The articles in this special feature challenge the presumption that scholars can make simple, predictive models of social-ecological systems (SESs) and deduce universal solutions, panaceas, to ...problems of overuse or destruction of resources. Moving beyond panaceas to develop cumulative capacities to diagnose the problems and potentialities of linked SESs requires serious study of complex, multivariable, nonlinear, cross-scale, and changing systems. Many variables have been identified by researchers as affecting the patterns of interactions and outcomes observed in empirical studies of SESs. A step toward developing a diagnostic method is taken by organizing these variables in a nested, multitier framework. The framework enables scholars to organize analyses of how attributes of (i) a resource system (e.g., fishery, lake, grazing area), (ii) the resource units generated by that system (e.g., fish, water, fodder), (iii) the users of that system, and (iv) the governance system jointly affect and are indirectly affected by interactions and resulting outcomes achieved at a particular time and place. The framework also enables us to organize how these attributes may affect and be affected by larger socioeconomic, political, and ecological settings in which they are embedded, as well as smaller ones. The framework is intended to be a step toward building a strong interdisciplinary science of complex, multilevel systems that will enable future diagnosticians to match governance arrangements to specific problems embedded in a social-ecological context.
This article provides an overview of the structure and evolution of the Institutional Analysis and Development (IAD) framework and a short introduction to its use by scholars to analyze a diversity ...of puzzles. It then addresses the relationship of IAD to a more complex framework for the analysis of social-ecological systems and concludes with a short discussion of future challenges facing IAD scholars.
Collective‐action problems pervade all societies as well as ecological systems used by humans. Substantial evidence has accrued during the last several decades that human actors are able to solve ...some (but definitely not all) collective‐action problems on their own without external rules and enforcement imposed from the outside. In this article, I review some of the structural variables that have been found to affect the likelihood of collective action. Then, I address the need to base future work on collective action on a more general theory of human behavior than has been used to model collective action over the last five decades. In the last section, I discuss how structural variables affect the core relationships of reputation, trust, and reciprocity as these affect levels of cooperation.
It is instructive to read the article that Katharine Coman published in the first issue of the American Economic Review to gain insight into the problems of collective action related to irrigation in ...the American West. One gains further understanding of the problems Coman identifies by using a social-ecological system (Ostrom 2007, 2009) to organize the diverse variables identified by Coman. One gains a general lesson from this analysis that changing the formal governance structure of irrigation is not sufficient to ensure efficient investment in facilities or that farmers are able to acquire property and make a reasonable living. Building knowledge and trust are, however, essential for solving collective-action problems.

The social-ecological system (SES) framework investigated in this special issue enables researchers from diverse disciplinary backgrounds working on different resource sectors in disparate geographic ...areas, biophysical conditions, and temporal domains to share a common vocabulary for the construction and testing of alternative theories and models that determine which influences on processes and outcomes are especially critical in specific empirical settings. We summarize changes that have been made to this framework and discuss a few remaining ambiguities in its formulation. Specifically, we offer a tentative rearrangement of the list of relevant attributes of governance systems and discuss other ways to make this framework applicable to policy settings beyond natural resource settings. The SES framework will continue to change as more researchers apply it to additional contexts; the main purpose of this article is to delineate the version that served as the basis for the theoretical innovations and empirical analyses detailed in other contributions to this special issue.
This article provides an overview of the effects of communication on experimental studies of behavior and outcomes in common-pool resource (CPR) dilemmas. Aggregate outcomes in CPR dilemmas without ...communication approximate predictions of non-cooperative game theory, but allowing cheap talk results in higher outcomes. When exogenous rules are monitored at realistic levels, subjects cheat even though following the rule would generate optimal outcomes. If given the opportunity, experimental subjects will devise their own rule systems and impose sanctions on each other. These findings complement field research on more complex resources and communities by confirming the critical importance of communication and endogenous rule formation.

Advances in the social sciences have emerged through a variety of research methods: field-based research, laboratory and field experiments, and agent-based models. However, which research method or ...approach is best suited to a particular inquiry is frequently debated and discussed.Working Togetherexamines how different methods have promoted various theoretical developments related to collective action and the commons, and demonstrates the importance of cross-fertilization involving multimethod research across traditional boundaries. The authors look at why cross-fertilization is difficult to achieve, and they show ways to overcome these challenges through collaboration.
The authors provide numerous examples of collaborative, multimethod research related to collective action and the commons. They examine the pros and cons of case studies, meta-analyses, large-N field research, experiments and modeling, and empirically grounded agent-based models, and they consider how these methods contribute to research on collective action for the management of natural resources. Using their findings, the authors outline a revised theory of collective action that includes three elements: individual decision making, microsituational conditions, and features of the broader social-ecological context.

