This interdisciplinary article presents a concept of the 21st century and phenomena that are products of the 4th industrial revolution – big data and Artificial Intelligence technologies – as well as ...the opportunities of their application in public governance and social policy. This paper examines the advantages and disadvantages of big data, problems of data collection, its reliability and use. Big data can be used for the analysis and modeling of phenomena relevant to public governance and social policy. Big data consist of three main types: a) historical data, b) present data with little delay, c) prognostic data for future forecasting. The following categories of big data can be defined as: a) data from social networks, b) traditional data from business systems, c) machine-generated data, such as water extraction, pollution, satellite information. The article analyzes the advantages and disadvantages of big data. There are big data challenges such as data security, lack of cooperation in civil service and social work, in rare situations – data fragmentation, incompleteness and erroneous issues, as well as ethical issues regarding the analysis of data and its use in social policy and social administration. Big data, covered by Artificial Intelligence, can be used in public governance and social policy by identifying “the hot spots” of various phenomena, by prognosing the meanings of variables in the future on the basis of past time rows, and by calculating the optimal motion of actions in the situations where there are possible various alternatives. The technologies of Artificial Intelligence are used more profoundly in many spheres of public policy, and in the governance of COVID-19 pandemics too. The substantial advantages of the provided big data and Artificial Intelligence are a holistic improvement of public services, possibilities of personalization, the enhancement of citizen satisfaction, the diminishing of the costs of processing expenditure, the targeting of adopted and implemented decisions, more active involvement of citizens, the feedback of the preferences of policy formation and implementation, the observation of social phenomenas in real time, and possibilities for more detailed prognosing. Challenges to security of data, necessary resources and competences, the lack of cooperation in public service, especially rare instances of data fragmentation, roughness, falseness, and ethical questions regarding data analysis and application can be evaluated as the most significant problems of using big data and Artificial Intelligence technologies. Big data and their analytics conducted using Artificial Intelligence technologies can contribute to the adequacy and objectivity of decisions in public governance and social policy, effectively curbing corruption and nepotism by raising the authority and confidence of public sector organizations in governance, which is so lacking in the modern world.
The Swedish Social Democratic Party has held power in Sweden most years for a whole century. For many years, it held it in coalition with other left-wing parties, proposing the general course of ...democratic functional socialist ideology, regular measures to strengthen the welfare state, a benevolent immigration policy, and a peaceful foreign policy, by mediating between west and east, and also north and south. Social Democrat activities were often carried out clearly and with predictability, with great hopes of counteracting future economic, social, political and cultural challenges. When too many of these challenges appeared in public and foreign policy, the ‘social democratic arsenal’ vanished, and less preventive measures appeared to counteract the cataclysms. The radical Sweden Democrats Party rushed into the political arena, and became the third party after the 2018 Riksdag election, and the second party after the 2022 Riksdag election. The Sweden Democrats proposed not only widening and deepening the welfare state’s programmes, and strengthening punishments for crime, but also a strict anti-immigration policy, primarily a racist anti-immigration policy towards newcomers from the Middle East and Africa. Other right-wing parties viewed the programme and the activities of the Sweden Democrats with reservation, but they had to form a coalition with four right-wing parties in order to win the Riksdag elections. After a right-wing victory in the 2022 election, Ulf Kristersson, the leader of the Moderates, attained the right to form a government on behalf of a coalition between the Moderates, the Sweden Democrats, the Christian Democrats and the Liberals. The political situation in Sweden before and after the 2018 and 2022 Riksdag elections is presented in the article, together with the political crisis between these two elections, as well as the results of the 2018 and 2022 elections. In the article, the author uses the descriptive analytical method, together with synthesis and some evaluations of the Riksdag elections.

The authors in the article reveal the positioning of extreme right political parties in the Western world and Central and Eastern Europe by following such ideological basis as nationalism and welfare ...chauvinism, practically rejecting immigrants and their willingness to use the benefits and services of the mentioned welfare systems in the presented Western as well as Central and Eastern European countries. The authors maintain their position, applying the secondary data from European Social Survey, International Monetary Fund and OECD data as well as interpretations of the authors from different foreign countries. In the end of the article the authors pose the one of the most interesting scientific and practical questions – why the place of the electorate of the „socially excluded“ and having low income voters is moving from the left political parties to the side of the extreme right political parties? The further research is necessary in the following direction. This article is the first article of the theme on social chauvinism in Lithuania.
This article analyzes the characteristic features of social dialogue in the Baltic states. The methodology of the current research is based on an intensive analysis of literature and statistical ...data. The aim of the present research is to address some gaps that were identified during the literature review. Firstly, why does the social dialogue develop so slowly in the Baltic states? Secondly, what was the role of social partners in that process? We find that the main achievement in social dialogue have been reached by social partners on the national level and, despite the painful austerity measures, the Baltic states showed the benchmark of advanced crisis management.
The problem of quality of governance is one of the most important issues raised nowadays by international and local organisations. In order to adapt to the rapid processes of globalisation and ...glocalisation, various methods are being sought to optimise forms of democratic governance in Western countries or among countries which are leaning towards the West. The aim of the article is to increase government accountability and responsibility, promote citizen involvement, and strengthen government-societal relations and trust. In order to achieve this goal, the European Union proposes to give more powers to local government institutions, because they are closest to the citizens, can more effectively assess their needs, and attain them more effectively. To achieve this goal, the 12 principles of Good Governance, recommended by the Council of Europe, are used, and ELoGE (European Label of Governance Excellence) is used as a tool to assess the existence of these principles in local government. The purpose of this article is to identify factors that determine the implementation of the principles in local government, and to ascertain the most important characteristics that would influence the implementation of Good Governance in local government, taking into account the ELoGE evaluation methodology.
This article analyses the issue of posting workers and administrative challenges in the Baltic States and Poland. The administrative challenges are explained through administrative cooperation and ...information sharing/exchange between national labour inspectorates in the selected countries. The data for the analyses collected from the documentary and legal sources. The series of in-depth interviews were made with officials, experts and other interested actors that to collect data about information sharing/exchange and administrative cooperation between labour inspectorate through the Internal Market System (IMI). The results show growing need for personal and informal cooperation for exchange of administrative information in the European Administrative Space. We find that there are four advantages for information exchange through IMI: it is easier to find a responsible and coordinating authority in the Member States; it protects personal data; the information from the system is used for the purposes of legal proof or it is legitimized; and it is easier to find information. However, the strict procedural communication mode may overcome informal interactions by linked authorities or civil servants.
The article critically analyzes the relation of postmodernism and new public governance with regard to community development. The ethical ideals of the past in the period of postmodernism are ...extinct, and new ideals should replace them. However, the values of postmodern capitalism often do not allow them to be formed, not to talk about the fact that the very existence of the values in the postmodern period is questioned. The authors build some kind of bridge between the past communitarianism and contemporary sense of community in order to revive it. The authors are trying to answer the question why tribal marketing in its specific form as community is suitable for the new public governance. The authors answer that tribal marketing in its specific form as community is suitable for the new public governance due to its attitude towards community as active cocreators and due to the durability, historicism and immortality in the society provided by the brand and mobilization of its members in solving identity problems. Tribal marketing in new public governance could also help to solve the problem of shortage of community motivation systems, by using socio-psychological factors and the phenomenon of the competing tribes.
