Der vorliegende Beitrag stellt sich die Aufgabe, einige Spuren zu verfolgen, die Eric Voegelin, Begründer des Instituts für Politische Wissenschaften an der Münchener Universität und zugleich einer ...der »Gründerväter« der Politischen Wissenschaft in der Bundesrepublik Deutschland, in der Disziplin hinterlassen hat. Das Terrain dieser »Spurensuche« sind die wichtigsten der in den 70er und 80er Jahren veröffentlichten Einführungen in die Politische Wissenschaft. Da Voegelin in den meisten dieser Einführungen als einer der Repräsentanten des sog. »Ontologisch-normativen Ansatzes« geführt wird, gestaltet sich die Spurensuche über weite Strecken als eine Analyse dessen, was von den betreffenden Autoren unter diesem Ansatz verstanden wird. Die Untersuchung kommt zu dem Ergebnis, daß die Mehrzahl der untersuchten Einführungen nicht nur ein völlig inadäquates Verständnis der Politischen Philosophie Voegelins aufweist, sondern daß es sich auch bei dem sog. »Ontologisch-normativen Ansatz« um ein theoretisch höchst fragwürdiges Konstrukt handelt, mit dem die Autoren wenig anzufangen wissen. The aim of the present article is to pursue some of the traces left by Eric Voegelin, who established the Institute of Political Science at the University of Munich and who was at the same time one of the "founding fathers" of political science in the Federal Republic of Germany. The "search" will be conducted on the basis of the most important introductions to political science published in the nineteen-seventies and eighties. Since most of these introductory works present Voegelin as one of the representatives of the so-called ontological-normative theory, the search for these traces takes in the main the form of an analysis of the way the authors in question understand this theory. The investigation cornes to the conclusion not only that the majority of the introductions scrutinized demonstrate a completely inadequate understanding of Voegelin's political philosophy but also that the so-called ontological-normative theory represents a highly-questionable theoretical construction with little meaning for the authors.
Nach zwei Jahrzehnten der Konfrontation mehren sich die Anzeichen, daß die sinosowjetischen Beziehungen in eine Phase der Kooperation eintreten werden. Für eine Neubelebung der wirtschaftlichen und ...kulturellen Kontakte sprechen vor allem drei Gesprächsrunden, die seit dem Herbst 1982 zwischen beiden Seiten geführt wurden. Der vorliegende Beitrag erhellt zum einen die internationalen Rahmenbedingungen, die zur Aufnahme dieser Gespräche führten und untersucht zum anderen anhand der drei wichtigsten Gesprächsthemen die Verhandlungsspielräume und Erfolgschancen. Er kommt dabei zu dem Ergebnis, daß eine engere Zusammenarbeit zwischen Moskau und Peking nicht zu erwarten ist, sondern daß die chinesische Führung mit den Gesprächen lediglich eine »taktische Entente« eingeleitet hat, mit der sie auf einen Mittelkurs zwischen den beiden Großmächten einschwenkt. After two decades of confrontation, indications have increased that Sino-Soviet relations will enter a phase of cooperation. In particular three rounds of negotiations, which have been taking place since the fall of 1982, signify a revival of economic and cultural contacts. The present essay elucidates the conditions of the international framework, which led to the establishment of these negotiations. With regards to the main topics of the talks the study also analyzes the scope of the negotiations and the chances for success. Finally the essay comes to the result that the Chinese decisionmakers do not try to intensify their relationship with Moscow. They rather intend to create a "tactical Entente", which enables them to adopt an independent course between the two "super powers".

In the first half of the century, international migrations of refugees largely took place in Europe. However, in the second half of the century, the hub of the migrations shifted from the Northern to the Southern hemisphere. One major cause of migrations is war & the accompanying violence. Other important causes are economic hardships, population boom, ecological disasters, & the erosion of traditional values. Judging by the characteristics of the major causes of migrations, it is very unlikely that the situation at the turn of the millennium is going to change significantly. The only thing that international organizations & states can do is to alleviate this problem by creating long-term strategies that might get to the roots of the migration issue. 5 Tables.