Extensive empirical evidence and theoretical developments in multiple disciplines stimulate a need to expand the range of rational choice models to be used as a foundation for the study of social ...dilemmas and collective action. After an introduction to the problem of overcoming social dilemmas through collective action, the remainder of this article is divided into six sections. The first briefly reviews the theoretical predictions of currently accepted rational choice theory related to social dilemmas. The second section summarizes the challenges to the sole reliance on a complete model of rationality presented by extensive experimental research. In the third section, I discuss two major empirical findings that begin to show how individuals achieve results that are “better than rational” by building conditions where reciprocity, reputation, and trust can help to overcome the strong temptations of short-run self-interest. The fourth section raises the possibility of developing second-generation models of rationality, the fifth section develops an initial theoretical scenario, and the final section concludes by examining the implications of placing reciprocity, reputation, and trust at the core of an empirically tested, behavioral theory of collective action.
The south Indian city of Bangalore provides a challenging yet representative context within which to examine issues of governance of urban social-ecological commons. The city was once famous for its ...numerous large water bodies, which have witnessed tremendous encroachment and pollution in recent years. These water bodies, called tanks or lakes, were typically managed by adjacent village communities but are now administered by a number of government departments involved with aspects of lake management, with multiple overlapping jurisdictions. The public’s perceptions of lakes has also changed with urbanization, transitioning from community spaces valued for water and cultural services to urban recreational spaces used largely by joggers and walkers. We focus on a set of seven lakes located in the urbanizing peripheral areas of southeast Bangalore. Some water bodies have been restored and managed effectively by newly forged collaborations between citizens and local government. Others are extremely polluted, and some have completely dried up and have been encroached. We use a social-ecological system (SES) framework to investigate why some locations have been successful in negotiating changes in governance from community-based systems to state management following urbanization, whereas other lakes have deteriorated. We use seven second-tier SES variables that were associated with self-organization in previous research: size of resource system, number of actors, leadership, social capital, importance of resource, existence of operational-choice rules, and existence of informal mechanisms for monitoring. We also include three third-tier variables previously identified as important in urban lake commons in Bangalore: scale and type of pre-existing pollution, exclusion of socioeconomic groups from the planning process, and networking with government organizations. We use this subset of 10 variables to examine social outcomes of the lakes, which we define as the extent of collective action by residents working together for lake restoration and ecological outcomes based on the ecological condition of the lakes. Collective action was low in only one of seven lakes, which challenges the presumption that citizens will not organize efforts to cope with common-pool problems. However, only two of seven lakes were highly successful in regard to both the extent of collective action and the level of ecological performance. While one lake was small and the other moderate in size, these two cases shared similar ranking in all other variables. Both lakes were polluted at a relatively low level compared with the other lakes, and in both cases, the leaders of local groups were able to network with government officials to clean up the lakes. Unfortunately, the challenge of cleaning up urban lakes after many decades of pollution is very difficult without effective interaction with various governmental units. Our analysis illustrates the usefulness of the SES framework in examining the combination of variables that makes a collective difference in affecting the outcomes of collective action and ecological performance. Our findings illustrate the need for polycentric arrangements in urban areas, whereby local residents are able to organize in diverse ways that reflect their own problems and capabilities, but can also work jointly with larger-scale governments to solve technical problems requiring changes in major engineering works as well as acquiring good scientific information. Such arrangements can reduce transaction costs for city governments by actively engaging local communities in processes that include coordination of collective activities, design of inclusive and locally suited ecological and social restoration goals, and planning and enforcement of regulations limiting access and withdrawal. At a time when many city governments are facing financial and administrative challenges that limit their ability to regulate and maintain urban commons, models of public-community partnerships could provide more inclusive, equitable, and sustainable institutional alternatives. This is an aspect that needs significant further consideration because the attention of most urban planners and scholars has remained on privatization while studies of successful instances of cooperative action in the urban context remain few and far between.
