sugar-beet may be considered sufficiently effective after the reform. Efficient growers may however increase their output to 1.7 to 2.0 million tons following re-organisation providing a sufficiently secure background to a smaller but more effective domestic sugar manufacturing industry.
