What types of asylum seekers are Europeans willing to accept? We conducted a conjoint experiment asking 18,000 eligible voters in 15 European countries to evaluate 180,000 profiles of asylum seekers ...that randomly varied on nine attributes. Asylum seekers who have higher employability, have more consistent asylum testimonies and severe vulnerabilities, and are Christian rather than Muslim received the greatest public support. These results suggest that public preferences over asylum seekers are shaped by sociotropic evaluations of their potential economic contributions, humanitarian concerns about the deservingness of their claims, and anti-Muslim bias. These preferences are similar across respondents of different ages, education levels, incomes, and political ideologies, as well as across the surveyed countries.This public consensus on what types of asylum seekers to accept has important implications for theory and policy.
Survey experiments, like vignette and conjoint analyses, are widely used in the social sciences to elicit stated preferences and study how humans make multidimensional choices. However, there is a ...paucity of research on the external validity of these methods that examines whether the determinants that explain hypothetical choices made by survey respondents match the determinants that explain what subjects actually do when making similar choices in real-world situations. This study compares results from conjoint and vignette analyses on which immigrant attributes generate support for naturalization with closely corresponding behavioral data from a natural experiment in Switzerland, where some municipalities used referendums to decide on the citizenship applications of foreign residents. Using a representative sample from the same population and the official descriptions of applicant characteristics that voters received before each referendum as a behavioral benchmark, we find that the effects of the applicant attributes estimated from the survey experiments perform remarkably well in recovering the effects of the same attributes in the behavioral benchmark. We also find important differences in the relative performances of the different designs. Overall, the paired conjoint design, where respondents evaluate two immigrants side by side, comes closest to the behavioral benchmark; on average, its estimates are within 2% percentage points of the effects in the behavioral benchmark.
Significance Little evidence exists on whether preferences about hypothetical choices measured in a survey experiment are driven by the same structural determinants of the actual choices made in the real world. This study answers this question using a natural experiment as a behavioral benchmark. Comparing the results from conjoint and vignette experiments on which attributes of hypothetical immigrants generate support for naturalization with the outcomes of closely corresponding referendums in Switzerland, we find that the effects estimated from the surveys match the effects of the same attributes in the behavioral benchmark remarkably well. We also find that seemingly subtle differences in survey designs can produce significant differences in performance. Overall, the paired conjoint design performs the best.
Although Europe has experienced unprecedented numbers of refugee arrivals in recent years, there exists almost no causal evidence regarding the impact of the refugee crisis on natives’ attitudes, ...policy preferences, and political engagement. We exploit a natural experiment in the Aegean Sea, where Greek islands close to the Turkish coast experienced a sudden and massive increase in refugee arrivals, while similar islands slightly farther away did not. Leveraging a targeted survey of 2,070 island residents and distance to Turkey as an instrument, we find that direct exposure to refugee arrivals induces sizable and lasting increases in natives’ hostility toward refugees, immigrants, and Muslim minorities; support for restrictive asylum and immigration policies; and political engagement to effect such exclusionary policies. Since refugees only passed through these islands, our findings challenge both standard economic and cultural explanations of anti-immigrant sentiment and show that mere exposure suffices in generating lasting increases in hostility.
Developed democracies are settling an increased number of refugees, many of whom face challenges integrating into host societies. We developed a flexible data-driven algorithm that assigns refugees ...across resettlement locations to improve integration outcomes. The algorithm uses a combination of supervised machine learning and optimal matching to discover and leverage synergies between refugee characteristics and resettlement sites. The algorithm was tested on historical registry data from two countries with different assignment regimes and refugee populations, the United States and Switzerland. Our approach led to gains of roughly 40 to 70%, on average, in refugees' employment outcomes relative to current assignment practices. This approach can provide governments with a practical and cost-efficient policy tool that can be immediately implemented within existing institutional structures.
We study discrimination against immigrants using microlevel data from Switzerland, where, until recently, some municipalities used referendums to decide on the citizenship applications of foreign ...residents. We show that naturalization decisions vary dramatically with immigrants’ attributes, which we collect from official applicant descriptions that voters received before each referendum. Country of origin determines naturalization success more than any other applicant characteristic, including language skills, integration status, and economic credentials. The average proportion of “no” votes is about 40% higher for applicants from (the former) Yugoslavia and Turkey compared to observably similar applicants from richer northern and western European countries. Statistical and taste-based discrimination contribute to varying naturalization success; the rewards for economic credentials are higher for applicants from disadvantaged origins, and origin-based discrimination is much stronger in more xenophobic municipalities. Moreover, discrimination against specific immigrant groups responds dynamically to changes in the groups’ relative size.
