Peverill Squire draws upon a wealth of ...primary sources to document this institutional history. Beginning with the ways in which colonial assemblies followed the precedents of British institutions, Squire traces the fundamental ways they evolved to become distinct. He next charts the formation of the first state legislatures and the Constitutional Congress, describes the creation of territorial and new state legislatures, and examines the institutionalization of state legislatures in the nineteenth century and their professionalization since 1900.
With his conclusion, Squire discusses the historical trajectory of American legislatures and suggests how they might further develop over the coming decades. While Squire's approach will appeal to historians, his focus on the evolution of rules, procedures, and standing committee systems, as well as member salaries, legislative sessions, staff, and facilities, will be valuable to political scientists and legislative scholars.

Yet, political leaders in Congress and the President often trade pork for ...votes to pass legislation that serves broad national purposes, giving members of Congress pork barrel projects in return for their votes on general interest legislation. It is a practice that succeeds at a cost, but it is a cost that many political leaders are willing to pay in order to enact the broader public policies that they favor. There is an irony in this: pork barrel benefits, the most reviled of Congress's legislative products, are used by policy coalition leaders to produce the type of policy that is most admired - general interest legislation. This book makes the case that buying votes with pork is one way in which Congress solves its well-known collective action problem.

This book examines the historically unique conditions under which the International Congress of Mathematicians took place in Oslo in 1936. This Congress was the only one on this level to be held ...during the period of the Nazi regime in Germany (1933-1945) and after the wave of emigrations from it. Relying heavily on unpublished archival sources, the authors consider the different goals of the various participants in the Congress, most notably those of the Norwegian organizers, and the Nazi-led German delegation. They also investigate the reasons for the absence of the proposed Soviet and Italian delegations. In addition, aiming to shed light onto the mathematical dimension of the Congress, the authors provide overviews of the nineteen plenary presentations, as well as their planning and development. Biographical information about each of the plenary speakers rounds off the picture. The Oslo Congress, the first at which Fields Medals were awarded, is used as a lens through which the reader of this book can view the state of the art of mathematics in the mid-1930s.
