A major new interpretation of European integration. Leading scholar, Neil Fligstein, provocatively argues that European integration has produced a truly transnational European society.
This book looks at the changing role and nature of the regulation of State intervention in the liberalised and privatised markets of the European Union. It examines how the traditional role of the ...State is now challenged by European Union law, and the implications for traditional public services provided by the State. For the first time in an academic work, the book brings together the interaction of the Internal Market and the Competition rules of the European Union when they are applied to State economic activity. Individual chapters examine specific rules which address squarely the permissible role of State activity in competitive markets, for example an examination of the State aid rules, the rules in Article 86 EC regulating State monopolies and the controversial application of Articles 81 and 82 EC to the State. Other chapters examine the processes of privatisation and liberalisation with case studies on the postal sector, utilities and telecommunications.
As a result of new strategic threats, Europe's land forces are currently undergoing a historic transformation which may reflect wider processes of European integration. Europe's mass, mainly ...conscript armies are being replaced by smaller, more capable, professionalised militaries concentrated into new operational headquarters and rapid reaction brigades, able to plan, command, and execute global military interventions. At the same time, these headquarters and brigades are co-operating with each other across national borders at a level which would have been inconceivable in the twentieth century. As a result, a transnational military network is appearing in Europe, the forces in which are converging on common forms of military expertise. This book is a groundbreaking study of the military dimensions of European integration, which have been largely ignored until now. It will appeal to scholars across the social sciences interested in the progress of the European project, and the nature of the military today.
The on-going constitutionalization of Europe has led to various changes in media and communications, opening up areas of debate regarding the role of traditional and new media in developing a ...specific European public sphere as part of the wider European Project. This timely volume addresses the little understood relationship between old and new media, communications policy at the European level, issues of regulation and competition within the EU, the role of the European Parliament in media policymaking, and the questions emerging about the sustainability of traditional public service broadcasting. This book examines how mass media debates have contributed to the politicization of the European Union. The public controversies over the EU's attempted Constitution-making (and its failure) sowed ...the seeds for a process of politicization that has advanced ever since: an increasing visibility for the EU in mass-mediated public debates that is combined with a growing public contestation over Europe within national politics. The book presents an original systematic study of the emerging field of political discourse carried by the mass media in France, Germany and Britain to examine the performance of Europe's public sphere. Whilst the EU's increasing politicization can be seen as beneficial to European democracy, potentially 'normalizing' the EU-level within national politics, the same developments can also be a threat to democracy, leading to populist and xenophobic responses and a decline in political trust. This historical analysis covers both EU-internal and international ...counterterrorism policies and features an in-depth account of the EU's reaction to the terrorist incidents in New York, Madrid and London. In the first few weeks after these incidents, the EU mobilised a complex but also incoherent set of policy measures, which significantly influenced the course of European security over the years.
From a theoretical perspective, this volume argues that context-specific factors dominated over functionalist considerations in the EU's fight against terrorism. Building on frameworks from public policy analysis, the author demonstrates that EU institutions played a critical role as policy entrepreneurs, while the many security measures were chosen on the basis of timing rather than significance. Such short-term political dynamics also explain the implementation deficits and persistent imbalances in the EU's counterterrorism policy; limitations which still hinder its fight against international terrorism.

Every day, ...tens of thousands of lobbyists in Washington and Brussels are working to protect and promote their interests in the policymaking process. Policies emanating from these two spheres have global impacts-they set global standards, they influence global markets, and they determine global politics. Armed with extensive new data, Christine Mahoney challenges the conventional stereotypes that attribute any differences between the two systems to cultural ones-the American, a partisan and combative approach, and the European, a consensus-based one. Mahoney draws from 149 interviews involving 47 issues to detail how institutional structures, the nature of specific issues, and characteristics of the interest groups combine to determine decisions about how to approach a political fight, what arguments to use, and how to frame an issue. She looks at how lobbyists choose lobbying tactics, public relations strategies, and networking and coalition activities. Her analysis demonstrates that advocacy can be better understood when we study the lobbying of interest groups in their institutional and issue context. This book offers new insights into how the process of lobbying works on both sides of the Atlantic.
For the European Union of the 21st century, the search for sustainable prosperity and stability includes the challenge of reconciling democratic ideals and practices with the construction of a ...European constitutional order. From the 2001 Laeken Summit to the 2009 Lisbon Treaty and beyond EU leaders have repeatedly set out to bring citizens closer to EU governance by making it more democratic and effective yet several national ratification referendums have shown that publics are divided about whether and why to endorse or veto complex EU reform packages imposed from the top down. Despite these limitations people do effectively engage in the making of a European polity. By initiating national court proceedings active citizens are promoting fundamental European rights in Member States' practices. As party members they contribute to shaping mass media communication about, and national publics' understanding of, European political alternatives. As civil society activists citizens help build social networks for contesting certain EU reforms or advocating others. Last but not least, as voters in national and European elections they choose between competing party visions, and national parliamentary stances regarding the role of democratic citizenship. This original contribution to the debate about democratic citizenship vis-Ã -vis the challenges of economic globalization and European political integration presents critical explorations of different fields of direct, representative, participatory and deliberative democratic citizenship practices that affect the transformation of Europe.

The book critically appraises the liberties of citizens and others within the EU, and the different ways in which they are affected by the proliferation of discourses, practices and norms of insecurity enacted in the name of collective and individual safety. It analyses from an interdisciplinary perspective the impacts of new techniques of surveillance and control on the liberty and security of the citizen. The book studies illiberal practices of liberal regimes in the field of security, and the relationship between the internal and external effects of these practices in an increasingly interconnected world, as well as the effects in relation to the place of the EU in world politics.