Instrumental-variable (IV) estimation is an essential method for applied researchers across the social and behavioral sciences who analyze randomized control trials marred by noncompliance or ...leverage partially exogenous treatment variation in observational studies. The potential outcome framework is a popular model to motivate the assumptions underlying the identification of the local average treatment effect (LATE) and to stratify the sample into compliers, always-takers, and never-takers. However, applied research has thus far paid little attention to the characteristics of compliers and noncompliers. Yet, profiling compliers and noncompliers is necessary to understand what subpopulation the researcher is making inferences about and an important first step in evaluating the external validity (or lack thereof) of the LATE estimated for compliers. In this letter, we discuss the assumptions necessary for profiling, which are weaker than the assumptions necessary for identifying the LATE if the instrument is randomly assigned. We introduce a simple and general method to characterize compliers, always-takers, and never-takers in terms of their covariates and provide easy-to-use software in
R
and
STATA
that implements our estimator. We hope that our method and software facilitate the profiling of compliers and noncompliers as a standard practice accompanying any IV analysis.
Does naturalization cause better political integration of immigrants into the host society? Despite heated debates about citizenship policy, there exists almost no evidence that isolates the ...independent effect of naturalization from the nonrandom selection into naturalization. We provide new evidence from a natural experiment in Switzerland, where some municipalities used referendums as the mechanism to decide naturalization requests. Balance checks suggest that for close naturalization referendums, which are decided by just a few votes, the naturalization decision is as good as random, so that narrowly rejected and narrowly approved immigrant applicants are similar on all confounding characteristics. This allows us to remove selection effects and obtain unbiased estimates of the long-term impacts of citizenship. Our study shows that for the immigrants who faced close referendums, naturalization considerably improved their political integration, including increases in formal political participation, political knowledge, and political efficacy.
With international migration at a record high, a burgeoning literature has explored the drivers of public attitudes toward migrants. However, most studies to date have focused on developed countries, ...which have relatively fewer migrants and more capacity to absorb them. We address this sample bias by conducting a survey of public attitudes toward Syrians in Jordan, a developing country with one of the largest shares of refugees. Our analysis indicates that neither personal- nor community-level exposure to the economic impact of the refugee crisis is associated with antimigrant sentiments among natives. Furthermore, an embedded conjoint experiment validated with qualitative evidence demonstrates the relative importance of humanitarian and cultural concerns over economic ones. Taken together, our findings weaken the case for egocentric and sociotropic economic concerns as critical drivers of antimigrant attitudes and demonstrate how humanitarian motives can sustain support for refugees when host and migrant cultures are similar.

The successful integration of immigrants into a host country’s society, economy, and polity has become a major issue for policymakers in recent decades. Scientific progress in the study of immigrant ...integration has been hampered by the lack of a common measure of integration, which would allow for the accumulation of knowledge through comparison across studies, countries, and time. To address this fundamental problem, we propose the Immigration Policy Lab (IPL) Integration Index as a pragmatic and multidimensional measure of immigrant integration. The measure, both in the 12-item short form (IPL-12) and the 24-item long form (IPL-24), captures six dimensions of integration: psychological, economic, political, social, linguistic, and navigational. The measure can be used across countries, over time, and across different immigrant groups and can be administered through short questionnaires available in different modes. We report on four surveys we conducted to evaluate the empirical performance of our measure. The tests reveal that the measure distinguishes among immigrant groups with different expected levels of integration and also correlates with well-established predictors of integration.
Citizens unequally participate in referendums, and this may systematically bias policy in favor of those who vote. Some view compulsory voting as an important tool to alleviate this problem, whereas ...others worry about its detrimental effects on the legitimacy and quality of democratic decision making. So far, however, we lack systematic knowledge about the causal effect of compulsory voting on public policy. We argue that sanctioned compulsory voting mobilizes citizens at the bottom of the income distribution and that this translates into an increase in support for leftist policies. We empirically explore the effects of a sanctioned compulsory voting law on direct-democratic decision making in Switzerland. We find that compulsory voting significantly increases electoral support for leftist policy positions in referendums by up to 20 percentage points. We discuss the implications of these results for our understanding of the policy consequences of electoral institutions.
