Cilj je ovoga rada prikazati razvoj lokalne proračunske politike u smjeru veće proračunske transparentnosti. Provedena je studija slučaja Bjelovara u kojoj su korištene dvije kvalitativne metode ...prikupljanja podataka – intervju i selekcioniranje dokumenata. Prikupljena građa kodirana je prema pravilima kvalitativne analize sadržaja. Četiri su glavna elementa političkog odlučivanja o bjelovarskoj proračunskoj politici: transparentnost kao cilj, aplikacija Transparentno kao osnovni informacijski instrument, gradonačelnik zajedno sa svojim suradnicima kao ključni akter i građani kao glavna ciljana skupina. Analiza pokazuje kako su zajednička temeljna načela i lokalne proračunske politike i koncepta dobrog upravljanja transparentnost i odgovornost. Podaci navode i na zaključak kako su to nužni, ali ne i dovoljni uvjeti za ostvarenje dobrog upravljanja, s obzirom na to da njihovo uvođenje ne osigurava veću participaciju neformalnih aktera, posebice udruga civilnog društva. Ovaj rad predstavlja politološki pogled na ovu prvenstveno ekonomski analiziranu temu, te kroz uvide o empirijskom slučaju pokazuje važnost procesne dimenzije transparentnosti – važno je i koliko se transparentno odlučuje o proračunu, a ne isključivo transparentnost samog proračuna.
Cilj rada je doprinijeti razvoju empirijske teorije javnih politika u pitanjima kvalitete dizajna javnih politika. Rad je fokusiran na ciljeve javnih politika koji su središnja sastavnica dizajna ...svakog resora. Analitički okvir utemeljen je na razlikovanju sedam tehničkih tipova ciljeva javnih politika: opći ciljevi, ciljevi usmjereni na način ostvarenja, na odgovornog aktera, na korisnika, konkretno usmjereni ciljevi, polu-strukturirani te strukturirani ciljevi. Prikupljanje i analiza podataka vođeni su pravilima kvalitativne analize sadržaja, a ciljevi se istražuju na temelju 11 strateških dokumenata hrvatske vlasti. U istraživanim politikama dominiraju ciljevi s općenitim svrhama, te manjim brojem strukturnih elemenata što pokazuje nižu razinu operacionalizacije ciljeva, lošiju kvalitetu pripreme za provedbu i povezivanje s instrumentima odnosno manju učinkovitost dizajna hrvatskih javnih politika. Skupine analiziranih politika se razlikuju te su strategije namijenjene ciljanim skupinama bolje operacionalizirane nego one temeljnih područja i specifičnih društvenih problema. Analiza tehničkih tipova ciljeva pokazuje kako su omjeri među učestalosti njihova pojavljivanja dobar indikator ukupne učinkovitosti dizajna javnih politika.
The goal of the paper is to contribute to the development of the empirical theory of public policies in matters of the quality of public policy design. The paper is focused on the goals of public policies which are the central component of the design of each policy area. The analytical framework is based on the distinction of seven technical types of public policy goals: general goals, goals focused on the way of realization, on the responsible actor, on the user, concretely focused goals, semi-structured and structured goals. The collection and analysis of data are guided by the rules of qualitative content analysis, and the objectives are investigated using 11 strategic documents of the Croatian government. In the examined policies, goals with general purposes dominate, as well as those with a smaller number of structural elements, which shows a lower level of operationalization of goals, poorer quality of preparation for implementation and connection with instruments, and a lower effectiveness of the design of Croatian public policies. The groups of analyzed policies differ, and the strategies intended for the target groups are better operationalized than those of the fundamental areas and specific social problems. The analysis of technical types of goals shows that the ratios between the frequency of their occurrence are a good indicator of the overall efficiency of public policy design.
Cilj je ovoga rada pripremiti osnove za utemeljenu procjenu transformacije suvremenog stvaranja javnih politika pod utjecajem aktualnih kriza na način da se detektiraju dimenzije u kojima se ...promijenio kontekst stvaranja javnih politika krajem 20. i početkom 21. stoljeća. Rad je zasnovan na pregledu literature iz politološke discipline javnih politika, ali i srodnih disciplina javne uprave i socijalnih djelatnosti koje svojim specifičnim konceptima također pokušavaju razaznati transformaciju suvremenih javnih politika. Prvo se pokušavaju grubo sistematizirati osnovni elementi promjena konteksta u sklopu društva, tržišta i države, a zatim se fokusira na istraživanje tipova države s obzirom na fukcije koje ona ispoljava kroz raznorodne javne politike; na vrste javnog upravljanja i višestruke oblike kroz koje ono danas djeluje; te na transformaciju socijalne države u smjeru kombiniranih socijalnih politika. Glavni je nalaz rada da nove funkcije, nove strukture, novi ciljevi, novi instrumenti i novi akteri koje se može pronaći u stvaranju javnih politika na prijelazu stoljeća ne istiskuju stare, već se na njih nadograđuju i talože kao dodatni slojevi. Takozvano slojevanje čini se ključnom značajkom suvremenog stvaranja javnih politika, iako se još ne može odrediti hoće li ono olakšati ili onemogućavati rješavanje aktualnih kriza, te stoga treba biti središnji fokus interdisciplinarnih istraživanja društvenih znanosti u nadolazećem razdoblju.
