U diskursu o stanovanju desetljećima je dominirao pojam housing affordability (stanovanje
vezano uz sposobnost plaćanja). Ovaj rad, međutim, ukazuje na potrebu da se naglasak preseli
na pojam housing ...accessibility (dostupnost i pravo na stanovanje svima). Analizom literature
koja je promišljala i promovirala koncept stanovanja vezanog uz plaćanje kao adekvatan
instrument stambene politike, rad pokazuje da taj koncept nužno ne osigurava svima krov
nad glavom. Započinjući s pregledom recentnih promjena u stambenoj politici diljem Europe,
središnji dio rada se fokusira na karakteristike i neprimjerenost koncepta te uvodi koncept
dostupnosti stanovanja za sve. U zadnjem dijelu rada na teorijskoj bazi pojmova “obavezno
(meritorno) javno dobro” i “pravo na stanovanje”, predlažemo uvođenje univerzalnoga sustava
stambene skrbi/zaštite, prema principu univerzalne zdravstvene zaštite koja se provodi u
mnogim razvijenim zemljama.
The article presents findings from the research project titled Rehabilitation of housing estates in Ljubljana. The research was conducted in the western part of the Savsko naselje neighbourhood in ...Ljubljana. The introduction brings a brief description of the theoretical framework of the research. In continuation results of field work are presented, whereby special emphasis is given to the views of residents to rehabilitation and improvements to their living environment. Confrontation of attitudes to issues pertaining to the housing estate with real actions (or non-actions) by local authority show that presently there are large, potentially damaging contradictions between the two actors. We can ascertain that at present the municipal departments are accountable for the present conflicts, especially those responsible for housing provision and living quality. We are adamant that present planning and management of housing estates – top-down – is inadequate and inefficient. As soon as possible it should be substituted with contemporary approaches that have been pursued for some time in more developed countries. The hypothesis of the article is that rehabilitation of housing estates is not possible without active resident participation.
V prispevku predstavljamo del ugotovitev raziskovalnega projekta z naslovom Prenova sosesk v Ljubljani. Raziskavo smo izvedli v zahodnem delu Savskega naselja v Ljubljani. V uvodu na kratko opisujemo ...teoretično osnovo, na kateri temelji metodologija raziskave. V nadaljevanju predstavljamo rezultate terenske raziskave, s posebnim poudarkom na pogledih stanovalcev do prenove in izboljšanja njihovega bivalnega okolja. Soočanje pogledov na problematiko prenove soseske s konkretnimi dejavnostmi (oz. nedejavnostmi) občinskih organov kaže, da trenutno obstajajo velika, potencialno škodljiva nasprotja med obema akterjema. Ugotavljamo, da več odgovornosti za sedanje konflikte nosijo prav občinski oddelki, ki so na mestni ravni odgovorni za stanovanjsko oskrbo in kakovost bivanja. Trdimo, da je dosedanje planiranje in urejanje stanovanjskih območij – od zgoraj navzdol – neprimerno, neučinkovito. Čim prej ga je treba zamenjati s sodobnejšimi pristopi, ki so že dlje uveljavljeni v razvitejših državah. Glavna teza, ki jo v prispevku zagovarjamo, je, da prenova stanovanjskih sosesk ni mogoča brez aktivnega sodelovanja stanovalcev.
