NRM, on the other hand, can be an effective solution for state and local governments to develop and enact new regulations. Five Steps for Moving from Traditional to Negotiated Rulemaking5 1)Informing the public 2)Consulting the public by requesting input 3)Involving the public by accepting input and engaging in reflection 4)Collaborating through shared decision-making 5)Empowering the public through decision-making NRM in Action in Washington State Mandated by the Washington State Early Start Act (2015), the Department of Early Learning (DEL, now the Department of Children, Youth, and Families)6 proposed a comprehensive realignment of the state's child care licensing regulations. "Seats" on the team were flexible, and groups rotated participants during review of specialty areas for regulations requiring expertise; these participants included nurse consultants, advocates, legislators and their staff, architects, and health and mental health professionals. Many NR M participants remained engaged after the rules were filed: * Some are currently providing local leadership in professional development and/or dissemination of information during the period before implementation of the new regulations; * Parents continue to be involved and support the awareness and education campaigns currently taking place across the state, as well as participating in advocacy efforts; * The DEL has benefited from improved relationships with provider agencies, and has obser ved improved relationships between participating parties; * Center-based early learning providers developed the WA Childcare Center Association (WCCA); * The development of the Regional Early Learning Coalition Net work; and * Early learning providers and licensors have collaboratively made efforts to education legislation on the work in the field.

Users' loyalty to digital libraries is declining. There are quite a few studies on user satisfaction in digital libraries. However, the affinity theory and the loyalty theory are rarely applied to ...study digital library use. The purpose of this study is to integrate the information system success theory, Technology Acceptance Model, and affinity theory to identify the factors that may affect user satisfaction and user loyalty to digital libraries. A total of 426 valid survey questionnaires were collected. The structural equation modeling was employed to test the proposed research model and hypotheses. The results indicated that, instead of information quality, system and service quality significantly affected perceived ease of use, perceived usefulness and digital libraries (DLs)’ affinity. Both perceived ease of use and DLs' affinity impacted on perceived usefulness. Moreover, perceived usefulness and DLs' affinity had significant effects on user satisfaction, thereby affecting user loyalty. We also found that user differences, including age, gender, and educational level, significantly affected DLs’ affinity, which further influenced user satisfaction and loyalty. Implications for librarians and service providers to improve the quality of digital libraries are provided.

Stress is a major risk factor for psychiatric disorder including major depressive disorder (MDD) and can induce inflammation, which is known to be dysregulated in depression. Several clinical and pre-clinical studies have demonstrated a strong association between depressive symptoms and the expression of factors that increase inflammation. Conversely, administration of anti-inflammatory agents has been shown to ameliorate depressive symptoms, demonstrating the importance of inflammation as a mediator of depression. Although it is clear that inflammation plays a role in the pathophysiology of depression, the mechanism by which inflammation is activated in mood disorders remains unclear. To address this issue, studies have investigated the role of pattern recognition receptor (PRR) activation in stress-induced inflammation and mood disorders. However, the identification of the endogenous factors, referred to as danger-associated molecular patterns (DAMP) that activate these receptors remains understudied. Here we review the role of DAMPs in depression and highlight the clinical evidence for elevation of DAMP signaling in MDD patients and in pre-clinical animal stress models of depression.
