Are citizens more willing to pay taxes when the government’s performance improves? We review the tax morale literature, disentangling its different components, and provide empirical evidence ...exploiting a novel survey conducted in seventeen Latin American cities and an experimental attempt at measuring reciprocity in tax collection in developing countries. The evidence suggests that governments interested in increasing tax revenues should not focus solely on escalating the coercive power of the state (that is, more audits and fines). Rather, providing better public services to society can be an effective (albeit limited) tool to raise revenues.

This paper shows that workers who do not receive legally mandated benefits due to employer noncompliance take a negative perspective – not only toward the employer as it has been documented – but also against the state. They consider that the state did not protect their rights, and hence feel fewer obligations to comply with their duties as citizens. Using a list experiment, as well as household data from nine Latin American countries, we show that nonregistered workers are less likely to obey the law, pay taxes, and vote compared to registered workers.

A partir de microdatos de la encuesta de hogares se cuantifica el incumplimiento en Chile del salario mínimo, el número máximo de horas de trabajo, el derecho a un contrato escrito y el ...derecho a pensión de 1990 a 2009. Un tercio de los trabajadores sufrió algún tipo de infracción, con variaciones en el tiempo y según la norma y las características del trabajador y de la empresa. Según el análisis econométrico, la tasa de cumplimiento es menor cuando se trata de mujeres, extranjeros, indígenas y trabajadores menos instruidos, empresas más pequeñas y regiones agrícolas. Convendría investigar los efectos de la inspección del trabajo.

Les auteurs quantifient les violations du droit du travail au Chili en matière de salaire minimum, de limitation du temps de travail, de contrat écrit et de cotisations au régime de retraite. ...Un tiers des travailleurs a vu bafouer au moins l'un de ces droits, avec d'importantes variations des violations selon la période, la disposition législative et les caractéristiques des travailleurs et des entreprises. On observe un moindre respect des droits des femmes, des travailleurs d'origine étrangère, de la population indigène et des travailleurs les moins instruits, ainsi que dans les petites entreprises et les régions agricoles. Les auteurs en appellent à des recherches complémentaires pour renforcer l'application du droit.