ABSTRACT IN SLOVENE: V prispevku predstavljamo in zagovarjamo tezo, da ima Slovenija nizek stanovanjski standard in da vecina prebivalcev zivi v stanovanjih, ki jih je po mednarodno uveljavljenih ...standardih mogoce opredeliti za prenaseljena. Resnicnost te teze dokazujemo s statisticnimi podatki ter tudi s pomocjo pregleda literature in predstavitvijo stalisc razlicnih domacih avtorjev, ki so obravnavali to temo. Poleg obsirnega pregleda tuje in domace literature na to temo predstavljamo tudi pregled zgodovinskih dejavnikov, za katere ocenjujemo, da so v preteklosti pomembno vplivali na vzpostavitev in uveljavitev danasnjih stanovanjskih standardov. V sklepnem delu posebej poudarjamo danes prevladujoce napacno stalisce, ki ga opredeljujemo kot najpomembnejsi zaviralni dejavnik pri razmisljanjih o potrebnem izboljsanju slovenskih stanovanjskih standardov. V tem delu podajamo nove teoreticne razlage o tem, zakaj se v Sloveniji se vedno vzdrzuje nizek povrsinski stanovanjski standard. Koncni namen prispevka pa je sproziti izvedbo dejanskih ukrepov, ki bodo pripeljali do uveljavljanja ustreznejsih standardov in izboljsanja stanja. // ABSTRACT IN ENGLISH: This article advances and argues the thesis that Slovenia has a low housing standard and that the majority of people live in dwellings that may be described as overcrowded according to internationally recognised standards. The final part of the article identifies and discusses a widely held false conviction that I characterise as the major obstruction to the introduction of a higher housing standard in Slovenia. In this section, I suggest alternative theoretical explanations for the continued maintenance of the low housing standard. The final aim of the article is to spur concrete actions that will lead to implementing appropriate measures and eventual improvement of the housing standard.

The transformations in the welfare state regimes that have occurred globally, over the last three decades or so, have seriously affected the capacity of states to sustain the previous levels of ...social care and protection. These changes, already being manifested, inter alia, in trends in declining earnings of pensioners have inspired some researchers in this field to explore alternative ways of mitigating their impact on the well-being of the elderly during the retirement period. One of the theories that has been advanced to this effect is the so-called asset-based welfare concept which suggests that the wealth accumulated by people in the form of housing assets presents a financial reservoir that may serve as a source of income for pensioners in time of need. To address these issues, a variety of mechanisms have been developed and presented as ‘equity release products’ that may be used by senior homeowners to improve their living situation. This article contributes to the debate from the perspective of a country in Central and Eastern Europe (CEE), a region that has been rarely included in the scholarly discourse on the topic. While there might have been some level of success in the implementation of these instruments in some countries, the survey findings presented and discussed in this article show that Slovenian elderly homeowners strongly reject all the equity release products that were presented to them as potential options for alleviating financial hardship in old age. These findings lead us to the conclusion that it is highly unlikely that Slovenian elderly homeowners would ever accept and exploit, at any meaningful level of uptake, the investigated equity release mechanisms.
Despite the development of various housing options across Europe, older people often face the choice of staying at home with the support of family and/or formal services or moving to a care home, but ...how people vary regarding these preferences and how newer cohorts will be different is under-researched. This study explores the housing choices of older people under the condition of liminality, which is defined as the hypothetical condition of high care needs. The most common choices available are compared; that is, staying at home (with social home-care support or visits to a daycare centre) or moving to supported housing or a care home. Cluster analysis revealed five distinct groups of older people that were differentiated in their choices between various options of moving versus staying at home, either by using home care or daycare. Differences between the clusters along three dimensions that influence decisions to move or stay, namely levels of attachment, satisfaction with housing and availability of support, which often function as limits on the options that are preferred, were explored. The results present the complexity of the decision-making process under imagined conditions of liminality and show a great diversity among people’s preferences. They also indicate that a significant share of older people have a strong preference for only one option (two of the cluster groups).
Various studies indicate that the elderly are unwilling to move, while health issues are one of the important factors influencing decisions to move. In our study, we tested the willingness of the ...elderly to accept various housing options based on a large quantitative survey of persons aged 50 and above conducted in 2015 in Slovenia. Our focus was on the respondents' attitudes to different housing options, especially less-well-known options such as senior cohousing, household groups, family caregiving for elderly people and multigenerational residential buildings. This is relevant for the future development of housing and care policies because in a majority of countries housing markets will need to adapt to the growing elderly populations and their diversified needs. We employ cluster analysis to analyze which housing options are acceptable, how people can be grouped regarding the acceptability of moving house, and the characteristics of these groups.
