Ocjenjivanje rada policijskih službenika esencijalni je model evaluacije (vrednovanja) rada i rezultata rada u policiji. Predmetno ocjenjivanje uređeno je odgovarajućim pravnim okvirom – Zakonom o ...policiji i Pravilnikom o ocjenjivanju policijskih službenika. Godišnja ocjena je odgovarajuća povratna informacija policijskom službeniku o obilježjima i rezultatima njegova rada u prethodnoj godini. Godišnja ocjena ima relevantne reperkusije na radnu motivaciju policijskih službenika kao i na njihov radnopravni status. Ocjenjivanja rada i godišnja ocjena važni su instrumenti upravljanja ljudskim potencijalima. U svezi s obilježjima ocjenjivanja rada policijskih službenika provedeno je empirijsko istraživanje i to metodom ispitivanja uz pomoć anketnog upitnika. Ispitanici (N=50) su bili policijski službenici Policijske uprave zadarske. Istraživanjem su obuhvaćena četiri istraživačka područja i to ocjenjivanje rada (kao instrument menadžmenta); godišnja ocjena; ocjenjivački obrazac te ocjenjivački postupak. Istraživanjem prikupljeni podaci obrađivani su pomoću statističko-informatičkog programa SPSS uporabom odgovarajućih statističkih tehnika iz domene deskriptivne i inferencijalne (neparametrijske) statistike. Rezultati istraživanja pokazuju postojanje percepcije o prisutnosti različitih manjkavosti (subjektivnih, objektivnih) u sustavu ocjenjivanja rada policijskih službenika koje u bitnome otežavaju ostvarivanje svrhe ocjenjivanja uređene spomenutim pravnim okvirom. Godišnja ocjena morala bi biti objektivna, vjerodostojna i radno-motivirajuća, a postupak njezina donošenja transparentan, logičan i pravedan. U tom smislu postoje brojni izazovi, ali i prilike da se sustav ocjenjivanja unaprijedi te u perspektivi postane relevantan instrument policijskog menadžmenta. Daljnja istraživanja predmetne problematike trebaju biti sustavna, obuhvatna i dubinska. U njih bi trebale biti involvirane specijalizirane organizacijske jedinice nadležne za upravljanje ljudskim potencijalima u policiji sa svrhom implementacije dobivenih rezultata u razvoj sustava ocjenjivanja rada policijskih službenika.
Appraising the work of police officers is an essential model for evaluating the work and results of work in the police. The subject evaluation is regulated by the appropriate legal framework - the Law on Police and the Rulebook on the Evaluation of Police Officers. The annual assessment is appropriate feedback to the police officer on the characteristics and results of his work in the previous year. The annual assessment has relevant repercussions on the work motivation of police officers as well as on their employment status. Performance appraisal and an annual appraisal are important human resource management tools. In connection with the subject matter, empirical research was conducted using the method of examination with the help of a questionnaire. The respondents (N=50) were police officers of the Zadar Police Administration. The research covers four research areas, namely performance appraisal (as an instrument of management); assessment (annual); evaluation form, and evaluation procedure. The data collected by the research were processed using the statistical information program SPSS using appropriate statistical techniques in the field of descriptive and inferential (nonparametric) statistics. The results of the research show the existence of the perception of the presence of various imperfections (subjective, objective) in the system of performance appraisal of police officers, which significantly hinder the achievement of the purpose of appraisal regulated by the mentioned legal framework. The annual assessment should be objective, credible, and work-motivating, and the process of its adoption should be transparent, logical, and fair. In this sense, there are a number of challenges, but also opportunities for the evaluation system to become a relevant instrument of police management in the future. Further research on the subject should be systematic, comprehensive, and in-depth. They should involve specialized organizational units responsible for human resources management in the police in order to implement the results obtained by the research in the development of performance appraisal systems for police officers.Ključne riječi

Subclinical neurocognitive deficit after carotid endarterectomy (CEA) has been reported in 25% of patients. The influence of the type of anesthesia and shunting on early postoperative neurocognitive ...function remains unclear. Therefore, we analyzed the cognitive function after CEA using a battery of psychometric tests before surgery and on the first postoperative day.
Twenty nine patients under regional and 28 under general anesthesia were included in the study. Regional anesthesia was administered inducing a superficial cervical block, and the general anesthesia was induced using a standardized manner. Then cognitive function was tested using a battery of psychometric tests before and 24 hours after surgery. S 100 beta was determined at the same time points.
A statistical difference was found between the results of the testing before and after CEA: decline in digit symbol test (9%), perceptual speed (6%), and spatial working memory (44%) and improvement in verbal fluency (6%) and attention (5%). The only intraoperative factor that correlated with the cognitive dysfunction was shunt insertion; patients with a shunt had a lower perceptual speed (P=0.005) and worse spatial working memory (P=0.004). No correlation was found between the type of anesthesia or S 100 beta level and any psychometric test, but these results might be influenced by the small sample size in our study.
Shunt insertion was the only parameter correlated with cognitive decline on the first day after CEA. Regional anesthesia might offer indirect benefit because of a reduced need of shunting in wakeful patients. Larger studies are required to clarify the role of shunting and type of anesthesia in early neurocognitive deficit after CEA and its impact on the quality of life.
