This article analyses the European Commission’s attitude vis-à-vis labour migration and brain drain in the Western Balkans. It uses Croatia’s post–EU accession experience as a focal point. Grappling ...with elevated migration rates and a decline in natality, the Western Balkan countries are an interesting region in terms of demographic change. Examining how much attention the Commission pays to brain drain, the article notes an increase since 2019; yet this focus appears disproportionately limited considering the potential repercussions for economic growth and social welfare in the countries experiencing it. The Commission’s predominantly negative view of brain drain emphasises that it is the nations affected that are responsible for avoiding it, thereby confirming that it is caused by a skills mismatch. The article recommends integrating brain-drain prevention measures into the enlargement process, and encourages the Commission to improve its focus on the matter in its annual candidate and potential candidate country progress reports.
The issue of elites can be investigated in different political, cultural, economic, social, and sociological dimensions. In this context, the phenomenon of elite migration (brain drain) is one of the ...most important issues and problems of developing countries, especially Iran. The purpose of this study was to investigate solutions and find appropriate policies to improve conditions and deal with the challenges of the elites. Despite the decisions made and the work done regarding the elites, we are facing many challenges in the elitism. It is better to suggest institutions to identify the best talents and elites of the country from a younger age. With respect to the migration of the elites, it is imperative to prevent the exodus of the elites without their eventual return by implementing appropriate policies and acknowledging the contributions of the elites within the country. Additionally, we must harness the expertise of the migrated elites to mitigate the negative impact of migration on the economy. The portion of elite immigration has an inverse relationship with the gross domestic product (GDP) index, and for every 1 percent increase in elite immigration, GDP will decrease by 5.7 percent. Cooperation between different public and private sectors with the participation of elite society should be strengthened and solutions should be provided to facilitate their participation in the development of the country. Elites in health systems play important roles in improving health ecosystem. for this reason, special attention of the most important cases mentioned in this study.
The public today navigates a vast landscape of hundreds of satellite channels offering diverse intellectual discourse. Amidst this multitude, Al-Iraqiya Satellite Channel, the official Iraqi state ...broadcaster, consistently claims the top spot in viewership and engagement according to local opinion polls. The channel grapples with various issues relevant to the Iraqi public, and prominent among them is the critical phenomenon of Iraqi talent migration. It is this issue's prominence in Al-Iraqiya's news programming that drew the researcher's attention, leading to a detailed analysis of broadcast content focused on brain drain during the year 2022. This research seeks to answer the following question: How did news bulletins on Al-Iraqiya Satellite Channel address the issue of Iraqi talent migration? Employing a descriptive research approach, the researcher utilized a survey method and defined the research population as all news bulletins aired by the channel in 2022. To ensure comprehensiveness, a complete inventory sample of all bulletins addressing the brain drain phenomenon within the specified timeframe was adopted . This analysis yielded several key findings: • News coverage of Iraqi talent migration occupied a substantial portion of total news bulletin airtime, amounting to 70 minutes out of a total 540 minutes. • The majority of the televised content addressing brain drain took the form of news segments, followed by reports, interviews, analyses, and commentaries, respectively.
Background: The large-scale migration of doctors, including surgeons, from South Africa, has had a major impact on healthcare resources in this country. Although previous studies have suggested that ...the University of Cape Town (UCT) is of the main institution contributing to this "brain drain", the extent of the problem has not been documented previously. The aim of this study was to investigate where UCT trained surgical registrars go after completing their training. Method: General surgery registrars who trained at UCT and who wrote and passed the FCS final examination between 1992 and 2011 were included in the study. The data for this study were obtained from the examinations office of the Colleges of Medicine of South Africa. The number of registrars writing and passing the final examination, the number of registrars who went overseas, the number of registrars in private practice, and the number of registrars in subspecialist practice, were recorded. Results: A total of 102 UCT-trained registrars wrote and passed the FCS final examination during the study period. Only 13% of the South African UCT-trained registrars left the country. Only 31% of the registrars who remained in South Africa went into private practice. A large proportion of the UCT-trained registrars (43%) elected to subspecialise. Conclusion: "Brain drain" with respect to UCT-trained surgical registrars was not as extensive as anticipated.
The paper presents the implications of the brain drain phenomenon in Romania, focusing on possible solutions at European, national and local level. The consequences of the brain drain phenomenon as ...well as the magnitude of the problem in Romania were analysed based on a quality methodology, namely the secondary analysis of statistical data, all in correlation with other concepts such as trust, vulnerability and resilience. Although there are still no analytical indicators to accurately measure them, the conclusions and recommendations that have been made showed that a bottom-up approach to highlighting the solutions already implemented can be seen as a future model for brain drain analysis.

Brain drain has long been a concern. However, little is known about the brain drain within a country. China is a developing country which is experiencing not only overseas brain drain but also a ...domestic cross-regional and cross-departmental flow. In this study, we investigate the flow of high-level talent (HLT) given the background of constructing world-class universities and disciplines (WCUDs) in China and its dynamic mechanisms, and then we discuss its potential implications. The results show that over the past four decades, eastern China has been a net-inflow area, and the northeastern and midwestern regions saw a net outflow. The eastern region shows more internal regional flow. Furthermore, a large amount of HLT has flowed from scientific research institutes to colleges and universities (CUs). Regional socioeconomic gaps, imperfect systems and inadequate management are the main reasons for the flow of HLT. Regional HLT flow is not as serious as expected, but irrational flow will probably aggravate the already interregional disparity in educational resources and human capital accumulation as well as regional unbalanced development. Therefore, some measures should be taken to fight irrational high-level talent flow.
