Alfred Thayer Mahan's The Influence of Sea Power upon History
(1660--1783) was one of the most influential books on military strategy in the first
half of the 20th century. A core text in the naval ...war colleges of the United
States, Britain, and Japan, Mahan's book shaped doctrine for the conduct of war at
sea. Adams uses Mahan's ideas to discuss the great Pacific sea battles of World War
II and to consider how well they withstood the test of actual combat. Reexamining
the conduct of war in the Pacific from a single analytic viewpoint leads to some
surprising conclusions about the Japanese attack on Pearl Harbor, the Doolittle
Raid, the Battle of the Coral Sea, the recapture of the Philippines, and the

К началу Великой Отечественной войны 1941-1945 гг. Шатиловская сельскохозяйствен- ная опытная станция являлась государственной селекционной станцией. Этот статус она получила в 1937 г., когда ...согласно Постановления Совета Народных Комиссаров от 28 июня 1937 г. «О мерах по улучшению семян зерновых культур» была создана сеть государственных селек- ционных станций. Основной задачей станции в этот период являлось выведение новых высоко- урожайных сортов зерновых, зернобобовых, крупяных, масличных и кормовых культур для зо- ны своей деятельности и обеспечение высококачественными семенами элиты районированных сортов семенных участков районных семеноводческих хозяйств Орловской и Курской облас- тей. Кроме того, станция должна была разработать рациональные приѐмы получения высоких и устойчивых урожаев возделываемых в зоне культур. При выведении новых сортов применялись методы внутривидовой гибридизации с использованием географически отдалѐнных форм, по- вторные отборы внутри чистолинейных сортов, выращивание растений на высоком агрофоне. Изучались коллекции культурных растений Всесоюзного института растениеводства. Особое внимание уделялось селекции на урожайность, качество продукции, зимостойкость, устойчи- вость к болезням, пригодность к механизированной уборке урожая. В государственное сорто- испытание в довоенное время были переданы новые сорта селекции станции, в том числе: яро- вая пшеница 1326/32, 1325/32; овѐс 50-н-21, 30-н-15, 2-н-171; просо Бронзовое 22 и Шатилов- ское 624. В 1940 г. были подготовлены к передаче в Госкомиссию 2 сорта гречихи, 1 сорт кле- вера 1, 2. На станции была широко развѐрнута семеноводческая работа. Прежде всего восстанавли- вали сорта селекции станции, в том числе потерянные в период предыдущих реорганизаций. Производились элитные семена озимой ржи, озимой пшеницы, яровой пшеницы, овса, проса, вики, гречихи, льна, клевера, других культур. В результате проведения семеноводческой рабо- ты в предвоенные годы станция производила по 645-738 т семян ежегодно. Значительно воз- росла урожайность возделываемых культур и в 1940 г. составила в среднем 18,4 ц/га

This paper assesses the relative efficiency of government spending on health care and education in Croatia by using the so-called Data Envelopment Analysis. The analysis finds evidence of significant ...inefficiencies in Croatia's spending on health care and education, related to inadequate cost recovery, weaknesses in the financing mechanisms and institutional arrangements, weak competition in the provision of these services, and weaknesses in targeting public subsidies on health care and education. These inefficiencies suggest that government spending on health and education could be reduced without undue sacrifices in the quality of these services. The paper identifies ways to do that.
