Over the past half-century, Europe has experienced the most radical reallocation of authority that has ever taken place in peace-time, yet the ideological conflicts that will emerge from this are ...only now becoming apparent. The editors of this 2004 volume, Gary Marks and Marco Steenbergen, have brought together a formidable group of scholars of European and comparative politics to investigate patterns of conflict that are arising in the European Union. Using diverse sources of data, and examining a range of actors, including citizens, political parties, members of the European Parliament, social movements, and interest groups, the authors of this volume conclude that political contestation concerning European integration is indeed rooted in the basic conflicts that have shaped political life in Western Europe for many years. This comprehensive volume provides an analysis of political conflict in the European Union.
How does the EU resolve controversy when making laws that affect citizens? How has the EU been affected by the recent enlargements that brought its membership to a diverse group of twenty-seven ...countries? This book answers these questions with analyses of the EU's legislative system that include the roles played by the European Commission, European Parliament and member states' national governments in the Council of Ministers. Robert Thomson examines more than 300 controversial issues in the EU from the past decade and describes many cases of controversial decision-making as well as rigorous comparative analyses. The analyses test competing expectations regarding key aspects of the political system, including the policy demands made by different institutions and member states, the distributions of power among the institutions and member states, and the contents of decision outcomes. These analyses are also highly relevant to the EU's democratic deficit and various reform proposals.

This volume is a holistic assessment of six decades of European integration as seen through a gender lens. It features the insights of scholars from nine countries, who analyze new and old ...barriers to gender equality in all realms of EU activity. The first part of the volume offers a critique of mainstream integration theories and situates women across core institutional settings. It traces women's roles as formal actors, as participants in expert networks, and as creative conceptualizers introducing paradigm-changing frameworks and strategies. It also recognizes women as policy innovators contributing to the larger integration project. In the second part the contributors pay special attention to the development and effects of gender mainstreaming. They explore 'gendering' dynamics and outcomes in EU policy domains, including agriculture, the employment and social policy fields, the research, science and technology sector, and the emergent EU migration and citizenship policy arena.

'Given the current mood of disenchantment with the EU as a political system, this book provides a timely reminder that for the last 40 years, the EU has acted as a social innovator particularly in the field of gender justice. Many of the provisions for women that we now take for granted have their origins in measures adopted by the EU or fought for in the European Court of Justice. As this book ably illustrates, this provided a platform for policy debate and expansion both into new fields and into new cultural arenas. The picture is a complex one with the relative simplicity of the early days being replaced by a more complex policy frames and more difficult contexts. The great value of this book is that it traces this story not only in the traditional fields of employment and childcare but in new areas such as agriculture, research and technology and migration policy.' - Catherine Hoskyns, Professor, University of Coventry, UK 'In Gendering the European Union the editors have assembled an impressive range of experts and powerful arguments for the importance of the European project for gender equality. The volume turns a wealth of new research into a readable and insightful analysis of the gendered nature of EU institutions and the concrete gender outcomes of EU policymaking. The authors also remind us that the quest for a more inclusive society is fragile under the current conditions of global economic crisis, making this book a must-read for students, scholars, and practitioners interested in the future of gender politics, and, more generally, the future of the European Union.' - Sabine Lang, Associate Professor, Henry M. Jackson School of International Studies, University of Washington, USA 'This book is a must for any European student or scholar. The authors and editors succeed in making a convincing case skilfully and correctly arguing for including a gender analysis into all studies on European integration. Written and edited by leading scholars, this book deserves wide attention and has the potential to become a classic. It not only provides for a better understanding of the theoretical approaches underpinning the European gender analysis over the last 30 years, but it also offers detailed case studies in new policy domains, which help the reader understand the dynamics of European policy making from a gender perspective, making a complex study very approachable. It is feminist analysis and scholarship at its best.' - Barbara Helfferich, European Policy Director, Wildlife Conservation Society.PreviouslySecretary General, European Women's Lobby and Member of the Cabinet of the European Social Affairs Commissioner.

Gender considerations and civil society are both major issues in the current debate about the implementation of EU development policy. This volume provides a new perspective and focus on the ...increasingly important issues of gender equality, democracy and participation to explain how they impact on policy. This book will appeal to those interested in the European Union, in EU external relations, gender issues, civil society, and development.
English-Only Europe? explores the role of languages in the process of European integration. Languages are central to the development of an integrated Europe. The way in which the European Union deals ...with multilingualism has serious implications for both individual member countries and international relations. In this book, Robert Phillipson considers whether the contemporary expansion of English represents a serious threat to other European languages. After exploring the implications of current policies, Phillipson argues the case for more active language policies to safeguard a multilingual Europe. Drawing on examples of countries with explicit language policies such as Canada and South Africa, the book sets out Phillipson's vision of an inclusive language policy for Europe, and describes how it can be attained.
At a time when many observers question the EU's ability to achieve integration of any significance, and indeed Europeans themselves appear disillusioned, Mai'a K. Davis Cross argues that the EU has ...made remarkable advances in security integration, in both its external and internal dimensions. Moreover, internal security integration-such as dealing with terrorism, immigration, cross-border crime, and drug and human trafficking-has made even greater progress with dismantling certain barriers that previously stood at the core of traditional state sovereignty.
Such unprecedented collaboration has become possible thanks to knowledge-based transnational networks, or "epistemic communities," of ambassadors, military generals, scientists, and other experts who supersede national governments in the diplomacy of security decision making and are making headway at remarkable speed by virtue of their shared expertise, common culture, professional norms, and frequent meetings. Cross brings together nearly 80 personal interviews and a host of recent government documents over the course of five separate case studies to provide a microsociological account of how governance really works in today's EU and what future role it is likely to play in the international environment.
"This is an ambitious work which deals not only with European security and defense but also has much to say about the policy-making process of the EU in general."-Ezra Suleiman, Princeton University
State authority and power have become diffused in an increasingly globalized world characterized by the freer trans-border movement of people, objects and ideas. As a result, some international law ...scholars believe that a new world order is emerging based on a complex web of transnational networks. Such a transnational legal order requires sufficient dialogue between national courts. This 2010 book explores the prospects for such an order in the context of refugee law in Europe, focusing on the use of foreign law in refugee cases. Judicial practice is critically analysed in nine EU member states, with case studies revealing a mix of rational and cultural factors that lead judges to rarely use each others' decisions within the EU. Conclusions are drawn for the prospects of a Common European Asylum System and for international refugee law.
This handbook provides comprehensive and expert analysis of the impact of the Brexit process and the withdrawal of the United Kingdom from the European Union on existing and future EU-UK relations ...within the context of both EU and international law.
Examining the wider international law implications, it additionally assesses the complex legal consequences of Brexit for both the EU and the UK in their dealings with third states and other international organizations. With contributions from renowned specialists in the field of EU external action, each chapter will analyse specific policy areas to address key challenges arising from the Brexit process for the EU and the UK and propose solutions to overcome these problems. The handbook aims to fill a gap in research by assessing the consequences of Brexit under EU external relations law and international law. As such, it is hoped it will set the research agenda for coming years on the international dimension of Brexit.
The Routledge Handbook on the International Dimension of Brexit is an authoritative and essential reference text for scholars and students of international and European/EU law and policy, EU politics, and British politics and Brexit, as well as of key relevance to legal practitioners involved in Brexit, governments, policy-makers, civil society organizations, think tanks, practitioners, national parliaments and the Court of Justice.
