This book analyzes the integration process by clearly illustrating to the reader the two sides of the ...argument in order to understand the complexity of the problems in the different stages of the creation and implementation of the European defense policy. In doing so, this study asks the question of why has the process been so halting and of such limited scope? Structured in three parts: Theories, analyzing the theoretical debates raised by the positivist paradigms of neorealism, liberalism and constructivism on European security; History, reflecting on the impacts of the Cold War, American foreign policy, the 2008 economic crisis, and the evolution of European strategy; and, Actors, by looking at the role of European institutions, Member States, and the CSDP on the transformation of the European defense policy since 1998. Each chapter is composed of sub questions allowing the reader to grasp the different forces explaining the deepening or lack of the deepening process of the CSDP. Ultimately, this book offers a unique base for fostering discussion, understanding and critical thinking on the CSDP.

This article looks at the case study of the EU Police mission in Afghanistan - EUPOL-A - launched in 2007. The Police Reform implemented by EUPOL, modeled on previous police missions, is based on the Security Sector Reform (SSR), which focuses on improving the rule of law by strengthening two sectors: police and judiciary. Afghanistan is a unique case study as it is the first Common Security and Defence Policy (CSDP) mission launched in time of war and illustrates divergent strategic opinions within the Euro-Atlantic community. This article suggests that the outcomes in Afghanistan have considerable implications on the future of the CSDP in civilian missions and the credibility of the EU as a civilian power.
This dissertation seeks to assess the degree of integration in the sector of security and defense of the European Union. The emphasis is brought on the Solana era, 1999-2009, as Mr. Solana was the ...first High Representative for the Common Foreign and Security Policy of the EU. His mandate was axiomatic in shaping a common security strategy for the Union. In order to measure the degree of integration, this dissertation applied an eclectic theoretical approach on three case studies looking at three distinct levels of analysis: domestic, homeland counterterrorism; regional, energy security vis-à-vis Russia; international, EUPOL Afghanistan mission.

The idea behind the book came to life during my classroom discussion with author students at the University of Miami. The logic of this book seeks to divide and organize issues of European security and defense into clear-cut questions with direct answers. In order to respond to complex question of EU integration in the sector of defense and security, several variables can be tested throughout the book. The book explores each phase of the incredible development and identifies the elements that have led to its creation and implementation. The book is an attempt to develop a debate around one of the most fascinating processes of integration in the realm of security and defense, the CSDP.
