Mit diesem Band wird die Abteilung III des Editionsprojektes Quellen zur Geschichte des Deutschen Bundes, die den Zeitraum von 1850 bis 1866 umfasst, abgeschlossen. Im Mittelpunkt steht zum einen der ...Frankfurter Fürstentag von 1863, auf dem ein letzter großer Versuch zu einer umfassenden Bundesreform unternommen wurde. Den zweiten Schwerpunkt bilden die bundespolitischen Auswirkungen des Schleswig-Holstein-Konflikts, der seit 1863 zum politischen Zerfall des Deutschen Bundes und schließlich zu seiner gewaltsamen Zerstörung im Krieg von 1866 führte. Neben den diplomatischen Verhandlungen werden die Debatten in der deutschen Öffentlichkeit durch zahlreiche Quellen dokumentiert. Des Weiteren erschließt der Band durch die Berücksichtigung von mittel- und kleinstaatlichen Stimmen die föderative Vielfalt in der praktischen Bundespolitik. Die Edition geht damit weit über das Bild hinaus, das die bisherigen Quellensammlungen aus einzelstaatlicher Perspektive ergeben.

Der Band schafft mit der Erschließung eines umfangreichen, vielfach unbekannten Quellenmaterials die Grundlage für eine umfassende und differenzierte Analyse der Anfangsjahre des Deutschen Bundes ...(1815-1819). Im Zentrum steht die Tätigkeit der Deutschen Bundesversammlung in Frankfurt. Dokumentiert werden die Phase bis zur Eröffnung der Deutschen Bundesversammlung, deren Organisation und Arbeitsweise sowie anhand von fünf zentralen Themenfeldern (Austrägalwesen des Deutschen Bundes, Einführung landständischer Verfassungen in den Bundesstaaten, Initiativen zur wirtschaftlichen Integration, Pressefreiheit und Büchernachdruck, Auswanderungsfreiheit und Nachsteuerfreiheit) die Bemühungen des Bundestags um eine organische Fortbildung und innere Ausgestaltung des Deutschen Bundes. In 212 Dokumenten entsteht das Bild einer "kurzen, aber intensiv genutzten" (Reinhard Stauber) ersten Phase der Bundesgeschichte, in der eine behutsame Weiterentwicklung und Integration des Deutschen Bundes angestrebt wurde, bevor mit der vor allem von Österreich und Preußen betriebenen restaurativen Wende von 1819/20 der Bund zur "konservativen Entwicklungsblockade" (Dieter Langewiesche) umgestaltet wurde.
This paper examines the formation of a counterrevolutionary surveillance regime in the German Confederation in the wake of Karl Sand's assassination of August von Kotzebue in March 1819. Its focus is ...less the institutions and mechanisms of surveillance than the ideological lens through which police and state officials construed the threat of "revolutionary machinations." Relying on the Mainz Central Investigative Commission's Hauptbericht and other sources, this paper argues that investigators were determined to expose the "dangerous" thoughts of German radicals, to whom they attributed the notorious maxim "the end justifies the means," and that such assumptions shaped the self-conceptions of the radicals themselves.

The political pamphlet Der Hessische Landbote, a co-production of Georg Büchner and Ludwig Weidig, had always been regarded as a text destined to be mainly read by the rural population seeking to ...provoke a rebellion in the wake of the French revolution of 1830. Without contesting this principal aim, one must remember that at the time the illiteracy rate of the agricultural workers and other people of the rural underclass, the main target group of the text, was still very high. Even though Büchner and Weidig tried to take into account the low educational level of their addressees, it is doubtful whether there was ever a realistic chance to produce the desired effect, namely a rebellion or at least an awareness of the oppressive system, by distributing such a complex text with arguments and allusions that displays the profound education of its authors, but probably expects too much of its potential recipients. Besides, the pamphlet also shows elements which are clearly meant for a different target group, the bourgeoisie of the region. Taking into account these aspects the text is examined with respect to its unevenness and its potential recipients against the background of the sociocultural situation of the time.
