The development of the state-owned banking system during the transition of Central European countries to compliance with the European Union's standards is examined. The change has been gradual.
With the collapse of central planning and the opening of the economies of Central and Eastern Europe, state owned enterprises faced the test of markets for the first time. Economic liberalization ...brought with it dramatic contractions in output. Many enterprises turned to state-owned banks for credit to allow them to defer restructuring or liquification. Governments have since taken stock of these problems, and there is now general agreement that the problem has to addressed in an integrated manner. The long term effectiveness of reforms will be influenced by: 1. the willingness of governments to impose budget constraints on loss-making banks and enterprises to promote fiscal balance and economic growth, 2. the pace of enterprise and bank restructuring and privatization to improve management, governance, and financial performance, and 3. improvements in institutional capacity, legal and regulatory frameworks, bank supervision, and financial infrastructure to improve the financial enabling environment needed for competitive banking.
L’historicité de l’histoire entendue comme son enracinement dans les présents successifs (l’Histoire) est au coeur de la théorie de ce savoir. Aussi, elle constitue une des questions structurant le ...discours que les historiens tiennent sur leur savoir. À travers une documentation de la réflexion tenue par des historiens québécois sur l’historicité de leur savoir, cet article met au jour une épistémologie historienne, un savoir-dire chez des hommes de métier plutôt réputés pour leur savoir-faire. Il s’inscrit, en cela, dans la récente entreprise de déboulonnement du mythe empiriste de l’historien-artisan. Après avoir dégagé l’importance de Fernand Dumont dans la formalisation de la question de l’historicité de l’histoire au Québec, nous montrons que son articulation historienne a été structurée par deux balises conceptuelles, soit le relativisme et la discipline, pour penser respectivement la détermination du présent dans l’appréhension du passé et la médiation de cette détermination.
La discipline historique est rarement analysée sciemment à travers le discours que ses praticiens tiennent sur son savoir. Pourtant, cette « épistémo-logie historienne » est essentielle à sa ...compréhension puisqu’elle constitue le médium par lequel elle s’est définie, programmée et justifiée. Si l’épistémologie traverse l’histoire de la discipline, elle devient plus manifeste lorsque son savoir est questionné, comme depuis les trente dernières années en France par la révolution mémorielle. Portée par une série de facteurs, cette révolution lance un défi aux historiens en valorisant la mémoire contre l’histoire comme appréhension du passé. Pour le relever, l’épistémologie historienne s’est déclinée en deux initiatives issues de la dialectisation des concepts d’histoire et de mémoire rendue possible par leur désidentification radicale engendrée par la révolution mémorielle. Les historiens ont, d’une part, programmé un nouveau domaine de recherche en objectivant la mémoire : l’histoire de la mémoire. Les historiens ont, d’autre part, porté un nouvel intérêt au passé de leur discipline afin de mieux s’identifier comme groupe et légitimer leur pratique savante, extériorisant une mémoire de l’histoire. Objectivant et instrumentalisant la mémoire, l’épistémologie permet aux historiens de prendre la distance nécessaire avec elle pour que leur discipline maintienne son autonomie par rapport à elle, autonomie qui demeure sa présupposition principale comme savoir. Celui-ci, en plus d’être mis en oeuvre pour produire une connaissance du passé, est explicité via une épistémologie qui est aussi importante que l’infrastructure institutionnelle dans sa disciplinarisation. Son étude oblige à nuancer son prétendu refus – tant valorisé que dénoncé – chez les historiens.
Subnational debt markets can be a powerful force in a country's development. Through delegated monitoring by financial intermediaries and through debt placed directly with investors, subnational debt ...markets account for about 5 percent of GDP in Argentina and Brazil. But they remain embryonic in most developing and transition economies. To resolve a potential clash between the increased financing needs of subnational entities and the limited development of domestic subnational debt markets, it is critical to support the orderly, efficient emergence of such debt markets. As a framework for policy reform, the following steps (mirroring typical weaknesses) are prerequisites for developing a country's subnational debt market: reducing moral hazard, improving market transparency, strengthening market governance, establishing a level playing field, and developing local capacity for accounting, budgeting, and financial management. In countries where the government shows a clear commitment to market development, says the author, the World Bank should support the framework needed for policy-based operations that establish hard budget constraints. In doing so, the Bank should concentrate on 1) supporting national and local capacity building in those areas essential for developing a subnational debt market; and 2) financing specific subnational projects with strictly nonrecourse loans. At the same time, the Bank should offer a variety of lending and guarantee instruments that encourage private financing for investments by subnational entities-including, for example, equity participation in (or lines of credit or partial credit guarantees to) financial intermediaries specializing in subnational investment finance or in funds for financing local infrastructure.