Cilj je članka utvrditi metodologiju istraživanja ljudskih prava imigranata. Najprije se razmatra jesu li kozmopolitizam i komunitarizam, kao dva pristupa suvremene normativne političke teorije, ...komplementarni u gledanjima na prava imigranata na ulazak i ostanak u državama primateljicama. Kako bi se empirijski provjerile točke na kojima se ta dva pristupa preklapaju, dizajnirana je studija slučaja europske imigracijske politike utemeljena na kvalitativnim metodama i tematskoj analizi europskih dokumenata. U članku se obrazlažu metodološki koraci empirijskog dijela istraživačkog projekta, kriteriji uzorkovanja dokumenata, određenje jedinice kodiranja, pravila kodiranja, pristup stvaranju sheme kodiranja, pripadajući kodovi i njihova struktura. Glavni doprinos članka autorice vide u izradi originalne sheme kodiranja koja imigracijsku politiku Europske unije strukturira pomoću dimenzija temeljnih elemenata te politike, njezinih ciljeva, instrumenata, aktera, ciljanih skupina, načela njezina stvaranja i konteksta u kojemu se oblikuje. Ta shema kodiranja može biti i potencijalan prilog izgradnji modela europske imigracijske politike.
The aim of the paper is to improve empirical policy theory by examining Eastern European policymaking, using Croatia as a case for analysis. Data sources are published studies that describe 11 ...sectors from diverse policy areas. The whole material was coded by the rules of qualitative content analysis. The results show 15 basic features of Croatian policymaking combined into six policymaking types: administrative, analytical, economic, external, incremental, and political. All detected policymaking types were successfully connected to several policy concepts, theories, frameworks, and approaches. The analysis revealed three points of theory-practice mismatch that are fruitful for theoretical improvements: the need for mainstreaming Europeanization and policy transfer into policy theory; the need to modify rationalistic approaches for more empirical studies on obstacles and barriers to rationality in policymaking; and the need for adapting actor-centered approaches for a more broad application and empirical research of policymaking in Eastern Europe.
The article is based on the idea of transformation of the policy-making mode of Croatian disabled policy, from the medical model, through the social model to the human rights model. The paper ...highlights 7 elements according to which these models differ, and which are structured into categories of problem-definition, goal-determination and then implementation of disabled policy. The analysis is focused on the goals of Croatian disabled policy, and is based on an interdisciplinary research project of political science, special education and social work. Empirical data were collected by document analysis, by interviewing relevant policy actors and by a survey with the members of representative bodies on all government levels. With the discourse analysis of documents, open coding of interviews and statistical analysis of data collected in the survey, the paper attempts, through the indicator of activity of persons with disability, to answer to what extent Croatian disabled policy is transformed into human rights policy. This exploratory paper has the purpose of describing the Croatian decision agenda and its issues. Data analysis is based on the dataset of the research project POLIPTIH that contains all acts ...published in the official gazette Narodne novine since Croatian independence. More than 30 thousand units of analysis were coded by the international CAP codebook of policy content and by the rules of quantitative content analysis and then analyzed with descriptive statistics. The analysis compares the diversity of legislative and executive - presidential and governmental - decision agendas by the total number of agenda items and by the concentration of attention across policy sectors and issues. The results show that the presidential decision agenda is the least diverse, and the parliamentary decision agenda is more diverse than the presidential but still less diverse than the decision agenda of the cabinet government. Analysis also shows that core functions of government, defence, international affairs, economy, government operations and rule of law are the most present on all Croatian decision agendas, and social policies and human rights policies are heavily underrepresented.
Regulatory reform, as part of public sector reform, concerns the change of the way of using regulation as a policy instrument. Since it started for the purpose of facilitating the operation of the ...business sector through simplifying the regulatory system in order to achieve increased competitiveness in the global market, it still has many opponents criticizing its neoliberal background. This paper seeks to show how the regulatory reform program has "transcended" its primary purpose because its reach has expanded even to noneconomic policy sectors -- constitutive policies. Such broader interpretational framework of the objectives of regulatory reform allows access to the regulatory process for a much greater number of actors, particularly for noneconomic interest groups, & the benefits of the regulatory reform program have spread among the broader ranks of the community. The implication of opening the regulatory process is an opportunity for other value systems, competing with neoliberalism, to affect regulatory reform. The paper especially emphasizes the governance approach to the research on regulatory reform, as the one which can outline & analyze its above-mentioned positive aspects. The essential thesis of the paper is that regulatory reform, as a specific normative concept, if understood within a broader interpretational framework, stimulates the development of constitutive policies in the sense that it places them higher on the policy priority scale of a regulatory state, & that this is exactly what should be the dominant logic of its introduction.
