Abstract
On Earth near sunset, the Sun may cast “crepuscular rays” such that clouds near the horizon obscure the origin of light scattered in bright rays. In principle, active galactic nuclei (AGN) ...should be able to produce similar effects. Using new Hubble Space Telescope (HST) near-infrared and optical observations, we show that the active galaxy IC 5063 contains broad radial rays extending to ≳11 kpc from the nucleus. We argue that the bright rays may arise from dusty scattering of continuum emission from the active nucleus, while the dark rays are due to shadowing near the nucleus, possibly by a warped torus. We also consider alternative AGN-related and stellar origins for the extended light.

A missense mutation of KARRIKIN-INSENSITIVE2, KAI2ply2, compromises its ligand-binding activity, which subsequently impairs KAI2-signaling and multiple aspects of light-dependent responses.
Abstract
...A smoke-derived compound, karrikin (KAR), and an endogenous but as yet unidentified KARRIKIN INSENSITIVE2 (KAI2) ligand (KL) have been identified as chemical cues in higher plants that impact on multiple aspects of growth and development. Genetic screening of light-signaling mutants in Arabidopsis thaliana has identified a mutant designated as ply2 (pleiotropic long hypocotyl2) that has pleiotropic light-response defects. In this study, we used positional cloning to identify the molecular lesion of ply2 as a missense mutation of KAI2/HYPOSENSITIVE TO LIGHT, which causes a single amino acid substitution, Ala219Val. Physiological analysis and genetic epistasis analysis with the KL-signaling components MORE AXILLARY GROWTH2 (MAX2) and SUPPRESSOR OF MAX2 1 suggested that the pleiotropic phenotypes of the ply2 mutant can be ascribed to a defect in KL-signaling. Molecular and biochemical analyses revealed that the mutant KAI2ply2 protein is impaired in its ligand-binding activity. In support of this conclusion, X-ray crystallography studies suggested that the KAI2ply2 mutation not only results in a narrowed entrance gate for the ligand but also alters the structural flexibility of the helical lid domains. We discuss the structural implications of the Ala219 residue with regard to ligand-specific binding and signaling of KAI2, together with potential functions of KL-signaling in the context of the light-regulatory network in Arabidopsis thaliana.
This paper proposes a smart glass-based emergency tele-medical direction system. This system is designed for hospital specialists to provide remote medical guidance to on-site coast guards or ...emergency responders. To identify the requirements necessary for system development, relevant technological trends and case studies were analyzed. Based on this analysis, three system requirements were defined: 1) The system must be able to determine the necessity of patient transport, 2) It should assist in providing emergency medical care during transport to the hospital, and 3) It must be capable of transmitting patient information to medical facilities. A prototype that meets these requirements was developed and its usability was evaluated.

A prototype that meets these requirements was developed and its usability was evaluated. 본 논문은 스마트 글래스 기반 응급원격의료지도 시스템을 제안한다. 여기서, 원격의료지도 시스템이란 병원의 전문의사가 현장의 해양경찰이나 응급구조사에게 원격의료지도를 수행할 때 사용하는 시스템을 의미한다. 시스템 개발에 필요한 요구사항을 파악하기 위해 관련 기술 동향 및 사례를 분석하였다. 분석을 바탕으로 3가지 시스템 요구사항(1. 환자 수송의 필요성을 결정할 수 있어야 함, 2. 병원으로 수송 중 응급 의료 제공에 도움을 주어야 함, 3. 의료 시설로 환자 정보 전달이 가능해야 함)을 정의하였다. 그리고, 요구사항을 충족하는 프로토타입을 개발하고 사용성 평가를 수행하였다.
본 연구는 부처별 자율채용제 도입의 필요성을 살펴보고, 제도 도입에 예상되는 문제점과 한계를 고려한 현실적 추진방안을 제시하고자 하였다. 연구대상은 42개 중앙인사행정기관 인사담당 공무원들에 대한 설문조사와 행정안전부, 국방부, 통일부, 환경부등의 인사담당 공무원과의 면담을 통해 정성적인 연구와 정량적인 연구가 조화를 이루도록 하였다. 부처별 자율채용제는 ...공무원 채용에 있어 각 부처에게 실질적인 인재선택권을 부여하는 제도로서, 인력수급 계획, 인재 모집, 채용시험 과정에서 각 부처가 주도적인 역할을 한다. 특히 부처별 자율채용제가 도입되면 일괄 시험제도는 폐지되기 때문에 각 부처는 부처의 업무특성에 적합한 지식과 역량을 갖춘 인재를 선발하기 위해 다양한 시험방식 개발에 노력하여야 한다. 물론 중앙인사행정기관은 채용에 관해 현재와는 다른 역할을 수행하게 된다. 한편 부처별 자율채용제가 시행되면 수험생들은 각 부처에 대한 충분한 정보와 함께 자신이 원하는 부처에 직접 지원하고 그 부처에서 실시하는 시험에 응시한다. 부처별 자율채용제의 전면적 실시는 인재 선발에 대한 각 부처의 능력이 충분히 담보되고 채용시험의 공정성ㆍ객관성 등이 확보될 때 가능하다. 또한 부처별 자율채용제의 성공적 시행은 부처간 서열화 문제, 부처간 단절 문제 등 여러문제점이 해결되거나 이에 대한 대안이 마련될 때 가능하다.
This study set out with the objective to analyze the possibility of ‘flexible hiring of public employees according to individual ministries’. In this study, necessities of the system, expected problems and limits are examined. It also analyzes actual programs and presents policy alternatives. A survey for this study was to be completed by public officials who are in charge of personnel management from August 17, 2009 to September 4, 2009. A total of 177 among 210 questionnaires in 42 ministries completed the survey for a response rate of 84.3%. In conclusion, ‘Flexible Hiring of Public Employees according to Individual Ministries’ should be the final stage for achieving a decentralized employment system. Ministries are responsible for all employment procedures. ‘Flexible Hiring of Public Employees according to Individual Ministries’ should give ministries or offices the essential right of employment selection.
